REQUEST FOR INFORMATION

FOR

ESSENTIAL ENGINEERING, RESEARCH, AND DEVELOPMENT CAPABILITIES AT

ROBINS AFB GA

This request for information is being conducted to identify potential educational, nonprofit institutions, or federally funded research and development centers that may possess the expertise, capabilities, and experience to meet the engineering services requirements for Robins AFB.

This is a Request for Information (RFI), for market research purposes only. This request shall not be construed as a commitment by the Government to issue a follow on effort, nor does it restrict the Government to a particular acquisition approach. This is not a Request for Quotation, a Request for Proposal, an Invitation for Bid, or any other commitment by the Contracting Officer or the US Air Force to contract for the items contained in this RFI. The Government will not reimburse costs incurred while developing a response to this RFI. With regard to industry RFI responses, AFSC/PZIE will not release to any firm, agency, or individual outside the Government, any information marked "PROPRIETARY" without written permission from the respondent.

Sources responding to this request are placed on notice that participation in this survey does not automatically ensure participation in future solicitations or contract awards. A determination by the Government not to compete a proposed contractual action based upon responses received to this notice is solely within the discretion of the Government.

PURPOSE

Market research is being conducted to identify educational, nonprofit institutions, or federally funded research and development centers capable of fulfilling the requirements below. There is a need to establish essential engineering, research, and/or development capabilities to supplement the organic engineering capability/shortage of engineering manpower at Robins AFB. The organization shall possess the capability to perform all these supplemental mission essential engineering support capabilities include the following:

Aircraft Structural Integrity Program (ASIP), Avionics Integrity Program (AVIP) Diminishing Manufacturing Sources and Material Shortages (DMSMS) Mechanical Equipment and Subsystem Integrity Program (MECSIP)

Maintenance Steering Group -3 (MSG-3) Reliability Centered Maintenance (RCM) compliant with SAE JA1011 Environment, Safety, and Occupational Health (ESOH) Reverse engineering Design/prototype electronic solutions Structural analysis studies, identify trends, and design upgrades Conduct failure/reliability/safety investigations Modeling simulation and optimization Aircraft obsolescence Conduct extended aircraft interval engineering analysis and Automated Inspection, Repair, Corrosion & Aircraft Tracking

(AIRCAT) for aging avionics, and support equipment (hardware and software)

EXPERTISE

In addition, there is a need for the source to have access up to Ph.D. level expertise. This high level of expertise may be necessary in accomplishing highly specialized projects which have a critical impact on the mission of Robins AFB. For example, Robins AFB received support for an urgent and intensive mishap investigation of an F-15. Such examples require the source to be available to start work immediately and provide expertise in modeling and non-linear, dynamic transient analysis of the F-15 and its failure mechanisms, replicating the mishap scenario.

The source shall display strong and effective capabilities in structural and materials engineering, electronics systems engineering, software engineering, industrial engineering, and logistics engineering. Furthermore, numerous projects/programs at Robins AFB have continuing annual requirements or follow-on project/program requirements. In order to prevent recurring learning curve costs and project/program disruptions, the organization must have a demonstrated stable engineering workforce and a proven track record of expertise as noted in Chart 1 – Engineering Requirements. These requirements encompass activities such as global finite element modeling for aircraft such as the F-15C, F-15E, C-130; perform linear and non-linear structural analyses to determine service life, develop aircraft modifications, and solve static, thermal, and vibratory problems associated with various aircraft; provide substantial Integrity Program support (ASIP, MECSIP, AVIP, etc.); and reliability improvements to numerous weapon systems.

Availability is key to ensure capability at Robins AFB is accomplished effectively and proficiently. A critical research facility located in the local Robins AFB area is essential to provide real-time solutions to key issues/projects requiring swift and efficient resolution by the engineers at Robins AFB. Therefore, the source’s facility will be required to provide engineering expertise to serve as short notice, knowledgeable and fact finding representatives to work closely with the engineering staff at Robins AFB. Also, a facility's close proximity to Robins AFB allows engineers integration capability on critical projects at the source's facility. Funding is extremely limited for travel and therefore a research facility collocated in the local area is essential in supplementing the day to day engineering support required. For example, C-5 personnel, as part of the C-5 ASIP investigations, require regular working meetings at the source’s facility to discuss increased aircraft availability solutions, and participation in technology demonstrations in the source’s lab. The source shall provide capability to dedicate laboratory and resources for multiple projects/programs at Robins AFB. Any facility must have a structural test lab to provide static and fatigue testing of aircraft and ground equipment structure, a mechanical prototype shop which can be used for fabrication of prototypes to prove out designs and assembly, and other engineering capabilities.
