About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for the repair of a Data Link Printer (NSN: 7025-01-490-0096UC, PN: 8055515-4501) used in C-5 aircraft. The United States Air Force Sustainment Center (AFSC) is seeking to award a sole-source contract to AstroNova (CAGE: 54318) for depot-level repair services, citing the company's unique capabilities and proprietary technical data as the primary justification for excluding other competitors.
The proposed contract is a 5-year Firm-Fixed-Price Requirements Indefinite Delivery Contract with a basic ordering period and additional 1-year ordering periods. Market research, including a Sources Sought notice posted on SAM.gov and a Small Business Administration search, found no alternative vendors capable of performing the specialized repairs. AstroNova currently holds the existing contract (FA8538-20-D-0006) and possesses the exclusive technical design information, test equipment, and internal technical drawings necessary for repairing the Data Link Printer. The total estimated contract value is redacted, but the government determined the pricing will be fair and reasonable through various price analysis techniques.

engineering effort.
Pursuing a reverse engineering effort for any of these assets would cause an unacceptable delay in support for the C-5 due to the time it would take to develop the repair procedures and lapse of repair coverage when our current contract support runs out. This would result in downed aircrafts and would directly impact the ability for the C-5 to fulfill its mission requirements.
Accordingly, AstroNova is the only firm capable of providing the services described in Section III above without the United States Air Force experiencing unacceptable delay in fulfilling mission requirements.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
A Sources Sought (SS) / Request for Information (RFI) to industry was posted to SAM.gov on 15 April 2024 under Notice ID, “C-5 Data Link Printer RFI - FD2060-25-00026”. Response to the SS/RFI were due by 25 April 2024. The SS/RFI requested responses from interested vendors that possess the expertise, capabilities, and experience to meet qualification requirements for this effort. The SS/RFI was specific to NSNs referenced in Section III and repair North American Industry Classification System (NAICS) code 811210 Repair and Maintenance - Other Electronic and Precision Equipment Repair and Maintenance.
This requirement will be synopsized on the SAM.gov website as required by FAR 5.201, citing conditions which preclude full and open competition. Sources expressing an interest as a result of the synopsis will be investigated for their capabilities to perform on this and/or future requirements and identified to AstroNova for possible subcontracting opportunities.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.403-3, the Contracting Officer will require the submission of other than certified cost or pricing data. Price analysis or cost analysis based on “information other than certified cost or pricing data” will be used to examine and evaluate the proposed prices to determine fair and reasonable pricing. Price analysis techniques include comparison of proposed prices to historical prices paid for a same or similar item; comparison with published price lists, offered catalog prices and prices obtained through market research for a same or similar item;
comparison of proposed prices with independent Government estimate; or analysis of data other than certified cost or pricing information.
