About this file

This modification amends a solicitation for the supply of commercial Self-Contained Breathing Apparatus airpaks, masks, and Supplied-Air Respirator Kits to be used by the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base, Georgia. The modification revises the requirements for field evaluation testing by replacing an in-person orientation with a virtual orientation using Microsoft Teams due to the COVID-19 pandemic. Offerors will have the option to inspect airpaks either in-person with a 30-minute time limit or virtually during the Teams session. Field tests will take place at Eielson Air Force Base, Beale Air Force Base, Minot Air Force Base, and Colorado Springs with approximately 1,030 participants at each location. The three-hour virtual orientation must conclude testing at each site. The contract will be a firm-fixed-price requirements contract with a one-year base period and four one-year options.

The solicitation seeks commercial Self-Contained Breathing Apparatus airpaks, masks, and Supplied-Air Respirator Kits in accordance with the requirements document and statement of work. Items will ship FOB destination.

Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION

The purpose of this amendment is to revise Technical Subfactor One: Field Evaluation, paragraph iii in the Proposal Requirements provision in the RFP as detailed below:

1). Paragraph II.C.2.iii of the Proposal Requirements provision on page 72 of the solicitation document regarding Technical Subfactor One: Field Evaluation, is hereby replaced in its entirety as follows:

"The offeror shall provide a minimum of one (1) technical representative to conduct a virtual orientation/instructional session on the proper use and operation of its SCBA units to Government personnel prior for each of the four (4) locations selected for Field Evaluation Testing. The government anticipates using the Commercial Virtual Remote (CVR) environment via Microsoft Teams. Offerors will need to ensure that they have a Microsoft Teams account. In the event that CVR is unavailable, another government approved platform will be utilized. The date and time of the orientation/instructional sessions will be scheduled between the AFLCMC/WNKAC contracting office and the offeror after receipt of the offeror’s proposal. The locations for the Field Evaluation Tests will be the following: 1) Eielson Air Force Base (AFB) 2) Beale AFB 3) Minot AFB 4) Colorado Springs, CO. The group of Government personnel will consist of approximately 1030 individuals per location. The offeror shall conduct the virtual session for no more than 3 hours in duration, and upon conclusion of the allotted time, the CVR virtual session will be ended. The technical representative will not witness or be part of any subsequent activity relative to the Field Evaluation Tests. Each offeror will be afforded the opportunity to inspect its airpaks prior to each virtual orientation/instructional session. The offeror shall elect to inspect its airpaks either physically (inperson) or virtually using the CVR virtual session via Microsoft Teams. If the offeror elects to physically (inperson) inspect its airpaks, thirty (30) minutes will be allotted for this inspection and the Government will coordinate a date and time to meet the offeror’s technical representative at the visitor center (parking lot) of each base/Field Evaluation Location. If the offeror elects to virtually inspect its airpaks, thirty (30) minutes will be allotted for this inspection using a CVR virtual session via Microsoft Teams and the Government will coordinate a date and time. The offeror will provide its airpak inspection election (inperson or virtual) when the Government schedules the orientation/instructional sessions."

2). All other terms and conditions remain unchanged.
