PURCHASE DESCRIPTION

SELF-CONTAINED BREATHING APPARATUS (SCBA)

This specification is approved by the Department of the Air Force and is available for use by all Departments and Agencies of the Department of Defense.

1 SCOPE. This specification addresses the requirements for a next generation breathing system Self-Contained Breathing Apparatus (SCBA), Supplied-Air Respirator (SAR) kit, and a Chemical Warfare Component (CWC) mask that shall be designed to provide emergency services responders and workers safe respiratory protection and quality compressed breathing air for use in hazardous environments and those defined by the Occupational Safety and Health Administration (OSHA) as Immediately Dangerous to Life and Health (IDLH). The SCBA system shall be designed to provide full respiratory protection for the user from the products of combustion, hazardous or toxic atmospheres, particulate and residue, oxygen-deficient atmospheres, or other such IDLH atmospheres that may exist or occur at the scene of an emergency incident. The breathing system SCBA shall meet and/or exceed all minimum requirements specified in the latest versions of National Fire Protection Association (NFPA), OSHA, and related standards listed herein at time of award. The CWC mask shall also provide respiratory protection in a chemical, biological, radiological, and nuclear (CBRN) environment in: 1.) Compressed breathing air open-circuit self-contained breathing apparatus (SCBA) and 2.)

SCBA and Air Purifying Respirator (APR) selectable mode. Additionally, the CWC mask shall be compatible with the Joint Service Lightweight Integrated Suit Technology (JSLIST) and the Joint Firefighter Integrated Response Ensemble (J-FIRE). Pre-award evaluation of CWC mask will be conducted via technical report detailing how CWC requirements shall be met. Field evaluation and testing of CWC mask will be conducted post-award.

2 APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are specified in sections 3, 4, or 5 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements documents cited in sections 3, 4, and 5 of this specification, whether or not they are listed.

2.4 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein (except for related specification sheets), the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3 REQUIREMENTS

3.1 Design. The SCBA and SAR kit shall be designed to provide protection in day to day fire fighting responses. The CWC mask shall provide respiratory protection in a CBRN environment as defined here in, by NIOSH RCT-ASR-CBRN-STP-0200, 0201, 0350, 0351. For CWC mask, the wearer shall not be exposed to inhalation, absorption, or ingestion contamination when transitioning from SCBA to APR mode. The CWC mask and accessories shall provide continuous protection against vapor, aerosol, particulate, and liquid threat agents for 6 hours (threshold) with a 16 hours (objective). The breathing system (SCBA and CWC mask) shall meet and/or exceed all minimum requirements specified in the referenced standards listed below.

Should these existing standards be replaced by a newer numbered or titled standard, the most current effective standard shall always apply.

3.2 First Production Test. When specified a sample shall be subjected to first production test in accordance with 4.4.

3.3 Recycled, Recovered, or Environmentally Preferable Materials. Recycled, recovered, or environmentally preferable materials shall be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. Used, rebuilt, or refurbished items shall not be provided.

3.4 Operating Requirements

3.4.1 System Performance. System will consist of three main components: the breathing system SCBA, the SAR kit, and the CWC mask.

3.4.1.1 SCBA Performance. The breathing system SCBA

and SAR kit shall have the capability to perform and provide full respiratory protection for the user from the products of combustion, hazardous or toxic atmospheres, particulate and residue, oxygen-deficient atmospheres, or other such IDLH atmospheres that may exist or occur at the scene of an emergency incident.

3.4.1.2 SAR Performance. The SAR kit shall have the

capability to perform and provide full respiratory protection for the user from the products of combustion, hazardous or toxic atmospheres, particulate and residue, oxygen-deficient atmospheres, or other such IDLH atmospheres that may exist or occur at the scene of an emergency incident. The SAR kit components shall meet all minimum requirements specified in the latest versions of related standards at the time of award (where applicable) and procured as a separate item. The SAR kit shall consist of at a minimum: 1) technical rescue cart with one side for primary air breathing and a separate side for supplemental air and tool support.

The technical rescue cart shall have a low-pressure cylinder alarm, four-outlet manifold, fitting(s) for auxiliary remote high-pressure air source attachments and an adjustable cart pull handle. 2) Four (4) each air supply hoses that have the capability to be extended up to 300 feet and withstand temperatures between -25 to 212 degrees Fahrenheit. 3) Four (4) each escape pressure demand supplied air respirators with escape cylinders that have a 10 minute duration.

3.4.1.3 CWC Mask Performance. The CWC mask shall be

designed to provide an integrated filtered respiratory protection system for the user in a CBRN environment. The system must be capable of providing a compressed air supply for interior or exterior fire fighting related operations and a CWC included filtered air system for CBRN operations and other forms of hazardous material threats. Transition from compressed breathing air (SCBA) to filtered air (APR) must not expose the user to inhalation, absorption, or ingestion contamination. In a CBRN environment, when operating in the filtered air mode, the SCBA shall always have APR capability.

