PERFORMANCE-BASED WORK STATEMENT (PWS)

for

HALVORSEN

NON-AIRCRAFT WEAPON SYSTEM PER AIR FORCE POLICY

DIRECTIVE (AFPD) 10-9

The Air Force employs many diverse weapon systems in executing its global mission. The Chief of Staff United States Air Force designates systems as weapon systems and assigns each to a lead command. The Air Force Policy Directive (AFPD) 10-9 assigns weapon system management responsibilities to designated lead commands to ensure all requirements associated with weapon systems receive comprehensive and equitable consideration, and program-associated funding through the Future Years Defense Program as necessary. Lead command (AMC) designation establishes advocacy for weapon systems during their life cycle and clarifies responsibilities for all using and supporting organizations.

1. DESCRIPTION OF SERVICES. The Halvorsen is a 25,000 pound capacity, three 463L pallet capable, aircraft cargo loader air transportable on all military cargo aircraft. This loader was named in honor of retired Colonel Gail Halvorsen known as the “Candy Bomber” during the Berlin Airlift of 1948-1949.

This performance work statement (PWS) is the overarching PWS and describes the general support concepts of a level 1 (parts speed) Performance Based Logistics (PBL) for the Halvorsen system. PBL level 1 is defined as the timed, measured movement of parts delivery to the user.

This requirement is captured in the Material Management (MM) PWS Performance Metrics section, paragraph 4.1.3.1b. The specific support tasks will be defined by the unique task order PWSs conforming to the general support concepts delineated herein. This PBL support is a series of integrated business segments when combined with Air Force intermediate maintenance provides complete product life cycle support. The separate segments are:

a. Material Management (MM),

b. Program Engineering Support (PES),

c. Vehicle Overhaul (OH), and

d. Unscheduled Depot Level Maintenance (UDLM)/Modification (MOD).

Figure 1-1 depicts the relationships of these segments.

2. SERVICES SUMMARY (SS). A services summary is not required since this is an overarching PWS that describes the general concepts of the total product lifecycle support. The details of each support segment are stated in the unique PWSs.

4. GENERAL INFORMATION. The Contractor is responsible for monitoring and adjusting the Halvorsen system to meet all PBL support requirements. MM, PES, and OH PBL segments must work in concert to achieve all support requirements. The fourth segment, UDLM/MOD, if contractually exercised, must also be accomplished in concert with the other segments to achieve success.

Success will be determined through metrics. Metrics are stated in the PWSs of the respective MM, PES, and OH PBL segments. All four segments are described conceptually below.

4.1 Material management segment. The Material Management (MM) segment provides worldwide logistics support that will establish and operate a responsive parts pipeline, and technical support call center. Performance metrics are calculated for four regions around the world using real world performance data. MM requires the Contractor to manage the process of acquisition, repair, shipping, handling, and storage of Halvorsen parts to support the fleet of Halvorsens. MM requires the Contractor to provide round the clock technical support worldwide to all Halvorsen locations.

4.2 Program engineering support segment. The Program Engineering Support (PES) segment provides dedicated systems engineering for configuration control of the engineering design (drawings) and technical documents (technical orders, time-compliance technical orders (TCTOs), service bulletins, safety assessment reports, etc), maintenance of technical documents, establishment and maintenance of a metric database, establishment and maintenance of electronic tools for reporting system measurements, generation of TCTOs or service bulletins, resolution of deficiencies (corrective actions), resolution of diminishing manufacturing sources and material shortages (DMSMS), development of new capabilities and improvements, technology insertions, test and evaluation, field data reduction, engineering field support, recommendation and implementation of reduction of total ownership cost (RTOC) initiatives, and management of a product lifecycle management (PLM) system that enables the seamless flow of information across the organization. PES ensures operational safety, suitability,and effectiveness (OSS&E) compliance.

4.3 Vehicle overhaul segment.

4.3.1 Overhaul qualification. The Contractor will qualify its overhaul line before acquiring any low-rate or full-rate overhaul contracts. Two Halvorsens will be supplied to the Contractor for this qualification effort.

4.3.2 Low-rate overhaul. The low rate overhaul segment overhauls Government Furnished Equipment (GFE) Halvorsens supplied from the field at a lesser rate than full rate occurring typically in the first two years after qualification, and maintains the overhaul manual for future competitions.

4.3.3 Full-rate overhaul. The full-rate overhaul segment overhauls GFE Halvorsens supplied from the field at rates much higher than low-rate, and maintains the overhaul manual for future competition.

4.4 Unscheduled depot level maintenance/modification segment. The unscheduled depot level maintenance (UDLM)/modification (MOD) segment provides for depot repair/modification of the Halvorsen system beyond the capability of the field, and is performed at the Contractor’s facility and/or at the field location(s). These actions normally are the result of upgrades, new capabilities, material deficiencies, accidents, abuse, wartime damage, etc. The Contractor will provide cost estimates/firm proposals as requested by the US Air Force, and UDLM/MOD will be executed with issuance of separate task orders.

4.5 Contract Work Breakdown Structure (CWBS). Below is provided the Contract Work Breakdown Structure (CWBS) levels 1 and 2. The Contractor will develop levels 3 and below as necessary to accomplish all tasks.

4.6 Four regions worldwide for calculating performance. It is anticipated Halvorsens will be fielded at approximately 160 locations around the world, and will be subject to deployment to additional locations as well as subject to “exercise” deployments. The individual locations may have a mix of active and war readiness Halvorsens. The Halvorsen fleet is divided into four regions for the purpose of calculating regional performances. The four regions are Eastern, Western, Continental United States (CONUS)- North, and CONUS- South. See attachment 23 of the contract for the definitions of the four worldwide regions.

4.7 Contractor Manpower Reporting Application (CMRA). The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

4.7.1 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.

4.7.2 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and Contractors are available at the Army CMRA link at http://www.ecmra.mil.
