PR: FD2060-18-01879 PWS REVISION: 1 2
1.0 Description of Services
1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to repair 1270-01-550-2010FX the Programmable Armament Control Set (PACS-46) that is installed on the F-15 E model Aircraft. These services include providing all the necessary parts and labor to repair the PACS-46 CP and return of the asset within required Turn Around Time
(TAT). The contractor will also be required to provide timely and accurate reporting in CAV-AF and all required data reports. This will include providing obsolete parts resolution along with the necessary engineering support to investigate Deficiency Reports and Material Improvement
Projects (MIPS).
1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States
Air Force (USAF) by providing an avenue to test and repair the F-15 E model PACS-46 unit failures. This system controls the sequencing and release of weapons on the F-15 E model aircraft. The aircraft would no longer be able to perform its mission without the PACS-46.
1.3 Background: The PACS-46 is made up of two parts; Converter-Programmer, P/N 11241-46, which is certified for nuclear weapons capability and controls the logic for fail-safe monitoring, arming, releasing and jettisoning of all air-to-air and air-to-ground weapons and stores on the F-
15 E model aircraft and the Electronic Sequencing Unit (ESU) P/N 11283-35 which controls the targeting, arming, and release of all weapons on the F-15 E model aircraft. Hamilton Sundstrand is the Original Equipment Manufacturer (OEM), developer and producer of the PACS-46. These items are not available in the commercial marketplace because they have military application only. No item exists that can be customized, modified, or tailored to meet the requirement.