3.4.2 Wearability.

3.4.2.1 SCBA Interface/Compatibility Requirements. The

SCBA system shall be fully compatible with Structural and Proximity PPE identified in the AF Fire & Emergency Services (FES) Enterprise Risk Assessment.

3.4.2.2 CWC Mask Interface/Compatibility Requirements.

The CWC mask system shall be fully compatible with Structural and Proximity PPE identified in the AF Fire & Emergency Services (FES) Enterprise Risk Assessment and the existing J-FIRE and JSLIST in all Mission Oriented Protection Postures (MOPP Levels I-IV; AFM 10-2503). (J-FIRE and JSLIST information, MIL-DTL-32102, T.O. 14P3-1-181-WA-1, & T.O. 14P3-11-141-WA-1, available upon request, see paragraph 2.2.1). CWC mask system must interface with JSLIST & J-FIRE garments, however manufacturer is not responsible for certifications with JSLIST & J-FIRE garments. The JSLIST & J-FIRE are existing ensembles and should not require modification to accommodate a new SCBA system.

3.4.2.3 Wear Time. Both the SCBA and CWC mask shall

permit personnel to wear the system for up to 24 (Threshold), 36 (Objective), continuous hours while performing their assigned duties under conditions that range from low to heavy work rates.

3.4.2.4 SCBA Comfort. The SCBA mask and components

shall minimize heat retention, fatigue, chafing, pinching, binding, fogging, and physical pressure on skin from wear.

3.4.2.5 CWC Mask Comfort. The CWC mask and

components shall minimize heat retention, fatigue, chafing, pinching, binding, fogging, and physical pressure on skin from wear. The CWC mask in APR mode shall permit personnel to sleep while wearing the mask.

3.4.2.6 Overall Fit. Both SCBA and CWC facepieces, depending on size, shall fit the 2nd percentile female through the 98th percentile male. Facepieces sized as either extra small, small, medium, large, or extra-large are acceptable (Threshold) with minimum number of various sizes desired fitting the 2nd percentile female through the 98th percentile male (Objective).

3.4.3 SCBA Weight. The SCBA system in fire fighting mode shall weigh no more than a maximum of 35 lbs (Threshold), maximum 30 lbs (Objective). The weight limit includes all components associated with the SCBA system (backpack, harnesses, regulator, facepiece, air cylinder, straps, PASS, EOSTI, alarms, etc.).

3.4.3.1 CWC System Weight. The CWC mask in fire

fighting mode, when integrated with the other SCBA components shall weigh no more than a maximum of 35 lbs (Threshold), maximum 30 lbs (Objective). The weight limit includes all components associated with the SCBA system (filters, backpack, harnesses, regulator, facepiece, air cylinder, straps, PASS, EOSTI, alarms, etc.).

3.4.4 Environmental Operating Conditions. The SCBA and SAR unit shall be capable of properly functioning in ambient/atmospheric low and high temperature and low/high humidity extremes as specified in NFPA 1981 (Current Effective Edition).

3.4.4.1 Adverse Environments. The SCBA and SAR unit

shall be capable of worldwide operations and deployment without degradation under climatic conditions where vapor, aerosol, particulate, or liquid hazards can potentially be encountered. At a minimum the SCBA and SAR system accessories (where applicable) must meet performance requirements of NFPA 1981 Section 7 (Current Effective Edition). These include but are not limited to: air flow, environmental temperature, vibration resistance, fabric flame resistance, fabric heat resistance, thread heat resistance, accelerated corrosion resistance, particulate resistance, facepiece lens abrasion resistance, nonelectronic communication performance, heat and flame resistance, and carbon dioxide content performance.

3.4.4.2 Conventional Effects. The SCBA, mask carrier, and

accessories shall be capable of performing Mission Essential Functions (MEFs) under normal battlefield conditions including shock, corrosion, vibration, Electromagnetic Interference (EMI), dust, salt water, smoke, fungus, and Petroleum, Oils, and Lubricants (POLs).

3.4.4.3 Electromagnetic Pulse Survivability. The mask(s), mask carrier(s), and accessories (APR Mode) shall survive high altitude electromagnetic pulse.

3.4.4.4 Sanitization. The mask(s), mask carrier(s), and

accessories shall be easily cleaned and sanitized using field available substances without damage or deterioration of the mask(s), mask carrier(s), and accessories.

3.4.4.5 Electromagnetic Interference (EMI). SCBA shall be

tested for intrinsic safety as specified in ANSI/UL 913, Standard for Intrinsically Safe Apparatus and Associated Apparatus for Use in Class I, II, and III, Division 1 Hazardous (Classified) Locations, and shall meet the requirements for Class I, Groups C and D, and Class II, Groups E, F, and G, Division 1 hazardous locations.

