This item is required to enable HH-60G helicopter extended range missions. Currently the Government does not possess the technical data to pursue full and open competition. The Air Force purchased the Robertson Aviation 185 Gallon Auxiliary Tanks as part of an aircraft modification to increase the fuel capacity of the HH-60G. The fuel management parts of these tanks were developed for the helicopter platform specifically. These Flight Critical parts, such as breakaway shutoff valves, and fuel quantity sensor probes are proprietary and specifically designed for the HH-60 Blackhawk/Pavehawk airframe.
Robertson is the Original Equipment Manufacturer (OEM). Overhaul instructions were not purchased nor has Robertson Fuel Systems been willing to allow purchase of the data. There is not a complete data package to overhaul the IAFTS.
The applicable Repair Method Code (RMC) is R3/Z. "R3" indicates repair, for the second or subsequent time, directly from the actual manufacturer. "Z" indicates that this part is a commercial/ nondevelopmental/off-the-shelf item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. If one source is available, RMCs 3, 4, or 5 are valid.
The contracting action resulting from this solicitation will be a firm-fixed-price Definite Delivery contract with a one-year Basic Ordering Period, followed by two one-year Ordering Periods. The required Turn- Around-Time shall be 360 calendar days after receipt of order, or receipt of reparable assets, whichever is later. The delivery destination will be Robins Air Force Base, Georgia, 31098. The approximate Solicitation Issue Date will be 3 May 2024. Once posted, the solicitation will be available for viewing or downloading at www.sam.gov only. No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. All quotes shall be in the English language and in U.S. dollars. Based upon market research, the Government will be using the policies contained in FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements in its solicitation for the described services (10 U.S.C. 2304(c)(1)).
