The contractor shall also ensure that all program management personnel assigned to the program shall be available, as required, to meet program objectives. The contractor shall prepare a monthly contractor’s progress, status and management report. 3.1.3 Production release. Production release is acknowledgment by the Government that the contractor has satisfied all requisites to proceed with delivery of hardware to be furnished under the contract. The contractor assumes all risks in initiating the QEC Dolly production before the Government has determined that the first article QEC Dolly has met all requirements specified herein and first article QEC Dolly test report has been delivered and approved by the Government.

3.2 Program reviews.

3.2.1 Post Award Conference (PAC). PAC, if determined to be necessary by the Government or the contractor. The PCO will coordinate the actual date and time of the conference with the contractor. The Government will convene the PAC with the contractor at the Government’s facility or via teleconference within 45 days after the contract award.

3.3 Configuration management and control.

3.3.1 Engineering Change Proposal (ECP) and Unique Identification (UID). The drawings forming a part of this specification are the end product drawings. The drawings as per Data List are mandatory for use in design and building QEC Dolly (268-000-10) and no deviation from the drawings is permissible without prior approval of the Government. Where tolerances could cumulatively result in incorrect fitting, the contractor shall provide tolerances within those prescribed on the drawings to insure correct fit, assembly, and operation of the QEC Dolly (268- 000-10). If during the manufacturing process of first article QEC Dolly (268-000-10) discrepancies are noted with the Government provided drawing package 268-000-10, the contractor shall notify the Government of such discrepancies. Any data prepared by the contractor or obtained from a vendor to support fabrication and manufacture of the QEC Dolly shall be made available, upon request, for inspection by the Government. Any changes to the drawings shall be processed via approved ECP(s). The UID in accordance with MIL-STD-130N shall be permanently affixed to the QEC Dolly near the name plate. The contractor shall submit an ECP concerning the UID placement and receive Government’s approval. A Notice of Revision (NOR) shall be submitted with each ECP in accordance with DD Form 1423. (DI-

Failure of the QEC Dolly to meet any requirements specified herein during or as a result of the test shall be cause for rejection of the first article QEC Dolly. Performance of the first article tests does not preclude performance of any other tests deemed by the procuring activity as necessary to verify form, fit, and functional interchangeability of substitute components.

3.3.3 Component changes during production (RFD). Notwithstanding any other provisions in the contract, no contractor or subcontractor's change in design, fabrication, assembly, part, material, process, or source of supply shall be made after production release unless such change is approved in writing by ECP or request for deviation submitted to the Government. Any request for change shall be accompanied by complete documentation supporting the need for change in accordance with DD Form 1423. (DI-CMAN-80640, Request for Deviation)
