About this file
This document provides a synopsis and pre-solicitation notice for a federal contract opportunity. The systems counter radar-guided and infrared weapons. Estimated production quantities are 42 flex cables and 33 backplanes. Offerors will participate in a Pitch Day on an unspecified date to orally present proposals, and the Air Force intends to make a same-day award. This is a competitive acquisition to obtain a firm fixed price purchase order for the production of the ALE-45 Flex Cable (NSN: 5995-01-204-2430 EW; P/N 141210-0002) and ALE-45 Backplane (NSN: 5998-01-205-1273 EW; P/N 141213-0001) for use by United States Air Force (USAF). The AN/ALE-45 Countermeasure Dispenser (CMD) Electronic Warfare (EW) System operates on the F-15 aircraft used by the Air Combat Command (ACC) and the Air National Guard (ANG). The AN/ALE-45 CMD provides the capability to automatically/manually respond to radar-guided and infrared homing weapons. This acquisition is limited to Small Businesses only.
A First Article will be required and the estimated Production Quantities are listed below. No work on the Production Quantity is to begin until receipt of the final approval of the First Article.
The current estimated quantities are as follows:
ALE-45 Flex Cable (NSN: 5995-01-204-2430 EW; P/N 141210-0002) o First Article = 2 each; 180 days after award of Purchase Order.
o Estimated Production Quantity = 42 each; 180 days after final approval of First Article.
ALE-45 Backplane (NSN:5998-01-205-1273EW; P/N 141213-0001) o First Article = 2 each; 180 days after award of Purchase Order.
o Estimated Production Quantity = 33 each; 193 days after final approval of First Article.
This effort will be used as a Robins AFB - 638th SCMG Pilot Program referred to as “Pitch Day”. Pitch Day will serve as a rapid acquisition method that will allow contractors the opportunity to "pitch" their proposals orally to the Government. Pitch Day will allow the Government to have real time interface and negotiate with contractors and will result in a same day award of a procurement contract for the two items referenced in this synopsis. A partial payment (amount to be determine) may be made on Pitch Day to the successful offeror.
The contracting action resulting from this Request for Quotation (RFQ) will be a firm-fixed-price purchase order.
The delivery destination will be Robins Air Force Base, Georgia. The approximate RFQ Issue Date will be 02 December 2019. Once posted the RFQ will be available for viewing or downloading at https://beta.sam.gov/ only. No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. All interested contractors who are classified as a small business may submit a proposal. All quotes shall be in the English language and in U.S. dollars.
Questions regarding this proposed effort can be addressed to James Gordon, Program Manager, 478-222-4553, or james.gordon.10@us.af.mil, or Howard (“Howie”) Carroll, Contracting Officer, 478-926-0152, or howard.carroll.1@us.af.mil.
