Distribution Statement D: Distribution authorized to U.S. Government Agencies and their Contractors (Critical Technical) (15 July 2013). Other requests for this document shall be referred to AFLCMC/WNYKB, 235 Byron St., Ste 19A, Robins AFB, GA 31098-1670. Questions concerning the technical content should be directed to AFLCMC/WNY.
WARNING: This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.) or the Export Administration Act 1979, as amended (Title 50, U.S.C., App. 2401 et seq.). Violators of these export laws are subject to severe criminal penalties.
HANDLING AND DESTRUCTION NOTICE: Comply with distribution statement and destroy by any method that will prevent disclosure of the contents or reconstruction of the document.
1.0 Description of Services
1.1 Objectives: This Statement of Work (SOW) describes the Engineering Services required to increase reliability in the ALR-56C Low Voltage Power Supply (LVPS), NSN 6130015212947EW. This SOW identifies the tasks associated with improving fleet reliability of the ALR-56C Power Supply. It describes the tasks required to evaluate Engineering Change Notices (ECN), conduct root-cause analysis of LVPS failure modes, analyze discrete components to develop recommendations for ECNs to improve LVPS reliability, and evaluate current test inputs and parameters to improve test capabilities to reduce Cannot Duplicate (CND) issues.
1.2 Benefit to the United States Air Force (USAF): These services will benefit the USAF by ensuring that the ALR-56C system maintains a mission capable status allowing for increased availability and flexibility. Ultimately, the purpose of this effort is to provide data to be used in the determination of reliability improvements.
1.3 Background: The ALR-56C system is the Radar Warning Receiver (RWR) installed on the F-15 aircraft. The AN/ALR-56C Radar Warning Receiver System (RWR) provides identification and direction findings. It is installed on all C, D, and E model aircraft and has an expected retirement date of 2045.
The AFLCMC/WNY & AFSC at Robins AFB, and Crane Electronics are taking steps to analyze the root causes of asset poor reliability. The LVPS is critical to the functionality of the next higher assembly, which delivers the direct current (DC) voltages required by the receiver processor, the high band receiver, and the display unit. The LVPS is a subassembly in the LRU known as LRU-2C. The Power Supply provides operating power for the Radar Warning Receiver (RWR) as well as panel lighting power to other aircraft systems. It provides the power necessary to supply the other LRUs that make up the AN/ALR-56C RWR. The AN/ALR-56C is the radar warning receiver portion of the F-15 Tactical Electronic Warfare System (TEWS).
1.4 Government Furnished Property. No Government furnished property will be furnished in conjunction with the tasked performed under this SOW.
2.0 Description of Task
2.1 Period and Place of Performance: The period of performance for the initial contract will not exceed a twelve month period of performance. The place of performance will be at the Crane Electronics, Inc., Fort Walton Beach, Florida facilities, unless otherwise specified.
2.2 Government Rights: The contractor shall allow monitoring of this effort by Government personnel or their designated representatives. This includes access to facilities, meetings, and documentation used to accomplish the work. Unless otherwise prescribed elsewhere in this SOW or Contract Data Requirements List (CDRL), any documentation or software purchased or developed using Government funds to accomplish or contribute to the accomplishment of this SOW shall be Government property and shall be delivered to the Government within 10 days of a specific request from the Government or if not requested, upon completion or termination of this SOW. As a matter of clarity, no technical data or software is contemplated to be acquired or developed under this SOW nor is any planned to be provided as a deliverable under the CDRLs of this Contract. The documentation which is deliverable is documented observations, analysis and evaluation data and related information and is not contemplated to include revisions to the existing Technical Data Package (TDP). Rights in Technical data and software, if any, shall be addressed in all new ECNs or other changes to the existing TDP, for any Class 1 or Class 2 ECNs. All ECN’s will be provided to the U.S. Government (AFSC and AFLCMC/WNY Engineering).
2.3 Order of Precedence: The information contained in this section is not intended to be all inclusive or to supersede any procedures outlined in specifications and other directives listed in this SOW.
2.4 Contract Data Requirements List (CDRL):
CDRL A001, DI-MISC-80711A, Scientific and Technical Reports CDRL A002, DI-MISC-80711A, Scientific and Technical Reports CDRL A003, DI-MISC-80711A, Scientific and Technical Reports
2.5 The Contractor shall deliver data/reports associated with the listed CDRLs, for approval by the Government. Government identified edits to the delivered CDRLS shall be incorporated with the deliverable being corrected and resubmitted within 10 business days of notification of Government rejection, in accordance with the associated DD Form 1423 instructions/requirements.
3.0 Technical Requirements:
This SOW requirement is focused on the ALR-56C Shop Replaceable Unit (SRU) - LVPS, NSN:
6130-01-521-2947 EW. The Contractor shall perform tasks to document a detailed analysis of the reliability of this SRU and deliver recommendations to reduce and/or resolve reliability issues and test verticality anomalies.
3.0.1 An analysis report shall be provided by The Contractor for ECNs related to design and/or design specifications and obsolescence/parts availability.
Evaluation and analysis of all Engineering Change Notices (ECN): The contractor shall review ECNs (generated since qualification of the SRU (noted as 83 ECNs)) and provide an analysis report to the Government. The report shall address the following:
Date of change, Primary reason ECN was created and brief summary of change to including the expected benefit of ECN implementation
If the ECN lists the primary reason for change was to improve reliability and the ECN was not previously approved by the buyer, state specifically what item was changed and provide information to support the decision.
This report shall be submitted six weeks after award of contract. (CDRL A001, DI-MISC- 80711A, Scientific and Technical Reports)
3.0.2 Root Cause analysis of an identified failed FHN20G Fuse holder and evaluation (physical/electrical) of six fuses holder manufacturer prior to Date Code of 1520:
Provide a report addressing the following:
Revision configuration history Summary of design/configuration changes Tear down analysis and temperature testing
This report shall be submitted two weeks after award of the contract.
3.0.3 Evaluation of discrete components: Provide a report detailing potential ECNs with recommendations that will improve reliability of the LVPS. This report shall address the following specified discrete components: R39, C40, C54, A2A1154, A2A1152 and A2A1158 DC-DC Modules and other candidate components as agreed to by Contractor and the Government to have a promising potential to improve reliability of the SRU and testing process.
The report will include recommendations for ECNs to improve LVPS reliability.
This report shall be submitted eight weeks after award of the contract.
