Q: With regards to the Buy American Act, can only US companies apply or are friendly countries permitted to bid as the prime contractor?
A: USG suggest reading the RFP Buy American Clauses. The Buy American Act is predominantly straightforward and therefore has few areas of subjectivity.
Q: Will the USG extend the RFP?
A: USG has extended 30 days. Current close date of 20 April 2022.
Q: Will the USG provide a copy of the waiver described in CID Section 7.6.1: “The Air Force possesses an Environmental Protection Agency (EPA) waiver to allow for deviation from EPA emissions guidelines”?
A: The vendor will fill out a request form identifying number of engines, type, etc. With the request form, the government will prepare the NSE memo. The waiver states the USAF requests the engine to be made under the provisions of 40 CFR 1068.225 (c) for National Security Exemption.
Q: Will the USG accept quotes on an individual CLIN basis?
A No
Q: Does the USG have a procurement method preference and will it consider the GSA schedule for this procurement?
A: GSA will not be used for this acquisition.
Q: Does the air brake system have a particular MIL-SPEC or Society of Automotive Engineers (SAE) standard that the air system is required to meet?
A: Yes - SAE J318, SAE ARP1247, and AIR 1363
Q: Can the USG provide the C5 engine trailer Technical Order (TO)?
A: No. The C-5 engine trailer is not needed. USG suggests research commercial design and pick commercial catalog pieces to build the system.
Q: Can the USG provide the current FLTT USAF Technical Order (TO)?
A: No
Q: Will the USG provide a NSE exemption for the JP8/JetA1 compatible Tier III engine requirement to the awardee?
A: Yes – An NSE Exemption may be provided. (7.6.1)
Q: Can the USG provide the required dimensions for the rear-sliding window requirement?
A: A standard commercial offering of the rear-sliding window is acceptable.
Q: Can the USG outline the type of locking mechanism required to secure the rear-sliding window?
A: A standard commercial offering locking mechanism is acceptable.
Q: Does the USG have a preference on if the rear-sliding window is manual or electronically controlled?
A: USG does not have a preference. Historically, it has been manual.
Q: Can the USG provide the direction preference that the window travels (i.e. left to right or right to left or up to down)?
A: USG does not have a preference. Historically, it has been horizontal.
Q: Will the USG release TM-86-01R?
A: Will be posted.
