1.0 Description of Services
1.1 OVERVIEW OF SERVICES
This performance work statement identifies requirements for repair of the AN/USM-670 Joint Service Combat System Tester (JSECST) Core Test Set (CTS). The JSECST consists of the CTS system, Test Program Set (TPS), TPS Antenna Coupler Sets (ACS), Test Program Interface Hardware (TPIH), and the Software Development Station (SDS). The primary purpose of this effort is to meet the requirements for the JSECST CTS repair. This includes analysis, problem investigation, problem resolution, regression, validation, and integration testing. The hardware repair provided by the contractor shall be accomplished at the contractor’s facility.
1.2 BACKGROUND
The AN/USM-670 provides an end-to-end (ETE) functional testing capability to determine the status of Electronic Combat (EC) systems installed in or on operational aircraft. It automatically determines Go/No-Go status of the EC system with minimal technician interaction. In cases where the EC system has a critical fault, the AN/USM-670 detects the failure by identifying the ETE test that failed and providing the diagnostics to isolate the failed aircraft transmission line path/component or Line Replaceable Unit (LRU). The AN/USM-670 can be operated in an automatic or manual mode to provide the identification and isolation of failed EC systems. The manual mode can be used when the built-in test (BIT) of the EC system, the automatic mode of the AN/USM-670, and other O-level support equipment cannot determine the cause of the failure.
1.3 SERVICES REQUIRED
Specific services to be provided are as stated below:
1.3.1 CTS Support and Repair
1.3.1.1 Consumables
The contractor shall purchase and provide consumables and supplies as needed for CTS facilitating the repair.
1.3.1.2 CTS Repair
The contractor shall provide depot level repair of failed Core Test Set (NSN 4920-01-461-6316) to include verifying/troubleshooting operational failure of tester, components and subassembly replacement, component calibration, minor paint repair (touch up), and any other hardware repairs and/or corrosion control to return tester to service in accordance with technical specifications as detailed in the applicable technical orders. These services shall also include system calibration, integration and operational verification of core test set. (Ref. Table I) The contractor shall provide a detailed report of what repairs are required 15 days after receipt of an “F” condition asset (CDRL A007, Data Item Description, DI- ILSS-80386, Repairable Item Inspection Report). The turnaround time (TAT), dock to dock for the repair shall not exceed 90 days after receipt of an “F” condition asset. Exceptions will be submitted to the

Program Manager and PCO for items not anticipated in normal repair. The Contractor shall ensure that no changes will be made to the form, fit, or function of the assets without garnering approval by the Government beforehand by ECP (CDRL A004, Data Item Description, DI-CMAN-80639C, Engineering Change Proposal (ECP) and CDRL A005, Data Item Description, DI-CMAN-80642C, Notice of Revision (NOR)). The contractor shall allow monitoring of this effort by WR-ALC/GRNE Government personnel or their designated representatives. This includes access to facilities, meetings, and documentation used to accomplish the work. Any documentation or software purchased, or developed to accomplish or contribute to the accomplishment of this PWS shall be government property and shall be delivered to the government within 10 days of a specific request from WR-ALC/GRNE, or if not requested, upon completion or termination of this PWS. The contractor shall familiarize themselves with, and hence abide with, all the applicable security procedures. (see paragraph 3.3)
1.3.1.3 Government Industry Exchange Program (GIDEP)
Government/Industry Exchange Program (GIDEP) Contractor Requirements in GIDEP. The Contractor shall be required to submit all appropriate data requirements to GIDEP as it is generated in accordance with the Contract Data Requirements List (CDRL) of this contract. Part, component, material, equipment, or manufacturing process deficiencies (actual or potential) shall be reported to GIDEP. The contractor shall maintain a record of the status and disposition of all Alert/Safe Alert reports. (CDRL A002, Data Item Description, DI-QCIC-80125B, GIDEP Alert Report) and Response to an Alert/Safe Alert (CDRL A003, Data Item Description, DI-QCIC-80126B, GIDEP Alert Response)
1.3.2 Program Management and Reviews
1.3.2.1 Monthly Status Reports

1.3.3 Technical Order Updates
The Contractor shall update the AN/USM-670 system Technical Orders 33D7-13-229-1, 33D7-13-229-2 and 33D7-13-229-4 to ensure that system hardware changes, if any, are accurately identified. The Government will determine the method of releasing change documentation to the field user. The performance and system safety of the AN/USM-670 shall not be impacted. The contractor shall take a design approach to minimize impact to software, hardware, and technical orders associated with the existing test station and Unit-Under-Test (UUT) Test Program Sets (TPSs) affected by this effort. All efforts shall be accomplished IAW best commercial practices and existing internal contractor processes.
Anticipated system specification changes will result from improvements to both hardware and software performance. [CDRL A006, Data Item Description, TM-86-01N, Technical Manual Contract Requirements (TMCR)].
Contractor shall submit new procedures in contractor format. Table I below lists the Technical Orders (TOs) that are to be covered.

Reliability 1.3.1.2 No more than 20% failures of repaired units will have validated Product Quality Deficiency Reports (PQDR’s) within a single contract year
Repair Turn Around 1.3.1.2 The contractor has 90 days TAT from the time the item hits their dock to repair ninety percent (90%) of the assets. The remaining ten percent (10%) must be repaired within 120 days TAT.
We are defining Turn Around Time (TAT) as the time the item hits their dock and when that same item leaves their dock.
3.0 GOVERNMENT REQUIREMENTS
3.1 Government Furnished Property and Services
The Government is providing Government Furnished Property for repair for this effort.
a.) Contractor shall furnish all material and parts necessary for the repair of the end item.
3.2 Reporting Loss of Government Property
(a) Definitions. As used in this clause— “Government property” is defined in the clause at FAR 52.245-1, Government Property.
“Loss of Government property” means unintended, unforeseen, or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to—
(1) Items that cannot be found after a reasonable search;
(2) Theft;
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.

