JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
AFLCMC/WIKBA, Justification for Other Than Full and Open Competition, AFLCMC/HBGA C2ISR Division; Purchase Request Number FX2399-14-00179
Individual
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
1. Due to the circumstances cited below the following supplies and services will be procured by using Other Than Full and Open Competition. (OTF&OC).
2. Source: General Electric Aircraft Engines (GEAE) One Neuman Way Cincinnati, OH 42515-6301
3. Requirement: Procurement of F118-GE-101A Engine Spare Parts in support of the U-2 Aircraft:
4. Period of Performance: Two years from date of award
5. This Contract will be awarded as a Firm-Fixed Price order under FA8122-14-G-0001
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
1. Under the contemplated contract, GEAE will provide the following supplies to the U-2 F118- GE-101A Engine program:
475 each, F118-GE-101A Turbine Blade, P/N GE 2101M70P01, estimated price,
2. Estimated cost of this acquisition is . Deliveries of these items will occur between May 2014 and May 2016. 3400 appropriations will fund this effort.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 USC 2304(c)(1), as implemented by FAR 6.302-1(c); Only one Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF
THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
Only One Responsible Source FAR 6.302-1(c); – The Air Force’s minimum needs can only be satisfied by the above cited source, and is demonstrated as follows: General Electric Aircraft Engines (GEAE) is the sole developer of the F118-GE-101A engine. The F118-101A Engine is not available in the commercial marketplace because of the unique military application that is not commercially available. No items exist that can be customized, modified, or tailored to meet the requirement. No commercial market for this system exists. GEAE is owner of all engineering data that applies to the F118-GE-101A engine. This engine was applied to the U-2 aircraft in 1995 with modification. GEAE will not offer their proprietary data to the Government under any circumstances. The GEAE F118-GE-101A is the only engine that will satisfy the Government’s requirements. Use of similarly manufactured parts by another manufacturer will not properly fit and operate in the GEAE F118-GE-101A Turbofan Engine. It is estimated that another source would require , manufacture, qualify and test a replacement the Engine parts in this solicitation for the U-2’s F118-101A Engine. The cost to develop this replacement will not be recovered through competition. The technical estimate of the costs and time to develop replacement parts was derived from examples of development of similar equipment experienced by other programs.
The delay in providing this capability to the warfighter would result in a serious negative impact to U-2 mission capable rates.
. The rate of decay in Mission Capable Rates will accelerate with time. Accordingly, General Electric Aircraft Engines is the only firm capable of providing the supplies described in Section III above without the U.S.
Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
This requirement will be synopsized on the Federal Business Opportunities web page citing conditions which preclude F&OC.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The overall cost of this acquisition will be fair and reasonable to the Government in accordance with FAR 15.404. It is anticipated that negotiations will be conducted using information other than cost and pricing data from the contractor. Thorough price analysis will be conducted using available information and approved pricing techniques that will support the contracting office in making a determination that the price paid to the contractor is fair and reasonable to the Government.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
The procurement of the F118-101A Engine peculiar spare parts is rooted in the sole source acquisition process. The logical source for the continued sustainment and maintenance of the is with the contractor that owns and controls all of the data, General Electric Aircraft Engines. General Electric Aircraft Engines is the only contractor possessing the necessary special equipment, tools, material, and technical data/capability to accomplish the tasking required. General Electric Aircraft Engines is the only responsible source available to meet this requirement. No other contractor can realistically be able to meet the requirements described herein for this contract period of performance.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
None
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE
ACQUISITION
None
XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
No further actions to remove barriers to competition are contemplated at this time. The F118- 101A Engine is not available in the commercial marketplace because of the unique military application.
that is not commercially available.
In the event that even the smallest design detail is omitted during the reverse engineering process, the engine will experience a catastrophic failure, resulting in loss of aircraft, possible loss of aircrew, as well as the enormous potential to cause catastrophic collateral damage to civilians and the civilian infrastructure of the United States or other nations. Use of another Turbofan Engine in the U-2 Aircraft would result in a Hardware modification to the U-2 Aircraft, and an ensuing Qualification Flight Test Program. Duration and cost of such a program is estimated to be . This estimate is based on acquisition cost of similar engines and associated required testing of similar engines.
