PERFORMANCE-BASED WORK STATEMENT (PWS)
Purchased Request: FD2060-11- 31644
Date: 13 Feb 12
1.0 DESCRIPTION OF SERVICES.
This Performance-based Work Statement (PWS), tasks the contractor to provide timely delivery of depot level maintenance sustainment support for the Workstation (WS), Communication Controller (CC) and Print Out Unit (POU) to ensure the C-5 program has a serviceable supply pipeline required to accomplish its mission. These items are three Line Replaceable Unit (LRU) components of the Malfunction Detection, Analysis and Recording Subsystem (MADARS) system that provide and display data to the flight engineers who monitor the MADARS III system. The WSs are modified commercial-off-the-shelf (COTS) ruggedized laptops designed to meet the interface requirements of the MADARS III drawings. The WS allows the flight engineer to interface with the aircraft and monitor the status of the aircraft. The CC facilitates communications and acts as the interface between the WS, Multiplex Processor (MUX) II and POU. The POU is a serial printer used on the aircraft for printing flight data reports, malfunction codes, and test point data to the aircrew and maintenance crews. The depot level maintenance to be performed includes, but is not limited to, teardown analysis and repair, testing, procurement of spare components, packaging, handling, storage, transportation, as well as date collection, engineering support and services. Within the context of this document, support for these items shall include the types of activities outlined and listed in section 4 below. The requirement minimum and maximum numbers are for each year of a 5-year period of performance: a basic year and four (4) one-year ordering periods (OP).

Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
FD2060-11-31644 4
(3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to Theft; Inadequate storage; Lack of physical security; or “Acts of God.”

4.0 GENERAL INFORMATION: The contractor shall plan and establish all procedures necessary to accomplish the scope and tasks in this PWS. The contractor shall acquire, track, monitor, and manage the repair processes for the C-5 Workstations, Communication Controllers and Print Out Units to ensure timely sustainment of the C-5 fleet. The contractor shall maintain status records of all repairs and component replacement actions which shall include the tasks below.

The WS, CC, and POUs shall be returned to serviceable condition with performance characteristics as specified in the latest Original Equipment Manufacturer (OEM) Automatic Test Procedure (ATP) specifications. A successful functional check verifying these performance requirements shall be performed on each repaired unit prior to acceptance by the government. This data shall be made available to the government representative for each unit being submitted for government inspection/acceptance. There shall be no more than two (2) Quality Deficiency Reports (QDR) for “out of box” failures per calendar year attributed to the contractor, after investigation during each year of the contract for each National Stock Number (NSN) listed. (QDR: DLAR 4155.24, Product Quality Deficiency Report Program and TO 00- 35D-54, USAF Deficiency, Reporting, Investigation & Resolution)
