REVISED ‐ Request for Information (RFI) Survey
Conversion of C‐5M Technical Manuals to an Interactive Electronic Technical Manual (IETM) In Accordance With S1000D 4.1 and MIL‐STD 3048B Specifications
PURPOSE
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements of the C-5 IETM effort. The Warner Robins Air Logistics Complex (WR-ALC) is the primary Air Force (AF) depot responsible for C-5 aircraft, systems and subsystems. The objective of this effort is to obtain services for the conversion of the existing technical manuals from SGML-tagged files to XML-tagged files meeting the AIA S1000D Ver. 4.1 specifications for Data Modules and all the Business Rules in MIL-STD 3048B. These Data modules will be stored and maintained in a Common Source Data Base maintained on USAF-owned data processing equipment. The Data Modules must be inter-linked and usable on a third-party IETM viewer selected by the Government. The existing data consists of approximately 101,000 pages currently maintained at Robins AFB in both SGML-tagged files and Indexed PDF files. The manuals are currently viewed using eTools or printed for paper copies of the manual. The PWS provides pertinent details regarding how the data is to be organized and verified/validated prior to release to field units. The contractor shall provide detailed records of each technical order converted, and provide a quality assurance method to ensure 100% accuracy of the converted data.
The contractor shall use a proven method or tool for conversion, and shall not rely on manual tagging for the preponderance of data. A complete description of work is provided in the attached draft Performance-Based Work Statement (PWS): IETM FD2060-20-31243.
This contract will be a one-time effort to convert the existing technical manuals into a robust and sustainable IETM. This contract is expected to be awarded. The firm fixed price contract will consist of a 12-month basic period of performance with three (3) one (1) year options. A different contract will be used to sustain the technical manuals once the conversion effort is complete.
This RFI is not a request for competitive proposal or quotation. Responses to this notice are not considered offers and cannot be accepted by the U.S. Government (USG) to form a binding contract. Companies that respond will not be paid for the information submitted except as an allowable cost under other contracts as provided in FAR Part 31.205-18, “Bid and Proposal Costs.” Industry responses to this RFI will be assessed and may assist in potential future source selection actions.
The USG may utilize non-USG personnel to assist in evaluation of responses to this RFI. The role of these non-USG personnel is to function as technical advisors to the USG reviewers. These non-USG personnel will have access to the information submitted in response to the RFI, and will provide technical expertise and or advice as required. All non-USG personnel have Non- Disclosure Agreements on file with the USG.
DESCRIPTION
The work will consist of approximately 196 Technical Manuals to be converted from SGML-tagged files to XML-tagged files following the S1000D Version 4.1 data module specifications. This amounts to approximately 101,000 pages in the current paper format. Additionally, approximately 60,000 illustrations will require conversion from current format (CALS, GIF, PDF, TIFF, JPEG, etc.) to a standard CGM format.
This effort will result in approximately 50,000 Data Modules. All data must be developed using a structured System, Sub System, Sub-Sub-System Numbering (SSSN) schema using MIL-STD-1808. The C-5M Work Unit Code Manual will require an update to include a reference for all SSSN codes to link to their respective Work Unit Codes. Approximately 450 C-5M S1000D Project Business Rules will be used, and if changed during the program, the contractor will be required to update the Business Rules. After verification of the data contained in each Data Module, the entire database will be required to be validated against a contractor-developed Business Rules Exchange (BREX) Data Module to ensure all Project Business Rules are met and the overall work meets all Functionality Matrix requirements.

Part II. Capability Survey Questions
General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the services you provide.
Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
Technical Services Questions:
1. Describe your company’s experience working with both SGML and XML-tagged data files.
2. Describe your company’s experience with USAF Technical Publications, specifically aircraft publications such as Maintenance Checklists, Fault Isolation Manuals, Job Guides, Illustrated Parts Breakdown, and Aircraft Wiring Diagrams.
3. Describe available capability to convert data from SGML-tagged data to XML-tagged data using the appropriate S1000D, v 4.1 Data Module format. Describe the software suite that will be used and throughput capability in terms of method of conversion, either using automated systems or manually converting data or a combination of both methods.
4. Describe your company’s experience in using Commercial off the Shelf (COTS) wiring diagram software. The contractor will have the ability to select an appropriate tool that will be usable with the IETM environment to display and provide traceability of wiring diagrams.
5. Describe the quality control process that will be used to ensure 100% accuracy of the finished product as compared to the original source data.
6. Provide information related to your company’s ability to develop and present training for use of the IETMs viewer to maintenance personnel. Training will be required at government facilities to provide initial training to the validation team.
7. Provide a Rough Order of Magnitude (ROM) for cost and a basic timeline for completion.
8. What are the top risks you see with this effort? Please describe these risks and provide a description of how your company would mitigate these risks.
9. Provide an estimate of how many personnel you will require to have access to the Robins AFB Automated Data Processing system. Access to the system will be required when performing task.

RFI responses shall be submitted in 8.5 x 11 inch page format using Times New Roman 12-point font using Microsoft Word or searchable Adobe Acrobat Portable Document Format. The responder may use oversized pages where appropriate to contain graphic presentations. Responses shall be limited to 20 pages. Existing commercial documentation and product literature may also be submitted.
Responses must be unclassified and any proprietary information provided must be marked accordingly. To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following:
“The following contains proprietary information that (name of Responder) requests not be released to persons outside the USG, except for the purposes of review and evaluation.”
