1.0 Description of Services
Objective(s): This PWS is for depot level repair of of the AAQ-24(V) National Stock Number (NSN) items and other components as indicated in Section 6, Appendix B of this document. The extent of repair work required shall be determined by the initial inspection/bench check and required disassembly to return this item to a serviceable end item that shall efficiently serve its intended purpose. Original design of the end item and parts thereof, or the design functional capabilities of the end item, shall not be changed, modified or altered unless such changes are authorized in writing by the Procuring Contracting Officer (PCO) or specified by publication or directive listed in the Appendix. The contractor shall repair and return assets to the Government in serviceable condition while meeting the delivery schedule for all requirements. All CAV-AF transactions shall be promptly and correctly maintained. This acquisition consolidates repair requirements into a single, long-term contract in order to provide significantly improved delivery times (i.e., production lead-time) which results in increased availability and lower total cost.
1.2 Benefit to All Users: This acquisition will benefit multiple DoD Components and FMS customers by providing repair support to AAQ-24(V) Line Replaceable Units (LRUs) currently installed on multiple platforms by ensuring that the DoD Components included in this effort maintain a mission capable status allowing for increased availability and flexibility.
1.3 Background: The intended purpose is to support the AN/AAQ-24 program for which Northrop Grumman Corporation is the sole source Contractor. The program is designed to protect aircraft from Man-Portable Air Defense Systems, also called MANPADs as well as other enemy initiated threats to the aircraft. Per Office of the Secretary of Defense (OSD) Aircraft Survivability Equipment (ASE) Acquisition Decision Memorandum (ADM), signed by Under Secretary of Defense for AT&L, John J. Young, 15 April 2009, the USAF is responsible for providing AN/AAQ-24(V) components for all U.S. military services.
Northrop Grumman is the lead designer, developer, integrator and producer of the AN/AAQ-24(V) used by all DOD Components and several foreign allies. The 408 Supply Chain Management Squadron (SCMS) currently uses Contract number FA8539-12-D-0003 to repair the AN/AAQ-24(V) through NGTS. This contract is a 5 year, sole source, Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract issued to NGTS with an estimated contract ceiling of $500M; this contract expires on 27 July 2017. The total estimated cost for all DOD Components and FMS Best Estimated Quantities (BEQs) for all ordering periods (escalated at 3% per year) was compiled using requirement data for all part number variants for each specified National Stock Number (NSN).

The government will be notified that these assets have been identified as SCW by e-mail to include documentation from DCMA.
The Contractor will further notify the government that the identified asset is being removed from the Metrics Tracking Workbook (MTW) until further investigation has been completed.
If the investigation determines that there is damage to the LRU and that it can be repaired within the negotiated price on the Firm Fixed Price contract, the government will be notified that the LRU is being returned to the normal repair line at which time the MTW clock will restart.
If the investigation determines that the unit can be repaired but will exceed the negotiated repair price but less than 75% of the current acquisition cost, the contractor will notify the government of this condition and request direction to repair the unit using the Over and Above CLIN listed on the repair contract.
If the investigation determines that repair cost of parts and labor exceed 75 percent of the current acquisition cost (determined by FEDLOG), the contractor will notify the government with a recommendation for condemnation due to damage Beyond Economical Repair (BER) at which point procedures listed in paragraph 4.8 will apply.
4.9 Repair Metrics
4.9.1 Timely Repairs: It is the Government’s intent for the contractor to realize efficient repair process which facilitates timeliness and regular availability of repaired items IAW established contractor repair throughput times. The Contractor shall use the Government provided Metrics Tracking Workbook (MTW) to record performance of LRU repairs. If necessary, the contractor will be granted relief from metrics due to Class I changes that impact their ability to repair assets. However, the contractor will not be granted relief from metrics for obsolescence and DMSMS issues that can be solved with a component/SRU level Class II changes. Further, the Contractor will be granted relief from metrics if the Government does not provide enough assets for the Contractor to meet repair metrics; in this situation, Contractor performance will be assessed based on the number of assets provided.
The following is the except for the MTW:
Timely delivery performance is measured for three different areas: USAF managed, Navy unique, and FMS deliverables. The USAF managed LRUs are further broken down into two tiers: high volume and low volume. For the purposes of performance measurement, any items repaired for DOD Components other than those listed above are considered in the USAF managed totals. The required number of monthly deliveries is calculated in the MTW from the number of LRU inductions via established thru put time and a D200A based delivery time. The metric is met when the actual deliveries meet or exceed the calculated monthly minimum output. The Overall Contract Delivery Performance Rating is calculated from the three areas and reported as "UNSAT," "SATISFACTORY," or "SUPERIOR" respectively color coded red, green, and blue. The Incentive or Remedy Application is reported as "REMEDY," "NO ACTION," or "INCENTIVE" respectively, color-coded as red, green, and blue. While all three performance measurement areas must meet a set criteria for an incentive to be awarded, a remedy is only applied if the US managed area fails to meet the minimum performance criteria. All cells will be locked and unchangeable by the contractor.
