GENERAL: This Request for Proposal (RFP) is being issued with intent to establish a contract as defined in FAR 16.5 in support of the Base & Support/Human System Contracting Branch (AFLCMC/WNKAB), Warner Robins Air Logistic Complex, Georgia for production of the AN/USM-670A Joint Service Electronic Combat Systems Tester (JSECST), Laboratory JSECST, and Retrofit Kits.
CONTRACT TYPE: This is a requirements “D” type contract as contemplated at FAR 16.503. Contract Line Items (CLINs) for production required herein will be Firm Fixed Price (FFP); CLIN for data is Not Separately Priced (NSP).
Foreign Military Sales (FMS): The Government anticipates that orders for (FMS) requirements will be issued under this contract. However, no orders for FMS requirements will be issued unless a valid Letter of Offer and Acceptance for the items to be ordered has been signed by the United States Government and the FMS customer’s government. Orders for FMS requirements will identify the FMS customer, applicable funding, and other appropriate information. 10-15 days prior to shipment, contact the DCMA ACO for transportation and shipping address/instructions.
BASIC PERIOD: In accordance with FAR 52.216-18, Ordering, a clause in section I of this solicitation, orders may be issued hereunder for a period of 12 months from the effective date of the contract against the CLINs included in the schedule. CLINS 0001-0004 are applicable.
ORDERING PERIODS: In accordance with FAR 52.217-9, Option to Extend the Term of the Contract, a clause in section I of this solicitation, the schedule contains one (1) basic period and one (1) annual option period.
Specific dates will be established upon award of contract. Ordering CLINs are denoted under the schedule as follows:
a) Basic Contract Period - Date of Award thru twelve months, CLINs 0001-0004
b) Option I - Twelve months immediately following Basic Contract Period, CLINs 1001-1004
ISSUANCE OF ORDERS: Orders may be placed from time to time, at any time, as required, prior to the expiration date of the anticipated contract. Orders will only be issued by Contracting Officers in the AFLCMC/WNKAB Contracting Branch, Warner Robins Air Logistic Complex, Georgia.
BEST ESTIMATED QUANTITES (BEQS): The BEQs in the contract are not guaranteed to the contractor to be required or ordered, or that conditions affecting requirements will be stable or normal. Additionally, failure of the Government to furnish such items in amounts or quantities described in the Schedule as “estimated” or “maximum” will not entitle the contractor to any equitable adjustment. Specific dates for each contract period will be established at time of award of each delivery order.
CALENDAR DAYS: All references to "days" are hereby defined as "calendar days", unless noted otherwise.
EARLY DELIVERY: Early delivery is acceptable and authorized, at no additional charge to the Government.
DELIVERIES: All deliveries, except FMS or otherwise specified in the order, shall be delivered to FB2065.
WARRANTY: The acquisition for production is warranted for a period of six (6) months from the date the completed production unit is accepted. The vendor shall be responsible for covering any transportation costs for all units returned for issues covered by the warranty.
PROPOSAL SUBMISSION: All signed amendment and proposal with attachments shall be submitted electronically by the date and time requested in Block 9 via AMRDEC SAFE (https://safe.amrdec.army.mil/safe/), with an email sent to the following on the date of submission.