3.4.4.6 Intrinsically Safe. The SCBA shall be capable of

intrinsic safe operations once being divested of, electronic devices/systems.

3.4.5 NFPA 1981 and NFPA 1852 (Current Effective Edition) Compliance. The SCBA system, including proposed accessories shall pass all performance testing criteria identified in and required by NFPA 1981 and NFPA 1852. The manufacturer is responsible for NFPA compliance of SCBA system including proposed accessories.

3.4.6 NIOSH Compliance. The SCBA and SAR kit compressed air system shall be tested and certified by NIOSH in accordance with Title 42, Code of Federal Regulations, Part 84, Subpart H (42CFR84). The CWC mask with C2A1 filter &/or APR does not have to meet this protocol, however, the CWC with C2A1 filter only or with APR must meet the military requirements for chemical/biological agent protection (RCT-ASR-CBRN-STP-0200, 0201, 0350, 0351, TOP 8-2-110 section 4.8.11.4, Table 2 & Appendix C).

3.4.7 Air Purifying Respirator (APR).

3.4.7.1 The APR shall be tested and designed to operate

with C2A1 filters. The overall APR weight with C2A1 filter(s) installed shall comply with industry standards. The APR with filter shall provide continuous protection against vapor, aerosol, particulate, and liquid threat agents. The APR shall be designed in a way that the wearer shall not be exposed to inhalation, absorption, or ingestion contamination when transitioning from SCBA to APR mode.

3.4.7.2 Breathing inhalation resistance through the APR

shall be no greater than 70 mm H2O initial, 85 mm H2O standard, when tested with air flowing at a continuous rate of 85 liters per minute.

3.5 Compressed Air Cylinder. Compressed air supplies shall meet the requirements of ANSI/CGA G7.1, Commodity Specification For Air.

3.5.1 Cylinders shall be hydrostatically tested prior to delivery. The government reserves the right to request documentation of the hydrostatic testing with each cylinder. Each cylinder shall be date stamped/marked to indicate the date of the hydrostatic test.

3.5.2 Cylinder valves, housings, fittings, connections, shall meet all applicable compressed gas cylinder standards, per latest OSHA & NFPA regulations.

3.5.3 Cylinders shall be 60-minute bottles/4500 PSI and meet current industry standards. The contractor shall determine SCBA cylinder material composition. Two cylinders shall be provided with each complete SCBA system.

3.5.4 The SCBA cylinders shall be compatible with current AF cylinder fill stations stated in section 3.21 which have a rated capacity of delivering a minimum of 18scfm of air @ a minimum pressure of 4500psig utilizing standard commercial charge adaptors.

3.6 Facepiece(s)

3.6.1 Both the SCBA and CWC facepiece(s) (mask(s)) shall have the capability to be fitted with built-in spectacle supports that do not interfere with obtaining a facepiece-to-face seal.

3.6.2 Both the SCBA and CWC facepiece(s) with spectacle supports shall be designed to prohibit any penetration of the facepiece seal while utilizing spectacles.

3.6.3 Both the SCBA and CWC facepiece(s) shall have a fire resistive fabric mesh head net with adjustable straps for securing the facepiece to the head.

3.6.4 Both the SCBA and CWC facepiece lens (es) shall meet all NFPA, OSHA, and NIOSH standards for construction, field of view, and fire and scratch resistance. A damaged facepiece lens shall have the capability of being changed at the user level.

3.6.5 Each fire fighting facepiece shall include voice communication systems in compliance with current effective NFPA standards.

3.6.6 The fire fighting facepiece configuration shall be provided with the capability to breathe ambient air without removal of the facepiece.

3.6.7 Two distinct actions shall be required to remove the mask regulator.

3.6.8 For CWC mask, the facepiece(s) and associated straps shall be so designed to allow for the wearing of a JSLIST/J-FIRE ensemble, a structural firefighting helmet, aircraft rescue fire fighting (ARFF) proximity helmet, Kevlar Field Combat helmet, and flash hood.

3.6.9 The CWC facepiece shall be provided with the capability to re-hydrate through a drinking tube. The drinking coupler shall be compatible with the M50/51 Canteen Cap.

Connections and hoses shall be protected from contamination. The current drinking coupler being utilized is NSN: 4240-01-539-5593, CAGE: 1LEW5, PN: 71006/1.

3.6.10 For CWC, the facepiece and accessories shall operate in adverse environment conditions IAW MIL-STD-810.

3.7 Mask Carrier.

3.7.1 Both the SCBA and CWC facepiece unit(s) shall be provided with a mask storage bag and/or mask carrier to prevent damage to the lens piece and mask components.

