DESCRIPTION OF SERVICES
1.1 Description of Services
This Performance-based Work Statement (PWS) defines the services required to rehost the AN/USM-464A Countermeasures Test Set (CTS) Test Program Set (TPS) software to the AN/USM-670A Joint Service Electronic Combat System Tester (JSECST) for Electronic Warfare (EW) systems installed on the B-52H. The installed EW systems include the AN/ALQ- 155, AN/ALQ-122 and AN/ALQ-172v2. A single TPS software executable shall be delivered for each EW system.
1.2 Background
The AN/USM-670A provides an end-to-end (ETE) functional testing capability to determine the status of Electronic Combat (EC) system installed in or on operational aircraft. It automatically determines Go/No-Go status of the EC system with minimal technician interaction. In cases where the EC system has a critical fault, the AN/USM-670A detects the failure by identifying the ETE test that failed and by providing the diagnostics to isolate the failed aircraft transmission line path/component or Line Replaceable Unit (LRU). The AN/USM-670A can be operated in an automatic or manual mode to provide the identification and isolation of failed EC systems.
The manual mode can be used when the built-in test (BIT) of the EC system, the automatic mode of the AN/USM-670A, and other O-level support equipment cannot determine the cause of the failure.
The AN/USM-670A can also be used for testing and troubleshooting of transmission line paths and components. This testing may be conducted on any radio frequency (RF) system that operates within the frequency range of the AN/USM-670A.
1.3 Detailed Requirements
The Contractor shall provide engineering services to develop and deliver USM-670A test program set (TPS) software for the Global Strike Command (GSC) B-52H Stratofortress Electronic Warfare (EW) Suite. The B-52H EW suite includes the ALQ-172V2, ALQ-155 and ALQ-122. The Contractor shall use the existing USM-464A TPS software source code and English Language Test Document (ELTD) for each EW system as the baseline for the new USM-670A TPS software development. The new TPS software shall maintain existing functionality and testing philosophy to the extent practicable. Significant departures, deletions and/or additions shall be fully divulged and explained to the United States (U.S.) Government engineer and documented. Detailed information for test strategies, conditions and designs are located in the ELTD. This effort shall encompass updating applicable technical manuals, rehosting the existing USM-464A TPS software and delivering Interface Test Adapters (ITAs).
(TM-86-01P, Technical Manual Contract Requirement)
PR: FD2060-15-90740 PWS REVISION: 0 4
1.3.1 Technology Insertion
New technology shall be considered and included if possible. Proprietary components shall not be recommended unless there is no alternative available. Any proprietary components recommended shall be explicitly identified at status reviews.
1.3.2 Documentation and Deliverables
Individual work products for each deliverable developed for this effort listed below shall be developed following the Capability Maturity Model Integration for Development (CMMI-DEV) and ISO 9001:2000 standards. Submitted documentation must reflect an accurate and complete representation with no major (error in content of material) deficiencies and no more than 25 minor (typographical/grammatical error) deficiencies in the first submission. All identified deficiencies must be corrected in the final submittal of documents IAW their respective DD Form 1423-1.
