FA8523-17-R-0015
ALR-56C & ALR-56M is two separate systems referenced as ALR-56C/M throughout.
This is not a solicitation but rather a Request for Information (RFI) to identify potential sources that may possess the expertise, capabilities, and experience required to meet the engineering services requirements for the ALR-56C and ALR-56M systems. This RFI is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for proposal. The Government does not own the data rights to either system. This RFI will help the Government determine if additional sources exist. The Government will not pay for the information requested herein. Only non-classified information shall be provided in your response.
1. The ALR-56C/M are an integral part of a complex Electronic Warfare (EW) system. Does your company have knowledge and experience in the following and please provide detailed information to support assertion:
a. General EW principles
b. Electronic Countermeasures (ECM)
c. Threat missile systems and radars
d. Threat simulation
e. EW flight and ground testing (labs and ranges)
f. ALR-56C/M theory of operation
g. ALR-56C/M role within the overall system
2. Redesign of the ALR-56C/M requires redesign, re-host and migration of the existing, embedded software and interfaces for the RWR. Does your company have knowledge and experience in the following and please provide detailed information to support assertion:
a. The current Operational Flight Programs (OFPs)
b. The ALR-56C TI 2550 software assembly language, C++, Access, and SQL
c. The ALR-56M Ada95, C++, Access, and SQL
d. The current hardware and software designs
3. The ALR-56C/M redesign will be required to interface with existing internal and external system interfaces. Does your company have knowledge or experience with the following and please provide detailed information to support assertion:
a. ALR-56C/M internal bus messages with the Cockpit Displays
b. ALR-56C/M external bus messages communication with the communication system and
Diagnostics (DE)
c. ALR-56C/M internal processor bus messages and protocols
d. ALR-56C/M discretes
e. 1553 bus to the Common Aircraft Portable Reprogramming Equipment (CAPRE)
f. ALR-56C/M Radio Frequency (RF) interfaces
g. Knowledgeable of all aircraft interfaces to support OFP
4. The ALR-56C/M redesign will require OFP changes to accommodate new built-in test (BIT) results.
Does your company have knowledge and experience in the following and demonstrate the understanding of the process:
a. ALR-56C/M systems and their OFP
b. ALR-56C/M interfaces with aircraft fault isolation procedures
5. The RWR systems will contain mission data that will be developed utilizing the ALR-56C/M Database
Management System (MDFG). This software tool will likely need modification to account for changes in the mission data structure in the updated system. Does your company have knowledge and experience in the following and please provide detailed information and please provide detailed information to support assertion:
a. The current ALR-56C/M MDFG and its operation
b. The current ALR-56C/M MDFG software design
c. The current ALR-56C/M mission data structure
d. C++ software language
6. The ALR-56C/M utilizes software tools to assist in the day-to-day software and mission data maintenance and testing of the system. These tools may change due to the update of the ALR-56C/M.
Does your company have knowledge and experience in the following and please provide detailed information to support assertion:
a. The ALR-56C/M Diagnostic Emulation
b. The ALR-56C/M Software Test Environment (STE)
c. MIL-STD-1553 protocols
d. Java script, hypertext markup languages (HTML), and C++ languages working in concert within an application.
7. The ALR-56C/M are tested on various test equipment. The updated hardware would require modifications to the software used on these testers. Does your company have knowledge or experience with the following and please provide detailed information to support assertion:
a. AN/ALM-246A TEWS Intermediate Support Station (TISS) system and its interfaces
b. Versatile Depot Automatic Test Station (VDATS) system and its interfaces
8. Does your company have any testing experience with the AN/ALR-56C/M system? If so, please provide detailed information to support assertion.
9. Do you anticipate the need for any GFE? If so, please provide detailed information to support assertion.
10. Describe any industry certifications that your company presently holds in the area of quality assurance including Capability Maturity Model or equivalent for Software and/or configuration management.

11. Describe your capabilities and experience in modifying existing systems/equipment hardware to solve maintenance and support problems in the depot environment. Please provide detailed information to support assertion.
12. Describe your capabilities and experience in developing/modifying repair or maintenance procedures.
Please provide detailed information to support assertion.
13. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing source’s problems. Please provide detailed information to support assertion.
14. Describe your process for maintaining inventory records and reporting on hand/in work balances and repair status to your customer. Please provide detailed information to support assertion.
15. Describe your process for disassembling, removing damaged items and reassembling Radar Warning Receiver system components. Please provide detailed information to support assertion:
16. Describe your ability to repair ALR-56C/M Radar Warning Receiver system components. Please provide detailed information to support assertion.
17. Describe your experience in repairing components for the ALR-56C/M Radar Warning Receiver
System. Please provide detailed information to support assertion.
18. Describe how you plan to test the repaired components without having the Next Higher Assembly to interface with. Please provide detailed information to support assertion.
19. Describe your testing ability to determine the fault condition(s) of ALR-56C/M Radar Warning Receiver System components. Please provide detailed information to support assertion.
20. Describe your ability to test repaired assets, provide test plans, and test data/results. Please provide detailed information to support assertion.