3.7.2 The mask carrier shall protect the mask(s) and components from conditions likely to be encountered in operational situations, including extreme weather conditions, mold, fungus, solar radiation, and sand/dust for entire service life of the part without damaging the protective mask.

3.7.3 The carrier shall be designed for shoulder carry position, leg carry position with web belt, and leg carrier position without web belt.

Mask Protection

3.7.4 The CWC mask, including filter and accessories, with J-FIRE/JSLIST shall provide complete dermal protection in addition to respiratory protection against vapor, aerosol, particulate, and liquid threat agents for 6 hours (threshold) and 16 hours (objective). (Reference Appendix C)

3.7.5 Both the SCBA and CWC mask(s) shall provide an oronasal and eye protection factor of 10,000:1 (minimum) to the user population when worn with and without optical correction, with and without protective headgear and hood, or with or without all other accessories. (The mask(s) shall provide at least .88 probability of achieving protection factors > 1667, a .75 probability of achieving protection factors > 6667 and a .68 probability of achieving protection factors > 10000)

3.7.6 Both the SCBA and CWC mask shall provide a fit factor of 6667:1

(minimum) to the user population when worn with and without optical correction and with, without protective headgear and hood, or with or without all other accessories. (The mask(s) shall provide at least a .88 probability of achieving protection factors > 1667, a .75 probability of achieving protection factor > 6667 and a .68 probability of achieving protection factors of > 10000.

3.8 CWC Filters. Location of the C2A1 shall be in a position that does not hamper performance/safety of the user and while covered by the shroud, shall meet NFPA 1981 paragraph 7.11 requirements (Current Effective Edition). The current AF shroud cover configuration is located at rear shoulder level and covers the filter.

3.8.1 C2A1 Filter Protection

3.8.1.1 The CWC APR system shall be compatible with

C2A1 filter, North Atlantic Treaty Organization (NATO) standard 40 mm threads.

3.8.1.2 The CWC system operating in negative pressure

APR mode with C2A1 filter must meet military Protective Factor and Fit Factor (PF/FF) requirements (Appendix B).

3.8.1.3 The CWC system operating in negative pressure

APR mode with C2A1 filter must meet military Agent Challenge Specifications (RCT-ASR-CBRN-STP-0350, 0351, TOP 8-2-110 section 4.8.11.4, Appendix C and Table 2).

3.9 Backpack. The SCBA cylinder shall be securely mounted to a backpack that provides for easily accomplished cylinder emergency change out incorporating a quick disconnect feature.

The quick disconnect shall be accomplished with two distinct actions to release the cylinder.

Wearer shall be able to accomplish a cylinder change out within 45 seconds or less. The backpack shall be height adjustable with an adjustable lumbar to provide for wearer comfort, ease in donning and doffing, sustained wear, and durability.

3.10 Harness and Straps. All harnesses and securing straps shall be constructed of fire resistive fabric that is easily replaced and operated and offer resistance to chemical and water absorption to help minimize contamination. Buckles and fittings shall be constructed of materials for rugged use. Fire resistive mask neck straps/or a harness hook shall be provided to secure the mask to the wearer for immediate use. (NFPA 1981, Current Effective Edition)

3.11 Warning Alarms. Warning alarms shall be audible, visual and capable of providing a multi-sided view of a firefighter’s status for air pressure and PASS status. Audible alarms may be in the form of bells, whistles, or other means that are commercially acceptable and possess a distinct sound. Visual warnings shall be in the form of strobe, flashing, or other means that shall not be confused with emergency scene lighting used during fire fighting operations. A centralized battery source shall be used to accommodate ease of battery management.

3.12 End of Service Time Indicator. The SCBA system shall be provided with an End of

Service Indicator (EOSTI) to warn the wearer of pending air supply exhaustion. The EOSTI shall provide a visual and audible alarm. An air warning alarm shall possess a distinct sound to warn the wearer of a limited remaining air supply. The EOSTI alarm shall activate at 35 percent, + 2 percent of fully cylinder pressure as specified in NFPA 1981 (Current Effective Edition).

3.13 Personal Alert Safety System (PASS). The SCBA system shall be provided with a PASS device that meets the requirements of NFPA 1982 (Current Effective Edition).

3.14 The Emergency Breathing Support System (EBSS). The SCBA system shall be provided with an EBSS that meets the requirements of NFPA 1981 (Current Effective Edition).

3.15 Third Party Certification. The SCBA and SAR kit shall be certified in accordance with ANSI Z34.1, Third Party Certification Programs for Products, Processes and Service. This provides for assessment and evaluation by an outside source.

3.16 System Components. The SCBA shall be constructed and comprised of standard

SCBA commercial components and best business practices that meet or exceed NFPA 1981 (Current Effective Edition) criteria.

