After being notified of the surge demand, the contractor will allow the Government to place additional orders and/or elevate the priority status of current orders. The Government will be notified in advance of, any given opportunity to negotiate; any expedited charges or other capacity related cost or schedule issues that might apply at the time of the surge. Surge requirements will be on the best effort basis.

4.1.5.1 Cannibalization: The contractor is authorized to perform cannibalization actions of like items to expedite repair turn around time on critical items. The contractor will notify the PCO to obtain permission prior to all cannibalization actions. Cannibalization to expedite repair will not be authorization to condemn cannibalized items. Report shall include as a minimum the part number, serial number, repair date, explanation of malfunction and repair, total time meter if equipped, and actual total repair flow days and items requiring long lead parts replacement items for repair as per DD Form 1423 (DI-ILSS-80386/T).

4.2 Reporting:

4.2.1 CAV AF Reporting: The contractor shall report using Commercial Asset Visibility (CAVAF). (CDRL, A002, Data Item Description, DI-MGMT-81634B) The contractor shall provide data related to the tasks and efforts conducted for each reparable unit. 4.5 Diagnostic Test, Troubleshooting and Bench Check: The contractor shall perform such evaluation activities as necessary to precisely deduce the failure mode(s), faulty component(s) and the specific nature of the cause of the failure (or degraded performance) so as to be able to completely and effectively repair and test the item. The evaluation will determine whether the item is a re-test ok (RTOK), repairable (and may include the category of repair such as minor or major, over and above), or the item needs to be condemned. Some items may be potentially repairable items. A potentially repairable item is an item that the contractor may not be able to perform full evaluation and test without starting to repair the item in order to deduce the failure modes and faulty components. Potentially repairable items will be attempted to be repaired with a not to exceed effort to determine whether the item is repairable or has to be condemned.

If the item is repairable, a repair cost and schedule for the repairable item will be provided including details of any long lead parts replacement items. The Government will provide approval to the Contractor to proceed with the repair.

EDA cooler major repair shall be defined as the material and labor required for the repair of the CCAs, Cryogenic cooler, and the Controller for the cooler. EDA minor repair shall be defined as the material and labor required for the repair of the dewar, prism repair, or repair of the bit mirror.

Over and above repair for the EDA cooler shall be defined as any effort beyond the labor and material required for the normal repair of the Dewar, Cryogenic cooler, and the Controller for the cooler. Over and above repair for the dewar sub-assembly shall be defined as any effort beyond the labor and material required for the normal repair of the dewar.

Some long lead items, such as optics, the contractor could purchase additional quantity, with government approval, to keep in stock in order to provide a quicker turnaround time and to provide the most economical procurement of the item.

4.6 Condemnation:

The contractor shall not repair any items where, A) the cost of parts and labor exceed 75% of the latest acquistion cost of the item.

Any item found to be uneconomical to repair shall be reported through the ACO to the PCO to WR-ALC for disposition instructions. The contractor shall provide 408 SCMS a report in letter format when a repair item is condemned. Letter content shall include serial number and explanation of condemnation action.

If repairable items meet the condemnation criteria, the contractor is authorized to perform cannibalization actions as needed to repair other items in the repair cycle or salvage long lead time components. A report in contractor’s letter format will be provided to 408 SCMS with details of cannibalization actions that occur.

4.6.1 Replacement for Condemned Items: The Government is authorized to replace condemned end items with reparable end items of the same NSN & part number variant number.

4.7 Demilitarization and Disposal: Any unclassified items that are condemned shall be Demilitarized and Disposed IAW following instructions:

A) Demilitarization Procedures: In the event the end item contains hazardous material, the hazardous material shall be removed from the end item first and properly marked and stored prior to any demilitarization of the end item. The end items shall be demilitarized by mutilation (total destruction of the end item and its components) to the extent necessary to make the end item unfit for its intended military purpose.

B) Disposal: Hazardous materials removed and properly marked may be disposed of through the use of commercial hazardous materials handling companies or the contractor's approved in-plant procedures if done so at no extra cost to the Government.

C) Return condemned items to WR-ALC for disposal.

Additionally, if the contractor acquires a part or component from other than the original manufacturer (due to obsolescence, or non-availability) submittal of an NSPR shall be required.

4.10 Finishing: All repaired end items shall be refinished only to the extent necessary to assure adequate protection of all surfaces.

4.11 Testing and Acceptance:

If the contractor has an ATP, which is newer than the one previously approved, he may identify it to the Responsible Engineering Authority via the Government PCO, and request approval to use it on this contract.

4.11.2 Acceptance Criteria: The ATP shall have been successfully completed when each repaired item has met all of the applicable specification requirements under the conditions imposed by the provisions of this document. Visual and workmanship shall be in accordance with TO 00-25-234; General Shop Practice Requirements for the Repair, Maintenance and Testing of Electronic Equipment. A completed ATP Data Sheet shall be provided with each repaired item (Repairable Item Inspection Report, CDRL A001).

4.11.3 Post-Acceptance Seal: Upon completion of final tests, Government inspection and acceptance, seal all ports, vents and openings with plugs, caps and plates or enclose in sealed plastic bag as applicable to prevent the entry of foreign matter or contamination into the repaired item.
