The Government is conducting a market survey to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the following components: Antenna, P/N 282810-1, NSN 5985-01-565-4706, Receiver-Transmitter, P/N
282650-1, NSN 5820-01-561-9642, Control-Display, P/N 282950-1, NSN 6610-01-653-8055, Receiver Transmitter, P/N 282650-2, NSN 5820-01-662-1038, Receiver Transmitter, P/N
282650-3, NSN, 5821-01-661-5866. Applicable to the LARS. This is for a 5 year contract (one basic year plus 4 option years) with a PoP of FY20-FY24. The estimated for repair is 278 units over the life of the contract. These items are required in order to support the HC-130N, HC-130J, HC-130P & HH-60G.
The HC-130P/N is the only dedicated fixed-wing combat search and rescue platform in the Air
Force inventory. The 71st and 79th Rescue Squadrons in Air Combat Command, the 550th
Special Operations Squadron in Air Education and Training Command, the 920th Rescue Group in Air Force Reserve Command and the 106th Rescue Wing, 129th RQW and 176th Wing in the Air National Guard operate the aircraft. First flown in 1964, the aircraft has served many roles and missions. It was initially modified to conduct search and rescue missions, provide a command and control platform, in-flight-refuel helicopters and carry supplemental fuel for extending range and increasing loiter time during search operations. The HC-130P/N has been replaced by the HC-130J but there are still some in the inventory flying missions.
The Pave Hawk is a twin-engine, medium-lift helicopter operated by ACC, Pacific Air Forces
(PACAF), United States Air Force in Europe (USAFE), Air Education and Training Command
(AETC), ANG and AFRC. The primary mission of the HH-60G is to recover isolated personnel from hostile or denied territory. As such, the HH-60G system is a "critical asset" supporting the
Joint Forces Capability (JFC). USAF Personnel Recovery (PR) forces are also expected to operate under a wide range of environmental conditions and require the capability to operate from main operating bases (MOBs), forward operating locations (FOL), bare base locations, and US Navy vessels.
Furthermore, the Original Equipment Manufacturer (OEM) has indicated that they have no interest in selling the data. The OEM for the Components of the LARS is:
CUBIC DEFENSE APPLICATIONS, INC.
9333 BALBOA AVE
SAN DIEGO CA 92123-1515
UNITED STATES
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The
Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor-furnished material and/or parts used for replacement shall equal or exceed the quality of the original material or parts.
LARS Direction Finding (DF) antenna: P/N 282810-1 (NSN 5985-01-565-4706)
Description: The DF antenna is located on the bottom of the aircraft and provides azimuth measurements to achieve unambiguous steering towards a downed airman’s survival radio. It provides RF outputs to the LARS system for angle-of-arrival determination.
LARS Receiver-Transmitter (R/T): P/N 282650-1 (NSN 5820-01-561-9642)
(Note: This NSN is applicable to the HC-130(H) N)
Description: The LARS R/T contains a fully synthesized UHF receiver and transmitter, designed to receive and transmit the ID codes that interrogate the survival radios carried by downed airmen.
The R/T provides voice communication, range and direction measurements to the survival radio.
The R/T also contains range, processor and system power supply modules.
LARS Control Display Unit (CDU): P/N 282950-1 (NSN 6610-01-653-8055)
Description: The CDU controls the mode of the LARS system and displays the operating mode and allows for data entry.
LARS Receiver-Transmitter (R/T): P/N 282650-2 (NSN 5820-01-662-1038)
(Note: This NSN is applicable to the HH-60)
Description: The LARS R/T contains a fully synthesized UHF receiver and transmitter, designed to receive and transmit the ID codes that interrogate the survival radios carried by downed airmen.
LARS Receiver-Transmitter (R/T): P/N 282650-3 (NSN 5821-01-661-5866)
(Note: This NSN is applicable to the HC-130J)
Description: The LARS R/T contains a fully synthesized UHF receiver and transmitter, designed to receive and transmit the ID codes that interrogate the survival radios carried by downed airmen.
These items have a Repair Method (RMC) / Repair Method Suffix Code (RMSC) of R4/D. RMC
4: Repair, for the first time, directly from the actual manufacturer. RMSC D: If the data needed to complete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the repair for a competitive solicitation.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