“Unit acquisition cost” means—
(1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; and
(2) For Contractor-acquired property, the cost derived from the Contractor’s records that reflect consistently applied, generally acceptable accounting principles.
(b) Reporting loss of Government property.
(1) The Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property. Reporting value shall be at unit acquisition cost.
The eTools “LTDD of Government Property” toolset can be accessed from the DCMA home page External Web Access Management application at http://www.dcma.mil/aboutetools.cfm.
(2) Unless otherwise provided for in this contract, the requirements of paragraph (b)(1) of this clause do not apply to normal and reasonable inventory adjustments, i.e., losses of low-risk consumable material such as common hardware, as agreed to by the Contractor and the Government Property Administrator.
Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
(3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to—
(i) Theft;
(ii) Inadequate storage;
(iii) Lack of physical security; or
(iv) “Acts of God.”
(4) This reporting requirement does not change any liability provisions or other reporting requirements that may exist under this contract.
3.3 COMMERICAL ASSET VISIBILITY AF (CAVAF):
CAVAF Reporting: The contractor shall report using the Commercial Asset Visibility (CAVAF) (CDRL A001, Data Item Description, DI-MGMT-81634B, Commercial Asset Visibility Air Force (CAVAF)). The contractor shall provide data related to the tasks and efforts conducted for each repairable unit. If CAVAF training is required, send an email to: 406scms.cav.af.ar@robins.af.mil. The contractor shall conduct production reporting on a daily or as transactions occur basis. The contractor shall obtain a valid DoD PKI certificate to log into CAVAF. Each user shall be required to have an Identity Certificate only; an encryption certificate is not required.
4.0 GENERAL REQUIREMENTS
4.1 External Communications
The contractor shall not divulge information related to this effort to any parties other than those called out in this PWS without written permission from the government PCO.
4.2 Government Rights

The contractor shall allow monitoring of this effort by WR-ALC/GRNE Government personnel or their designated representatives. This includes access to facilities, meetings, and documentation used to accomplish the work. Any documentation or software purchased, or developed to accomplish or contribute to the accomplishment of this PWS shall be government property and shall be delivered to the government within 10 days of a specific request from WR-ALC/GRNE, or if not requested, upon completion or termination of this PWS. The contractor shall familiarize themselves with, and hence abide with, all the applicable security procedures.
4.3 Security
1. General: Actual knowledge of, generation, or production of classified information is not required for performance of the contract. Cleared personnel are required to perform this service because security measures which are in force do not preclude access to classified information.
2. Operations Security (OPSEC): Contractor personnel will participate in the OPSEC program locally administered by the AF activity.
3. Employee Clearances: Contractor employees that need access to Government owned Automated Information Systems (AIS) will require the minimum of a Favorable National Agency Check (NAC).
Submit a Standard Form 85P (fingerprint cards if available) to the Security Team for processing.
4. Security Incidents and Violations: The contractor will immediately notify the wing security team of any actual security violation, security incident, or of any indication of a potential unauthorized disclosure or compromise of classified or sensitive but unclassified information.
5. Security Education: All full-time contractor employees occupying physical space on Robins AFB, will comply with the Security Education and Awareness program. The program consists of three components:
initial training, annual refresher training, and periodic tailored training.

4.6 Period of Performance
This effort consists of a period of performance of 12 months of core test set repair with 4 one year options.
4.7 Essential Services
The Functional Director has determined that this requirement is not Mission Essential (M-E) in accordance with DODI 1100.22, Policy and Procedures for Determining Workforce Mix, 12 Apr 10.
4.8 Green Procurement Program (GPP)
GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using appropriated funds, including services and new requirements. FAR 23.404(b) applies and states the GPP requires 100% of

EPA designated product purchases that are included in the Comprehensive Procurement Guidelines (CPG) list that contains recovered materials, unless the item cannot be acquired: a) competitively within a reasonable timeframe; b) meet appropriate performance standards, or c) at a reasonable price. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement.
4.9 Inspection of Services Clause
The Inspection of Services Clause from FAR 52.246-4 gives the right to inspect contractor performance so long as it doesn’t cause undue delay to delivery of those services.
4.10 ENVIRONMENTAL MANAGEMENT SYSTEM (EMS):

All contractors who physically perform work on Robins AFB must receive EMS awareness training.
All prime contractors must complete the training prior to beginning work on RAFB and must ensure that all subcontractors comply with this requirement.
78 CEG/CEV has already developed EMS training and it’s a requirement for military and civilians working on Robins. The policy letter made it mandatory for contractors working on Robins to complete EMS Training.
There are 3 ways contractors can complete EMS training:
1) With CAC, go to 78 CEG/CEV website and click on EMS Awareness Training, choose Option 1 https://geobase.robins.af.mil/emstraining/EMSTrainingOptions.aspx
2) Without a CAC, request a copy of EMS training from 78 CEG/CEV Workflow Mailbox.
3) If a company is ISO 14000 certified, the contractor does not have to complete Robins AFB EMS Awareness Training; however, the contractor must submit documentation to the Contracting Officer (CO) stating ISO 14000 Certification.
