LIQUID OXYGEN STORAGE TANK, 50 GALLON

QUESTIONS AND ANSWERS

26 AUGUST 2015

Question:

The nomenclature for this item reads ”Liquid Argon Nitrogen Oxygen Storage Tank”, yet MIL-PRF-38170H is for Oxygen. Please confirm this solicitation is for a Liquid Oxygen Cart only.

Answer:

Yes this is for oxygen only.

Question:

Paragraph 3.5.5.2 defines that the vacuum seal off valve shall conform to Air Force Drawings 68A39469, 68A39470, 68A39471 and 68A39473. The paragraph also defines that the evacuation fitting be incorporated with an isolation valve. The Air Force drawings do not contain an isolation valve. Is there an Air Force isolation valve on file?

Answer:

There is no drawing for the valve. In order for a contractor to create a proper valve they need to meet 4.5.1 & 4.5.3. MIL‐PRF‐38170 states: 3.5.5.2 Vacuum seal‐off valve. The outer shell shall have a vacuum seal‐off valve that will serve as the vacuum pump‐out for evacuation of the annular space, an isolation valve, and outer shell safety relief device (see 4.5.1,4.5.3). The seal‐off valve shall conform to USAF drawings 68A39469, 68A39470, 68A39471, 68A39472, and 68A39473.

This is saying that the vacuum seal‐off valve will be a vacuum pump‐out for evacuation of the annular space. It will also be a pump‐out for the isolation valve, along with the outer shell safety relief device. The government provides a drawing for the seal‐off valve, because we are looking for a specific design and configuration. The Government does not care what the design and configuration is for the annular space, the isolation valve, and the outer shell safety relief device as long as it meets the spec. Therefore we do not provide a drawing for those items.

Question:

Paragraph 3.5.18 refers to cleaning Solvent Drains. The Air Force no longer uses cleaning solvents in LOX Tanks. How shall we move forward with this requirement?

Answer:

Paragraph 3.5.18 is hereby deleted (as well as the reference to Paragraph 3.5.18 in Table III of MIL-PRF-38170H). See Rev 1 dtd 25 Aug 2015 attached hereto.

Paragraph 3.6.12 refers to servicing/delivering 1 gallon per minute thru the servicing hose and the oxygen filler valve, both halves. Is this referring to the filler and combo valve, as we are unclear on what is meant by both halves on a filler valve.

Answer:

Based on par 4.5.11.3, “both halves” is the female filler valve (on the cart) and the male fill-buildup-vent valve (on the aircraft).

There are several individual tests to Globe and Filler Valves, Filters, etc….is it acceptable to submit the individual tests based on previous testing or are all the tests in Mil-Prf-38170H required to be current testing?

Answer:

It is acceptable to submit the individual tests based on previous testing. It should be noted testing requirements of Section 4 of MIL-PRF-38170H are applicable to Bid A offerors only.