3.17 Data Requirements. Data for the SCBAs shall be provided in accordance with

Acquisition Documents.

3.18 ISO Registration. The contractor shall ensure that the SCBA and SAR kit manufacturer, as a minimum, is International Standards Organization (ISO) 9001 registered.

3.19 Product Labeling. Each SCBA and SAR kit components (where required) shall be labeled in accordance with NFPA 1981 (Current Effective Edition), OSHA, NIOSH, and MIL- STD-130N. UII Marking Construct #2 per MIL-STD-130N shall appear on each facepiece.

3.20 Tools. The SCBA and SAR kit shall be field maintainable. The manufacturer shall provide one set of unique tools, if applicable, per SCBA certified technician as part of this contract. Unique tools are defined as those tools not readily available by two or more commercial, independent vendors.

3.21 Fill Station Adaptor. Current AF systems utilize CGA-346 fill adapter for 2216psi bottles and CGA-347 adapter for 4500psi bottles. If cylinders require a different adapter, the contractor shall provide (1) adapter per fill station. 8 adapters per installation shall be required for a total of 1,850 adapter to meet requirement.

4 CONFORMANCE CONFIRMATION. Conformance Confirmation will occur in two phases: pre-award evaluation and post-award testing.

4.1 Classification of inspection. The inspection requirements specified herein are classified as follows:

a. Pre-Award Evaluation (see 4.2)

b. Post-Award Testing (see 4.3)

c. First Production Tests (see 4.4)

d. Routine Production Inspections (see 4.5)

4.2 Pre-Award Evaluation. The Request for Proposal (RFP) or other type of solicitation vehicle will identify the evaluation methodology that the Government will utilize as part of the pre-award analysis. Albeit each RFP or solicitation will specify an organization’s individual requirements, the analysis will include, but not be limited to, the requirement for offerors to provide certain, designated certifications and test data on the SCBA being proposed. Also included in the pre-award evaluation activity will be the requirement for offerors to submit SCBAs for Field Evaluation Exercise Testing which will be conducted by the Government (Appendix A). Finally included in the pre-award evaluation activity will be the review of CWC mask technical proposal. This technical proposal will specify how the contractor will meet CWC mask requirements specified in Section 3.

4.3 Post-Award Testing. Subsequent to award, the CWC mask shall be tested and evaluated in a series of examinations, tests, and analyses described in appendixes A through D which comprises the Government Conformance Evaluation. The contractor shall be responsible for performing the following five tests on the CWC mask: Protection Factor/Fit Factor Test, System Agent Test, CWC Drinking Capability Test, Salt Fog Test, and Communication Test.

Detailed information relative to each test is identified in the applicable DD 1423s. The Government will conduct the Field Evaluation Exercise Test as deemed necessary (Appendix A).

Should the Government Conformance Evaluation reveal failure(s) in a CWC mask, the contractor shall correct the identified failure(s) until such time that the unit is determined to be acceptable in that it meets the standards set forth. Should the contractor make any change to a CWC mask that has passed Government Conformance Evaluation, i.e. configuration or composition, the changed CWC mask will be required to be tested and evaluated in a separate Government Conformance Evaluation.

4.4 First Production Tests. The first CWC masks produced in response to the contract shall be subjected to the testing requirements identified in paragraph 4.3 above and in accordance with the DD Forms 1423. The Appendices A through D of the purchase description identify the examinations, procedures, and processes that shall be incorporated in the required tests. If at any time during the performance of the tests, a failure(s) occurs in a CWC mask the contractor shall correct the failure(s) until such time that the unit is determined to be acceptable in that it meets the standards set forth in section 3. Should the contractor make any change to a CWC mask subsequent to completion and Government acceptance of the first production tests, whether the change is in the configuration and/or composition of the CWC mask, the contractor shall subject the changed CWC mask to the five post-award tests identified in paragraph 4.3 above and the applicable DD Forms 1423.

4.5 Routine Production Inspections. The contractor shall have an established inspection system in accordance with ISO 9001 that ensures that the SCBAs, SAR kits and CWC mask produced on the contract meet the requirements set forth in this Purchase Description. The routine production inspection shall include but not be limited to the requirements listed in Appendix E.

4.6 Conformance Confirmation Methods. The type of confirmation methods included in this section are audit of applicable certifications, visual inspection, measurement, sample tests, full-scale demonstration tests, simulation, modeling, engineering evaluation, component properties analysis, and similarity to previously-approved or previously-qualified designs.

4.7 System Confirmation

4.7.1 Order of Inspection. The inspection sequence may be in any order. This inspection shall include the confirmations listed in Table 1.

