About this file
The document is a Draft Performance Work Statement (PWS) for the Sensor Agnostic Emulator and Trainer (SAET) project, associated with Solicitation Number FA8527-25-R-SAET. The Air Force Distributed Common Ground System (AF DCGS) requires a mission simulation tool to support intelligence, surveillance, and reconnaissance (ISR) system verification, validation, mission crew training, and system testing. The primary objective is to develop, modernize, integrate, field, ensure cyber security, and sustain a mission simulator capable of replicating and distributing ELINT, COMINT, and Special Signals data.
The project will deploy and sustain the system at multiple hub-hosted locations within the AF DCGS system and on the National Mission Partner (NMP) network, spanning two separate locations. The simulator is critical for supporting ground operations, including sensor management, ground system maintenance, and IT operational support for the Command and Control, ISR C2ISR enterprise. The Department of the Air Force Materiel Command Lifecycle Management Center is the managing agency for this pre-solicitation opportunity, which is currently in the market research phase to identify potential sources with the necessary expertise and capabilities to meet the project's qualification requirements.
