INTRODUCTION:

The Government is conducting a Sources Sought Synopsis to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for the qualification and production of Fuels Operational Readiness Capability Equipment (FORCE) modules designed as plug and play modules/components; capable of receiving, transferring, storing, and issuing fuel used by the U.S. Air Force. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.

INSTRUCTIONS:

1. Below is a brief description of the FORCE system requirements and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If after reviewing these documents and you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

As part of this Market Research, the draft Purchase Descriptions (PD’s) used in the procurement of the FORCE system are attached. The acquisition strategy is a six year requirement (2 year basic (with asset delivery options) plus 4 option years; fiscal years (FY) 2021-2027). Projected total of Best Estimated Quantities (BEQ’s) for this acquisition are 126 R-18s, 84 R-19s, 41R-20, 41 R-21FS, 21 R-21RC, and 16-R-21SC as well as a selected number of Mission Readiness Spares Packages (MRSPs) for each component to include (BEQ’s) 61 R-18 kits, 37 R-19 kits, 0 R-20 kits, 41 R-21FS kits, 21 R-21RC kits, & 16 R- 21SC kits.

SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 333914, with the corresponding size standard of 750. This Sources Sought Synopsis is requesting responses to the following criteria from businesses that can provide the required services under the NAICS Code.

PROGRAM DESCRIPTION

FORCE is a deployable aviation fuel system set up to transfer and deliver fuel in deployed environments. This system is comprised of four state of the art fuel modules that work in concert with each other. FORCE modules are designed as plug and play modules/components capable of receiving, transferring, storing, and issuing fuel at throughput rate of 900 gpm. The FORCE system is comprised of the following:

R18 Flammable Liquid Pumping Assembly R19 Trailer Mounted 900 gpm Flammable Liquid Filter Separator R20 Trailer Mounted Multi-Aircraft Servicing Platform R-21 Force Mission Support Plumbing Assembly

R-21 FORCE Starter (FS) R-21 Receipt Capability (RC) R-21 Sustainment Capability (SC)

The performance requirements of FORCE are driven by the four subsystem requirements and five Purchase Descriptions (PD’s).

Trailer Mounted Flammable Liquid Filter Separator. A trailer-mounted filter/separator consisting of two 600-gallons-per-minute (gpm) horizontal separator vessels. The maximum flow rate through the filter/separator equipment will be 1,200 gpm ± 10gpm and the maximum operating pressure will be 150 PSI. This filter/separator equipment is intended to be used with the FORCE 900 gpm bulk fuel-transfer pump in order to provide filtration and water removal during high-volume fuel pumping operations. To reduce the logistics tail and enhance flexibility during combat operations, the trailer shall be equipped with dual, horizontally-mounted, 600 gpm, API/IP 1581, 5th Edition, two-stage vessels, equipped with coalescer PN CM100-43SB or equivalent.

FORCE Mission-Supply Plumbing Assembly. Hoses, valves, adapters, couplings, and evacuation equipment necessary to connect the various components of the FORCE tactical airfield fuel receipt, transfer, and storage, filtration, and issue system to include bladders.

Unless otherwise specified, all components shall be 6-inch, four-ear cam-lock connections, and have a 150 psig class rating.

Flammable Liquid Pumping Assembly. The pump unit shall be capable of delivering hydrocarbon fuels through a 6-inch hose line a distance of 1,000 feet with an elevation difference of ±50 feet through a FORCE Multiple Aircraft Servicing Platform at a minimum flow rate through the pump unit of 900 gpm at a maximum of 150 psi at the pump discharge.

The pump shall also be capable of offloading commercial tank trucks while eliminating air during the offloading operation. The reference fuel for this performance specification is Aviation Turbine Fuel, Grade JP-8, and MIL-DTL-83133. The pump units shall be capable of delivering JP-8 through a 6-inch hose line a distance of one mile with an elevation difference of + 50 feet at a minimum rate of 900 gpm. The pump shall achieve a minimum of 475 feet of Total Dynamic Head (TDH). Additionally, the pump unit shall provide 15 feet of suction lift at 60°F. The pump shall be capable of operating in the ambient temperature range of -40oF to +140oF and shall have a storage capability of -60oF to +160oF.

Trailer Mounted Multi-Aircraft Servicing Platform. The FORCE multi-aircraft servicing platform will be used as the interface between one or two receiver aircraft and a 900 gallons-per-minute (gpm), 150-pounds-per-square-inch gauge (psig) tactical FORCE pumping and filtration modules in a bare-base deployed environment. The servicing platform will control fuel pressure, provide positive flow control, and meter fuel during aircraft refueling. The servicing platform shall be trailer mounted and have a combined fueling capability of 900 gpm through two 2½-inch, 60-ft API 1529 Type C, Grade 2 semi-collapsible servicing hoses connected to individual universal single-point nozzles with quick-disconnect, dry break couplers and unisex couplers with ball valves for hot refueling (aircraft engines running). Each servicing platform shall also be equipped with ten unisex adapters with ball valves (to allow the attachment of the hose extensions as necessary) and four (4) sections of 50-foot, 2½-inch collapsible hose to be used as hose extensions during wide-body aircraft cold refueling operations. Pressures at the single-point nozzles shall not exceed 50 ± 5 psig. When using only one servicing hose, the maximum flow rate shall be controlled to 600 gpm with universal single point nozzle pressure not to exceed 50 ± 5 psig. The servicing platform shall rely on pressures from other sources to perform its design capabilities. The servicing platform shall not exceed the maximum dimensions and weight requirements listed in this specification.

2. Is your company presently involved in, or has it ever been involved in the manufacturing of systems and equipment that are identical to, or similar in form, fit, and function to the FORCE System as described in the Purchase Descriptions (PD’s) attached to this questionnaire?

3. Is it typical practice for your company to manufacture a “pre-production” unit for the purpose of conducting tests before full production begins? If you answered affirmatively, provide a list of what type of tests listed in the attached Purchase Descriptions (PD’s) you have conducted in the past?

6. During the pre-production phase what type of progress tracking, integrated master schedule program, or similar tool would your company use to monitor and stay on schedule?

7. After pre-production sell off, how many calendar days are required to begin delivery of the production units after receipt of an order? Does your company have any estimation on the maximum quantity of output per 30 day period possible?

8. What type of inspection and quality assurance processes does your company utilize to ensure that each FORCE module is manufactured according to customer specifications as well as local, state, and federal regulations? Please be specific.

9. What is the level or extent of coverage in your company’s standard commercial warranty?

11. One key requirement for the FORCE system is that new/future FORCE equipment must interconnect, communicate, be interoperable, and be interchangeable with legacy or previously procured FORCE equipment. The R-18 and R-20 units utilizes a Circuit Board (PLC) (Part Number: 24214-102R (R-18) / 24214-202R (R-20)) that may possess proprietary software specific to FORCE (Non-Government Owned) to communicate and send specific demands to/from each unit via hardwired connections and radio frequency links via remote control.

a) With that in mind, what capabilities and/or actions does your firm possess to limit interoperability concerns and ensure that seamless communications exists between future FORCE and legacy FORCE components?

b) Given the information above, what level of confidence do you have in your abilities to ensure no interoperability issues exists with future FORCE components and legacy FORCE components. What actions and tasks would your company perform to ensure seamless connectivity between future and previous generation FORCE equipment exists?

c) Is there any information, materials, drawings, equipment, etc. absolutely needed to be provided by the Government in order to make FORCE components completely interconnected and interoperable with current FORCE equipment in the field?
