QUESTION AND ANSWER DOCUMENT 2
for Halvorsen 25K Aircraft Cargo Loader CLS Acquisition
FA8519-13-R-30382
The following questions have been received in the AFLCMC/WNKBBA, Support Equipment & Vehicles – Services Contracting Office regarding the above referenced RFP for the Halvorsen 25K Aircraft Cargo Loader CLS requirement.
The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1:
RFP Reference Question Attachment 25 / Overhaul PWS 4.2.2.3 Attachment 25 (Note 1) requests a CWBS breakout for depot overhaul parts and consumable parts.
The current TOs do not provide repair codes for the loader items.
The Overhaul PWS, paragraph 4.2.2.3 indicates that this “division” of parts is one of the functions of creating the Overhaul Instruction Manual.
Please provide guidance, by part number, on the depot overhaul parts versus consumable parts so that we meet the requirement of Attachment 25 Note 1.
Government Response:
The Offeror shall use current information available and make their best assessment at the time of proposal to determine the breakout. The final breakout will be determined after contract award.
Question 2 – Revisit of Question 2 from Q&A 1:
RFP Reference Question HAL MM PWS, Section 2 - Services Summary, Performance Objective - Ensures compliance with Logistics Response Time (LRT) Requirements / Section 4.1.3.1b
The PWS indicates that the “stop time” for calculating material management delivery metrics (NMCS, LRT) is when the part is received “In hands of unit.”
At base locations that do not permit delivery to locations other than a central supply point does the government consider the required acceptance of the delivery at that supply point to be the “stop” time for metrics calculations?
Government Response:
Yes, the Government would consider the central supply point the “stop” time for metrics calculations in these situations if the Contractor is not permitted to deliver directly to the field maintenance unit and the Contractor provides the supporting rationale.
The final delivery destination requirement is the field maintenance unit.
If the Contractor and Government exhaust every means possible at a particular location to deliver directly to the field maintenance unit and the conclusion is an alternate location is required, the Contractor can provide adequate supporting documentation and request approval from the Government (Program Office) to change the final delivery destination.
An amended Attachment 23 (Halvorsen Performance Metrics Determination and Incentive Fee Arrangement), rather than an amended MM PWS, to clarify this issue is forthcoming.
There will be no extension associated with this RFP amendment, as this constitutes an administrative correction.