4.8 Operating Requirements Confirmation

4.8.1 System Performance. System will consist of three main components: The breathing system SCBA, the SAR kit, and the CWC mask.

4.8.1.1 SCBA Performance. The SCBA shall be assessed during Field Exercises per Appendix A.

4.8.1.2 SAR Performance. SAR kit components (where applicable) shall meet all NFPA 1981 (Current Effective Edition) standards. Verification of SAR kit certification and test data (where applicable) shall be provided after award.

4.8.1.3 CWC Mask Performance. The CWC mask shall be assessed during Protection Factor tests per Appendix B, System Agent Testing per Appendix C, and Operating Requirements Conformance Testing per Appendix D.

4.8.2 Wearability

4.8.2.1 SCBA Interface Requirements. Fit with Structural and Proximity PPE will be verified through field exercises per Appendix A.

4.8.2.2 CWC Interface Requirement. Fit with JSLIST & J-FIRE shall be verified through field exercises per Appendix A and/or during Protection Factor tests per Appendix B.

4.8.2.3 Wear Time. The CWC mask wear time and ability to sleep in the mask(s) in APR mode shall be tested in accordance with Appendix B.

4.8.2.4 SCBA Comfort. Comfort of the assembled mask(s) shall be assessed during field evaluations.

4.8.2.5 Overall Fit. CWC mask fit shall be verified using the M41 Protection Assessment Test System (PATS) or equivalent quantitative fit test device. For SCBA systems, the Protection Factor test, Appendix B, shall be used to assess the overall fit of the mask. Critical dimensions for the mask include, but are not limited to, the following anthropometric dimensions: menton-sellion length, bizygomatic breadth, head circumference, head length, neck circumference, bitragion chin arc, bitragion coronal arc, and interpupillary breadth. A sample of subjects’ representative of the head and face variability that exists within the joint service population as identified in DoD-HDBK-743A Anthropometry of U.S. Military Personnel, 13 February 1991 shall be fitted in the Field Exercises per Appendix A and during Protection Factor Test per Appendix B.

4.8.3 Weight. The mask, primary filter(s), backpacks with cylinder, and SCBA associated accessories shall be measured to +/- 0.01 lbs.

4.8.3.1 CWC Mask Weight. The CWC system with and without filter shall be measured separately to +/- 0.01 lbs.

4.8.4 Environmental Operating Conditions. NFPA and NIOSH certification criteria shall apply for the SCBA. CWC mask shall be tested in accordance with section 4.3.

4.8.5 CWC Mask Compliance. The CWC mask shall meet all requirements specified in section 4.3.

4.8.6 NIOSH Compliance. The SCBA shall meet the most current applicable NIOSH standards. Third party testing shall be conducted to show system(s) meet the most current NIOSH standards.

4.8.7 APR. CWC mask shall be tested in APR with filters and verified to meet RCT-ASR-CBRN-STP-0350, 0351, TOP 8-2-110 section 4.8.11.4, Table 2, and Appendix C.

4.8.8 Compressed Air Cylinder. ANSI/CGA G7.1 & NFPA requirements shall apply. Certification and test data shall be confirmed. Cylinders shall be inspected for proper markings/labels. Cylinders shall be measured to +/- 0.01 lbs. Compatibility with current AF fill stations shall be confirmed during Field Evaluations, Appendix A.

4.8.9 Facepiece.

4.8.9.1 Vision Correction. Suitability and effectiveness of corrective lens adapters shall be assessed during Field Evaluations, Appendix A, and Protection Factor Testing, Appendix B.

4.8.9.2 Gear Interface Requirements. Physical tests and human factors trials shall be conducted during the field test, Appendix A. Compatibility and donning time with standard gear including firefighting helmet, ARFF proximity helmet, Kevlar field combat helmet, and flash hood shall be assessed.

4.8.9.3 Lens. Field of view, distortion, fogging, & glare resistance shall initially be assessed during Field Evaluation, Appendix A. Final acceptance may include additional testing of lens per Appendix D.

4.8.9.4 Fit. A sample of subjects representative of the head and face variability that exists within the joint service population as identified in DoD-HDBK-743A Anthropometry of U.S. Military Personnel, 13 February 1991 shall be fitted in the Field Exercises per Appendix A and during Protection Factor Test per Appendix B. Overall fit shall be verified using the M41 Protection Assessment Test System or equivalent quantitative fit test device. The Protection Factor test, Appendix B, may be used in lieu of the M41 test to assess the overall fit of the mask.

4.8.10 Mask Carrier.

4.8.10.1 Form, fit, and function shall be assessed during Field Evaluation exercises (Appendix A).

4.8.10.2 Mask Carrier containing mask (facepiece) shall be visually inspected for any signs of degradation.

4.8.11 CWC Mask Protection.

4.8.11.1 System Agent Testing (SMARTMAN TEST). The CWC mask

shall be tested in accordance with Appendix C. The CWC mask shall be subject to system agent testing.