4.9.1.a USAF Managed LRU Repairs: The Government will measure USAF Managed LRU timely repairs by comparing required deliveries against actual deliveries as calculated in the Metrics Tracking Workbook. The Contractor shall report Metrics each month; however, measurement against established thresholds will begin immediately after contract award for assets with repair history. New assets with no repair history will be assigned a provisional performance standard, to be negotiated, until such time as repair history bears out actual standard. Actual performance standard will then be added to the MTW.
4.9.1.b USAF Managed LRU Release Priority: When common LRUs are turned serviceable, the contractor shall notify the applicable point of contact for shipping instructions using a “First-in, First-Out” philosophy. In the event the USAF or DoN has a compelling need to deviate from the established release schedule, the service with the compelling need will coordinate via email with the other service. Once concurrence is received, the coordinated email will be forwarded to the USAF Procuring Contracting Officer (PCO). The PCO will then direct the Contractor to release the asset to the service with the compelling need.
4.9.1.c Unique Department of the Navy (DoN) Repairs: The Government will measure unique DoN timely repairs by comparing required deliveries against actual deliveries as calculated in the MTW. The Contractor shall report Metrics each month; however, measurement against established thresholds will begin immediately after contract award. New assets with no repair history will be assigned a provisional performance standard, to be negotiated, until such time as repair history bears out actual standard. Actual performance standard will then be added to the MTW.
4.9.1.d Foreign Military Sales (FMS) Repairs: The Government will measure unique FMS LRU timely repairs by comparing required deliveries against actual deliveries as calculated in the Metrics Tracking Workbook. The Contractor shall report Metrics each month; however, measurement against established thresholds will begin immediately after contract award. New assets with no repair history will be assigned a provisional performance standard, to be negotiated, until such time as repair history bears out actual standard. Actual performance standard will then be added to the MTW. FMS LRUs shall be tracked by serial number, repaired, and returned for availability.
Repairs of FMS VVIP aircraft parts require FAA Part 145, Certified Repair Stations licensing (See Appendix A)
4.9.2 Mission Impaired Capability Awaiting Parts (MICAP)/SURGE (i.e., Project Code 700): The MICAP-Surge Report tab takes data from the Input Data tab for MICAP/Surge submissions and compares contractor satisfaction of those demands to determine if the required performance metric is met. Metrics are captured at the LRU type level and not by NSN. USAF and Navy MICAPs and Surges submitted to the contractor for resolution must be satisfied within five (5) days IAW the PWS. Notification of a MICAP or Surge requirement will be by email from the effected DOD Component. In the event that e-mail is unavailable for either party due to an unplanned outage, notification will be made by phone call and documented by both parties. Upon re-establishment of e-mail communications, a message will be sent immediately by the effected DOD Component; documented details of the phone notification will include time, number of MICAPS and effected part numbers. MICAP metric will start at time of initial notification whether by e-mail or the aforementioned phone notification. Once submitted, MICAP and Surge requests are irrevocable unless agreement to cancel the submission is reached by both parties. In an end-of-month scenario, the contractor may elect to report MICAP-Surge submissions and resolutions in either month as long as the five-day requirement is met. It is important to note that the MICAP-Surge requirements are part of the monthly requirements and are not additional repair quantities. The monthly requirement is capped at 10% of the total monthly BEQ for a LRU type. Metric satisfaction is identified by a "YES" or "NO" and respectively color coded green and red. All cells will be locked and unchangeable by the contractor.
4.9.3 Cannibalization: The Government will allow the Contractor to cannibalize reparable U.S. Government LRUs as necessary in order to meet the repair schedule.
4.9.4 Unplanned Circumstances: In the event a DOD Component or FMS customer experiences an unplanned spike or sudden increase in demand due to major theater warfare or National Emergency, the Contractor shall be willing to work to meet and sustain this demand for quantity levels above and beyond normal peacetime requirements. After notification of an unplanned circumstance, the contractor shall allow the Government to place additional orders and/or elevate the priority status of current orders. The Contractor shall notify the Government in advance to negotiate any expedited charges that might apply at the time of the unplanned spike/sudden increase in demand. In the event that FMS has a compelling need to deviate from the established release schedule, FMS will coordinate via e-mail with the other services. Once concurrence is received, the coordinated email will be forwarded to the USAF Procuring Contracting Officer (PCO).
4.9.5 Contractor LRU Storage: The Contractor shall store unserviceable/serviceable LRUs held in the same facility as LRUs from other services; however, FMS LRUs shall be stored in bonded stores and not comingled with U.S. Government LRUs and/or other FMS countries/customers. The contractor shall store classified FMS LRUs (UDM Cards) separately IAW the DD Form 254.
4.9.6 Packaging:
4.9.6.a Handling/Packaging, Storage, and Transportation: The containers discussed in this section reference hard plastic case containers and do not include cardboard containers commonly referred to as Fast Packs.
4.9.6.b Air Force Handling/Packaging: When shipping containers are received that meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable LRUs. They shall be reclaimed, stored, and protected for reuse IAW MIL-STD-2073-1D and MIL-STD-129(4). The contractor shall repair the containers at no additional charge to the government when SLTA or GLTA LRUs arrive in damaged containers. For all other damaged or non-reusable shipping containers, the contractor shall immediately notify the 408 SCMS/GULA AN/AAQ-24(V) PM to resolve any container issues.
