JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
This Justification and Approval to request authority for Other Than Full and Open Competition supports requirements generated for the Air Force Global Logistics Support Center (AFGLSC), 638 Supply Chain Management Group (SCMG), 409 Supply Chain Management Squadron (SCMS) / GUMAA. The contracting authority for this requirement is 638 SCMG/PKAA, C-5 Aircraft Support, Robins Air Force Base, GA. The purchase request number supporting this contracting action is FD2060-11-31644.
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
Due to the circumstances described herein, this activity will acquire the following using Other Than Full and Open Competition (OTF&OC) procedures as prescribed in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This action will result in the award of a new contract, which will be a firm-fixed price, Best Estimated Quantity (BEQ) contract with a Basic Plus Four Annual Options in which additional repair quantities may be ordered. This sole source requirement will be purchased from the following company:
OnBoard Software, Inc. (OBSI) Division of BAE Systems Science &Technology (Cage 06NK2) 12621 Silicon Driver, Suite 113 San Antonio, TX 78249-3412 Large Business
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
a. This procurement is repair of the MADARS Computer Workstation (WS), Communications Controller (CC) and Print Out Unit (POU). The WS, CC and POU are three of the eight MADARS III LRUs and they provide, display and print data to the flight engineer who monitors the MADARS III system.
a. This procurement is for repair services for MADARS Computer Workstations (WS) with NSNs, 7010-01-506-3625UC, 7010-01-540-7428UC and 7010-01-577-9430UC, the Communications Controller (CC), NSN 5895-01-507-2148 and the Print Out Unit (POU), NSN 4920-01-506-4328UC. The items provide various functions for the Malfunction Detection Analysis Recording System (MADARS) on the C-5 aircraft.
The WSs are modified ruggedized laptops designed to meet the interface requirements of the MADARS III system. The WS allows the flight engineer to interface with the aircraft and monitor the status of the aircraft. The CC facilitates communications or acts as the interface between the WS, Multiplex Processor (MUX) II and POU. The
J&A FD2060-11-31644 2 | P a g e
POU is a serial printer used on the aircraft for printing flight data reports, malfunction codes, and test point data to the aircrew and maintenance maintainers.
b. The average unit repair cost for the WS, CC and POU is $4,552, $4,083 and $2,683 respectively for the first year, based on DD 250 information and is increase by a 3% inflation cost in the first, second, third, and fourth option years. An Over and Above (O&A) line is included in the PR for repairs that are above the standard negotiation repair price. However, no separate requirement for O&A is listed below due to the fact that those costs should have been captured in the average estimated repair unit price used below. A NFF line was added to cover any No Fault Found repairs. A Beyond Economical Repair (BER) line was added to cover any potential condemnations that might incur costs for testing or other work done prior to determining that they are beyond economic repair. Ranger 1260 repair data is not available but has been estimated using the percentage difference between the Ranger 1240 and 1250 and taking into account estimated fleet retirement and AMP and Reliability Enhancement and Re-engining (RERP) modifications which removes all MADARs components except the POU.

