Per FAR 2.101, this is a commercial item of a type customarily available in the commercial marketplace that has been modified to meet C-17 requirements. This kit is not compatible with that used on any other military or commercial aircraft.
Market research has shown that the above vendor is the only approved Air Force source for this item.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION
NSN 5120-01-399-6847BA: This kit was developed specifically for the C-17 by Eaton Corporation (CAGE code 08118). Based on Engineer and Screening Technician, the justification for the suffix code other than G is that the data for this item is a source controlled drawing.
