About this file

This document is a Request for Information (RFI) from the Department of the Air Force Materiel Command Lifecycle Management Center regarding a Preventative Failure Analysis (PFA) Algorithm for the C-5M aircraft fleet at Robins AFB, GA. The government is conducting market research to identify potential sources with the knowledge and experience to provide this capability.

The RFI seeks information on the capabilities of interested contractors or institutions, including their past experience in providing PFA algorithms or similar efforts, the qualifications of personnel, and their abilities in areas such as generating technical data, addressing parts obsolescence, and implementing agile methodologies. The RFI also poses commerciality questions to understand if the required services are offered to both government and commercial customers. Responses to the RFI are due by April 11, 2024 at 2pm EST and should be sent to the provided contracting and requirements points of contact. The government will not reimburse participants for any expenses related to this market research, and participation does not guarantee future solicitation or contract award.

PREVENTATIVE FAILURE ANALYSIS (PFA) ALGORITHM

REQUEST FOR INFORMATION

The Government is conducting market research to identify possible sources that have the knowledge and experience to provide Preventative Failure Analysis (PFA) Algorithm for C-5M fleet at Robins AFB, GA. Contractor shall furnish all material, support equipment, tools, and equipment. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or at subcontractor’s facility.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The document(s) below contain a description of the PFA Algorithm requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.

Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to Byron Spencer at byron.spencer.1@us.af.mil or to Charles Catungal at charles.catungal.1@us.af.mil.

PURPOSE/DESCRIPTION:

The Government is conducting market research to identify possible sources that have the knowledge and experience to provide Preventative Failure Analysis (PFA) Algorithm for C-5M fleet at Robins AFB, GA. Contractor shall furnish all material, support equipment, tools, and equipment. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.

The contractor shall provide to the C-5M SPO eighteen (18) analytic modules, that generate 175 analytical outputs (health indicators) SBAs, with unlimited rights. Additionally, the contractor shall assist the USG with integrating one (1) SBA alert capability (as a first article) directly into Data Analysis and Redistribution Tool (DART), which is sustained and operated organically.

The one (1) SBA alert capability algorithm the contractor shall deliver as a first article, EBAS Valve Diagnostic Module, assisting and working with the government with the induction of that first article into the government DART system. The contractor shall also validate the output against the current toolkit for accuracy, not re-evaluate the predictions against real world failures.

The contractor shall accomplish validation as part of the induction process. The validation and induction shall be accomplished within 3 months after agreement is accepted by both the USG and contractor. The validation and induction will enable SBA alerts to be used by C-5 SPO engineers, positively impacting troubleshooting efficiency, failure predictions to improve overall C5 Aircraft Availability significantly. The validation and induction shall include all consolidated logic and algorithms enabling SBA alert, general processing information IAW DI-EDRS-82219, Algorithm Description Document (ADD), and associated unlimited data rights for the 18 algorithms.

The contractor shall verify all algorithms, before they are delivered, to validate the output against the current toolkit for accuracy; not to re-evaluate the predictions against real world failures.

During delivery, the contractor shall provide oversight of one (1) algorithm accuracy by collecting repair/failure analysis and updating algorithms as required in collaboration with C-5 SPO Avionics Engineering and the 578 Software Sustainment Maintenance Group (SXMG). The final acceptance criteria is to verify output matches what is currently available in current SBA tool. Architecture and modernization support will also be required to ensure the SBA logic properly runs in a government administered and operated system DART. The C-5 SPO would execute SBA processing with direct collaboration of the C-5 SPO and DART software engineers to modernize the associated system/application such that it is able to execute SBA software in the same manner as the existing SBA software IAW ADD.