4.8.11.2 CWC Protection Factor. The CWC mask shall be tested in accordance with Appendix B.

4.8.11.3 CWC Fit Factor. The CWC mask shall be tested using the M41

Protective Assessment Test System or equivalent quantitative fit test device. The Government will utilize test procedures that are similar to those used in protection factor testing except the subject shall be trained and fit by a trained Nuclear, Biological, and Chemical (NBC) specialist but donned by the subject. Fit Factor testing may be in conjunction with Protection Factor testing.

4.8.11.4 Chemical Agents. System level testing of the CWC mask with

C2A1 canisters shall be conducted by a Government approved source. CWC mask shall meet or exceed NIOSH RCT-ASR-CBRN-STP-0200, 0201 for chemical agents of sarin (GB) and distilled, sulfur mustard (HD). Additionally CWC mask shall meet or exceed system level testing specified in Table 2 and appendix C. Conditions for exposure are shown in Table 2.

4.8.12 C2A1 Filter. The C2A1 filters shall meet NFPA 1981 paragraph 7.11 (Current Effective Edition) requirement while protected by the AF shroud covering or similar proposed cover. The current AF shroud cover configuration is located at rear shoulder level and covers the filter.

4.8.12.1 Filter Replacement. The ability to replace a filter with buddy assistance shall be assessed during the post-award activities specified in section 4.3.

4.9 Backpack. Comfort, donning, doffing, durability, and cylinder change shall be assessed during Field Evaluation, Appendix A.

4.10 Harness & Straps. Accessibility, durability, and interference with movement shall be assessed during Field Evaluation, Appendix A.

4.11 Warning Alarms. Warning Alarms shall meet NFPA requirements. Demonstration of warning alarms shall be simulated and assessed during Field Evaluation exercises.

4.12 End of Service Time Indicator. Demonstration of warning indicator shall be simulated and assessed during Field Evaluation exercises.

4.13 PASS. Demonstration of warning indicator when PASS is activated shall be simulated and assessed during Field Evaluation exercises.

4.14 EBSS. Demonstration of EBSS shall be simulated and assessed during Field

Evaluation exercises.

4.15 Communication.

4.15.1 SCBA Passive Communications. Passive Communications shall be assessed initially during Field Exercises, Appendix A. The test shall be conducted in combat clothing, combat equipment and in the environment containing, receiving, and transmitting communication devices currently in use with a background noise level of 45-50 dB. Passive communication shall result in a MRT Score of > 85%.

4.15.2 CWC Mask Passive Communications. CWC mask passive communications conducted in various levels of MOPP gear shall be assessed in the post-award activities specified in section 4.3. Final testing shall be accomplished per the Modified Rhyme Test (MRT) per Appendix D over a range of human subjects (both speaker and listener). The test shall be conducted in full MOPP with hood, combat clothing, combat equipment and in the environment containing, receiving, and transmitting communication devices currently in use with a background noise level of 45-50 dB. Passive communication shall result in a MRT Score of > 85%.

4.15.3 CWC Mask Electronic Communication. Intrinsically Safe Electronic Communication while in various MOPP gear shall be assessed. Additional testing shall be accomplished per the Modified Rhyme Test (MRT) per Appendix D over a range of human subjects (both speaker and listener). The test shall be conducted in full MOPP with hood, combat clothing, and combat equipment and in the environment containing, receiving, and transmitting communication devices currently in use with a background noise level of 65-70 dB. Electronic communications (microphones and amplifier) shall result in an MRT Score of > 91%

4.16 CWC Mask Drinking. Durability of drinking system, rate of drinking and time to initiate liquid intake shall be assessed in post-award activities specified in section 4.3.

4.17 System Safety. The SCBA, mask and accessories, submitted for Field Testing shall comply with system safety standards and shall be demonstrated during the field evaluations per Appendix A. Certifications & test data presented with prototypes shall be confirmed prior to Field Testing. Any prototype short of meeting NFPA (current standards) and NIOSH criteria (where applicable) will not be field tested and will be rated unacceptable.

4.18 SCBA Adverse Environments. SCBA including mask(s) and accessories shall be exposed to the adverse environmental conditions. Subsequent to environmental exposure, the mask, mask carrier, and accessories shall be visually inspected for damage, corrosion, mildew, and other surface degradation.

