QUESTION AND ANSWER DOCUMENT 1
for Halvorsen 25K Aircraft Cargo Loader CLS Acquisition
FA8519-13-R-30382
The following questions have been received in the AFLCMC/WNKBBA, Support Equipment & Vehicles – Services Contracting Office regarding the above referenced RFP for the Halvorsen 25K Aircraft Cargo Loader CLS requirement.
The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1:
RFP Reference Question Amendment 0002, Section M.C (iii), page 17 The Government described quantity breaks for “CLIN 0007 and Option CLINS x004.”
This appears to be an error as there is no option to provide quantity breaks for CLIN 0007 in Section B.
Are price breaks to be provided for CLIN 0007?
Government Response:
Amendment 0002, Section M.C (iii), page 17 contains an error.
A correcting amendment to RFP FA8519-13-R-30382 is forthcoming.
Amendment 0002, Section M.C (iii) should read as follows:
“(iii) Total Evaluated Price (TEP):
(a) For Option CLINs x004: Offerors have the option of proposing quantity ranges with economical price breaks.”
There will be no extension associated with this RFP amendment, as this constitutes an administrative correction.
Question 2:
RFP Reference Question HAL MM PWS, Section 2 - Services Summary, Performance Objective - Ensures compliance with Logistics Response Time (LRT) Requirements / Section 4.1.3.1b
The PWS indicates that the “stop time” for calculating material management delivery metrics (NMCS, LRT) is when the part is received “In hands of unit.”
At base locations that do not permit delivery to locations other than a central supply point does the government consider the required acceptance of the delivery at that supply point to be the “stop” time for metrics calculations?
Yes, the Government would consider the central supply point the “stop” time for metrics calculations in these situations.
An amended MM PWS to clarify this issue is forthcoming.
There will be no extension associated with this RFP amendment, as this constitutes an administrative correction.

Amendment 0002, Section L.C.2 – Subfactor 4 – Small Business Utilization Plan, Page 6
Does the Government want only one small business utilization plan from the offeror (prime)?
Does each subcontractor also need to provide their own small business utilization plans?
Per Section L, “Subfactor 4 - Small Business Utilization Plan. The offeror shall submit Small Business Utilization Plan for itself and any joint venture member, as well as each proposed critical subcontractor. The Small Business Utilization Plan is required from all offerors, including small businesses and companies with Master, Individual, commercial subcontracting plans and/or comprehensive subcontracting plans…”