d. The current RMC/RMSC code is: R3R - Repair, for the second or subsequent time, directly from the actual manufacturer. The OEM is unwilling to sell the data; therefore the Government does not own the data or the rights to the data needed to contract repair of these parts from additional sources. Due to the fact these systems/parts will be replaced by new equipment in the near future, it has been determined to be uneconomical to reverse engineer the parts. This code is used when the Government did not initially purchase the data and/or rights.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY
CITED ABOVE (APPLICABILITY OF AUTHORITY)
This repair contract is a follow-on contract to FA8525-05-D-0007 for the WS, FA8525-05-D- 0009 for the CC and FA8524-06-D-0008 for the POU for the continued support of a major system.
The agency's minimum needs can only be satisfied by the unique supplies or services available from only the above cited source, which possess unique capabilities demonstrated as follows:
The MADARS III system is used to manage, track, analyze, and record performance parameters and failure data of the C-5 aircraft systems and subsystems. The Computer Workstation Print Out Unit and Communication Controller are part of the MADARS III system LRUs. The WS, POU and CC are modified items. The modifications from the original vendor part are not described on the Level I drawing. The Government does not own the data or the rights to the data needed to contract repair of these parts from additional sources. It has been determined to be uneconomical to reverse engineer the parts. The government has verbally requested the option to purchase repair data but the OEM was unwilling. A written request will be sent through contracting to verify and document previous discussions on BAE’s unwillingness to sell us the data. The Acquisition Method Code (AMC) R3R directs that procurement must be from Original Equipment Manufacturer (OEM). The modifications to the original parts were specified by BAE Systems and passed to BAE Systems' vendor. Sufficient specifications are not available to identify suitable substitute items which might be needed during repair. Based upon data for a similar item, a reverse engineering project would take approximate three years to complete for each individual items and we would need another eighteen months to set up depot level repair.
The government cannot afford to go without coverage and customer support for the length of time it would take to reverse engineer these.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
This requirement was originally synopsized on the Federal Business Opportunity web page citing conditions which preclude F&OC.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.403-4, the contractor will be required to provide certified cost and pricing data to be used in supporting the Government’s evaluation of the proposed cost. The proposed skill mix of labor, labor hours, types and quantities of material, other direct costs, and direct and indirect rates will be negotiated by the Government based on recommendations from the Defense Contact Audit (DCAA) and expert technical personnel supporting the program. The contract price will be negotiated in accordance with the procedures in FAR Part 15 ensuring the ultimate cost to the Government is fair and reasonable.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT
CONDUCTED
The government has not been able to purchase an engineering data package or repair data during the acquisition. The Workstations, Communication Controllers and Print Out Units are modified components. The WS is modified in a proprietary manner with both the hardware and software.
An effort is currently underway to replace this item with a standard military laptop. However, the replacement effort has been delayed and will not be completed in time to meet this requirement.
Extensive market research and planning were accomplished to identify follow-on candidates for the current workstation computer so it could be incorporated in future modification programs.
Efforts have also been underway to address many related software configuration issues. The POU and CC are also modified items designed specifically for C-5 MADARS. Due to obsolescence, the Government is currently designing a replacement for the CC (and the MUX LRU). The re-designed (combined) LRU will include a competitive procurement & repair package. It will also address long-term supportability via the depot. The POU is a candidate for depot repair. A request has been sent through contracting regarding the possibility of procuring data and material required to set up a depot level repair for this item.
Small business set aside award is not feasible due to the proprietary nature of repair data.
As described in Section VI above, market research, in accordance with FAR Part 10.001 and 10.002, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquires from interested parties.
The MADARS III designer/integrator (BAE/OBSI) is the only source for buy and repair on the WS, CC and POU since complete data is not available to openly compete. OBSI performs initial and final testing of the workstations on the MADARS III mockup stations.
The techniques used to conduct this survey included Government engineering data base searches, internet searches, comparisons of numerous ruggedized laptops, and direct communications with the contractors. There are no government organizations that can produce or repair the items
J&A FD2060-11-31644 6 | P a g e currently being used without a full procurement drawing package and the development of repair technical data.
Other ruggedized laptops were researched on the following websites:

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
With the Reliability Enhancement and Reengineering (RERP) project, the WS and CC will come off completely from those C-5 aircraft that are modified. This program is projected to be complete by 2016 on 50 C-5 B and 2 C-5 C aircraft. Along with a retirement schedule for 16 C- 5 A aircraft scheduled to be completed by 2016, requirements for these items will reduce significantly.
The CC will also be removed completely from the aircraft with the Improved Item Replacement Program (IIRP) starting in 2016. Along with the RERP changes and retirement schedule, it is not cost effective to purchase data and test equipment required to set up organic repair.
The WS is projected to be replaced by a single solution laptop within the next ten years.
Keeping this modification in mind along with the RERP schedule, retirement schedules and limited projected life of the technology in the WS, a Cost Benefit Analysis (CBA) will be conducted on the WS to determine if it would be cost effective to purchase data and test equipment required to set up organic repair for this item.
The POU is the only item remaining on the C-5 aircraft after RERP. Because the government does not own the data or test equipment for this item, efforts are being made to procure this information from the contractor.
X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE
ACQUISITION
See Section VI above.
XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
The Source of Repair Assignment Process (SORAP) was completed for the WS, CC and POU.
The decision for all items was to stand up organic repair. The Depot Maintenance Activation http://www.bsicomputer.com/ http://www.buytough.com/ http://www.argoncorp.com/ http://www.miltope.com/ http://www.ruggednotebooks.com/

Working Group (DMAWG) process has already been initiated and determined to be Core workload. However, standing up the organic repair may take several years. Therefore a Workload Approval Document was approved for 2 years on 29 Jul 11 while working with DMAG to see when and if this workload can be transferred in house. Another WAD approval will have to be obtained before the second and subsequent options may be exercised.
409 SCMS/GUMAA is working with contracting to get a ROM from the vendor to procure data and material required to set up a depot level repair on the POU and WS. If the contractor is willing to part with the data, it would take approximately twelve months to negotiate a contract to procure this information, twelve months to receive and review the data and eighteen to twenty-four months to build and set up depot level repair and test equipment. This contract of a basic year with four option years will take us to that point.
The 409 SCMS/GUMAA is developing an Improved Item Replacement Program package to remove the CC from the aircraft and replace it with an Ethernet Switch. This effort is expected to be completed in mid 2016 and precludes the expense of procuring data and test equipment in order to standup depot level repair for the CC. A workload shift from organic repair to contract repair has been initiated.
WRALC/GRSEAC is currently developing a plan to establish a single solution workstation for the Legacy and RERP aircraft in order to develop a more stable design for which the USAF will own and control the data so we can support through organic repair and can buy competitively.
The Single Solution Laptop is projected to be complete in the next ten years and will remove the WS from the aircraft completely.