4.18.1 CWC Mask Adverse Environments. CWC mask shall be checked for microphone continuity, tested for mask leakage using and M41 (PATS) or equivalent quality tester, and shall meet the requirements when tested for system agent testing, airflow resistance, drinking flow rate, light transmission, haze, distortion, impact, and communications. Subsequent to environmental exposure, the filters shall be visually inspected for damage, corrosion, mildew, and surface degradation; shall be tested for weight gain or loss; shall meet or exceed the requirements when tested for gas life, filter penetration, and inhalation airflow resistance. The following adverse environments shall be tested per Appendix D:

4.18.1.1 Salt Fog. Masks, filters, mask carrier, and accessories shall be subjected to salt fog in accordance with MIL-STD-810F, Method 509.3, Procedure I or equivalent.

4.18.1.2 Sunshine. Masks, filters, mask carrier, and accessories shall be subjected to sunshine in accordance with MIL-STD-810F, Method 505.3, Procedure I or

4.18.1.3 Fungus. Masks, filters, mask carrier, and accessories shall be subjected to fungus in accordance with MIL-STD-810F, Method 508.4, Procedure I or

4.18.1.4 Humidity. Masks, filters, mask carrier, and accessories shall be subjected to humidity in accordance with MIL-STD-810F, Method 507.3, Procedure II or

4.18.1.5 Rain. Masks, filters, mask carrier, and accessories shall be subjected to rain in accordance with MIL-STD-810F, Method 506.3 Procedure I or equivalent.

4.18.1.6 Dust. Masks, filters, mask carrier, and accessories shall be subjected to dust in accordance with MIL-STD-810F, Method 510.3, Procedure I and II or

4.18.1.7 Ozone. Masks, mask carrier, and accessories shall be placed in an ozone chamber for 72 hours with the mask stored in the carrier. The ozone concentration shall be 50 parts per hundred million, minimum and the temperature 38 +/-2 C. The ozone chamber shall conform to ASTM D1171. Mask shall be visually inspected and mask accessories shall be checked to ensure proper function.

4.18.2 Contaminants. Mask, mask materials (agent resistance testing), and accessories shall be exposed to, sanitizing solutions, decontamination materials including high test hypochlorite, petroleum, oils, and lubricants (POL) products and solvents including JP fuels, gasoline, skin decontamination materials including M 295 Decon Kit, diesel fuel, Lubricant Small Arms (LSA), Aqueous Film Forming Foam (AFFF, most recent version), aqueous potassium carbonate, purple potassium powder, chemical warfare agents, salt water, and 90% DEET insect repellant. Application of the contaminants shall be IAW TECOM TOP 8-2-110 for the battlefield contaminants and the tech manual for sanitizing the mask. The mask, mask materials and accessories shall be cleaned according to the Tech Manual prior to the tests and inspections. Samples of the mask, mask materials, and accessories shall be visually inspected for swelling, pits, stains, or other visual damage. Mask accessories shall be checked to ensure proper function.

4.18.3 Initial Nuclear Weapons Effects. Initial nuclear weapons effects shall be tested in accordance with AR 70-75 at temperatures and at rates of thermal loading at which a human can survive. Following the test cycle, all masks shall meet or exceed the requirements when tested for mask leakage using an M41 (PATS) or equivalent quality tester and airflow resistance.

4.18.4 Sanitization. The mask(s), mask carrier(s) and accessories shall be easily cleaned and sanitized using field available substances. Samples of the mask, mask materials, and accessories shall be visually inspected for swelling, pits, stains, or other visual damage. Mask accessories shall be checked to ensure proper function. Following sanitization, all masks shall meet or exceed the requirements when tested for mask leakage using an M41 (PATS) or equivalent quality tester and airflow resistance.

5 Packaging. For acquisition purposes, the contract or order shall specify packaging requirements (see applicable contract clauses). When DoD personnel perform material packaging, those personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. The Inventory Control Point packaging activity within the Military Department of Defense Agency, or within the Military Department’s System Command, maintains packaging requirements. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.

7 Intended Use. The SCBA and SAR kit shall be used for first responders, civilians & military. The CWC mask system shall be used for military unique applications.

APPENDIX A – Field Evaluation Exercise

A.1 SCOPE

A.1.1 Scope. This appendix details the procedures that the Government will utilize in the conduction of the field test of 2018 NFPA certified SCBAs formally submitted for field evaluations. This appendix is a mandatory part of this specification.

A.2 Applicable Documents. Evaluation Questionnaires for each functional community.

A.3 PROCEDURE.

A.3.1 Test Equipment. Simulators shall be provided for all critical interfaces including garment interfaces (i.e. JSLIST, J-FIRE, Helmets, etc.), optical interfaces, and vehicle exit/entry interfaces.

A.3.2. Test Conditions. Conditions for testing shall replicate field conditions and environments.

All personnel shall be fully trained using the procedures defined in the operations manual/information and/or training packages provided by the manufacturers.

A.3.3. Gear. Compatibility with all first responder & combat gear used by the joint services shall be assessed. Compatibility shall be assessed in masks of all sizes.
