About this file
This Request for Information (RFI) seeks market research for an Environmental Control System Test Set (NSN 4920-01-387-6124) for F-16 aircraft at Robins Air Force Base. The test set includes temperature, pressure, and multimeter subsystems with a digital display panel for troubleshooting aircraft environmental control systems. The Air Force is identifying potential sources with expertise in manufacturing this specialized testing equipment, with the current sole source contractor being Howell (98869).
The RFI invites both large and small businesses to respond by August 29, 2025, with detailed capabilities documentation. Respondents should provide information on production capacity (estimated at 4 units per year), technical capabilities, quality assurance processes, and experience with similar systems. The government encourages joint ventures and teaming arrangements, and is particularly interested in potential small business set-aside opportunities. Responses should be submitted electronically to the Contracting Officer, Alison Amerson, with a focus on demonstrating manufacturing expertise, production timelines, and technical competence in producing the F-16 environmental control system test equipment.

The environmental test set is used on all F-16 aircraft to measure the environmental systems of the aircraft. The environmental test set uses a temperature subsystem, a pressure subsystem, and a multimeter subsystem to troubleshoot the environmental control system (ECS).
H301-4
The Tester uses a digital display panel assembly for testing aircraft equipped with electronic sensor/controllers and 41-pin test connectors. The display panel has a small microprocessor on a computer driver board that controls 36 digital display modules on a digital display board, a small power supply dedicated to the digital display panel, and a display board with 36 digital display modules with AND gating circuits, a temperature subsystem, a pressure subsystem, and a multi- meter subsystem to troubleshoot the ECS of all F-16 aircraft.
Questions related to this RFI should be addressed to the PCO.
