Next Generation Self-Contained Breathing Apparatus Solicitation Questions & Answers 1

1. Question: For the required field testing samples, can an Offeror provide a current NFPA and NIOSH approved SCBA but with modifications that improve its application within the USAF if those modifications are supported with " .. meeting NFPA and NIOSH criteria" (Section 4.17) and NIOSH and NFPA certified " .. at the time of award" (Section I. Scope)?
Answer: No. The intent of the field evaluations (Technical Subfactor One) are to evaluate only the Commercial 2018 NFPA approved SCBA that doesn’t include any modifications to meet the CBRN requirement. Any modifications to meet the CBRN requirement will only be evaluated as part of the written technical evaluation portion (Technical Subfactor Three).
2. Question: Section 3.6.5 states "Each fire fighting facepiece shall include an electronic voice amplification". This assumes that electronic amplification is necessary to meet the threshold or objective during the field evaluation protocols. An effective passive communication solution has significant operational advantages over electronic communication including reduced number of batteries, increased reliability, and availability. If an Offeror submits an SCBA equipped only with passive communication that performs acceptably in the field trials for both the passive communication and electronic communication protocols will that device be scored for both protocols or penalized in grading or declared unawardable?
Answer: It was not the intent to only allow for electronic amplification; the government will evaluate any voice amplification system that meets or exceeds the requirements. An update to the PD is forthcoming via solicitation amendment.
3. Question: Section 4.15 Communication, describes three areas where communication will be tested, 4.15.1 SCBA Passive Communications, 4.15.2 CWC Mask Passive Communications and
4.15.3 CWC Mask Electronic Communication. It does not address SCBA Electronic Communication. This appears to be in conflict with Section 3.6.5. Can you please confirm that the Electronic Communications requirement is intended for use with the CWC Mask only?
Answer: It was not the intent to only allow for electronic amplification; the government will evaluate any voice amplification system that meets or exceeds the requirements. An update to the PD is forthcoming via solicitation amendment.
