URGENT SOLE SOURCE JUSTIFICATION
PURCHASE REQUEST NUMBER: FD2060-14-00998
l. This contract effort is in support of the Engine Indicating System on the C-I 30H3 and HC-l30NAircraft. This repair order is for 30 each Multi-Type II Indicators (MT2I), NSN 6620-0I-443-1214LG, PIN: 698043-1. The total price $119,640.00.
2. The repair contractor, Innovative Solutions and Support Inc. (OEUWO), is the only known qualified source with a complete data package, technology, skilled personnel and automatic test equipment necessary to provide the required contract repair support necessary for this order. This effort requires the expertise and skills that are only available from highly qualified Innovative Solutions and Support Inc. personnel that have been involved in the repair of the MT2I for many years. If we do not go to the approved source, then another source would have to be qualified. They would have to develop a repair data package and test equipment suited especially for testing, troubleshooting and repairing MT2Is. This could talce anywhere from 18 to 24 months, leading to an estimated 30 Surges and MICAPs due to the Long Lead Time before deliver of the repaired MT2ls, resulting in C-l 30H3 and HC-l 30N aircraft groundings.
3. The current RMC/RMSC code: This item has been screened as R4D. Repair, for the first time, directly from the actual manufacturer. The data needed to complete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the repair for a competitive solicitation.
4. This agency's minimum needs can only be satisfied by the unique services available from only the above cited source that possess unique capabilities demonstrated as follows : This NSN is required to meet form, fit and functions specifications which are essential for accurate pcrfonnance of the C-130H3 and HC-130N Engine Indicating System.

5. The Government does not own software or data and when Innovative Solutions and Support Inc. were contracted 7 May 2014 they stated: .. IS&S does not publish or plan to sell/publish data/manuals for anyone to perform work on IS&S products. To alleviate present Surges and priority backorders, it is recommended that this urgent effort be repaired by Innovative Solutions until a more permanent solution is developed.

6. Market Research: Research was conducted in accordance with FAR Part 10.00I and I 0.002. The engineer searched the Central Contractor Registration, Small Business Dynamic Search, and searched within government databases (0200, SMART PIDS, PRPS). Additional correspondence was held with the OEM to insure their repair capability. No other companies were listed as an approved source of repair for the MT2I and there are no potential contract vehicles that already exist.
Since the Air Force does not have the data or other capability to repair this item and the only company with the proper and proven capability to repair this item is Innovative Solutions and Support Inc., it is recommended that this be designated a sole source repair for Innovative Solutions and Support Inc.
7. Effort to remove or overcome such barriers to competition in the future: An MSD Engineering redesign effort was approved March 2012 which will eliminate obsolescence issues and create a data package for competitive procurement; it is estimated to be completed by the end of FY 15. The market will be scanned frequently for new companies that could satisfy the government's requirements.
Where possible, the government will make future requirement descriptions suitable for full and open competition.
8. CERTIFICATION: I hereby certify that the above information is complete and accurate.
