About this file

This is a Sources Sought Synopsis and Request for Information (RFI) issued by the United States Air Force to identify potential contractors capable of producing and installing Line-of-Sight (LOS) Link 16 systems on MC-130J aircraft platforms. The market research targets kit manufacturing, installation, integration, and technical support at multiple Government-designated locations within the continental United States and overseas through a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract structure, with a basic period plus four option years extending through Fiscal Year 2032. The requirement encompasses program management, kitting, installations, engineering support, cyber support, travel, shipping, and sparing for associated equipment including system laptops, 1553 converters, YUBI keys, cooling fans, and notch filters.

Responses must be submitted electronically no later than 4:30 PM EST on November 5, 2026, to the identified government contacts. The Government anticipates sole-source award to Sierra Nevada Corporation (SNC) due to proprietary data and specialized engineering expertise requirements, though this market research seeks to identify alternative sources. Contractors must furnish all materials, support equipment, tools, and test equipment while maintaining quality standards equal to or exceeding original specifications. The requirement demands Secret-level security clearance with no foreign participation allowed. Respondents should provide documentation supporting their capabilities in system integration on MC-130J platforms, Link 16 technical expertise (including TRAX, WinTAK, Radio Controller, DisCorT, and IMoM systems), Air Force System Inoperability Testing (AFSIT) and Joint Interoperability Testing (JIT) compliance experience, Federal Aviation Administration Temporary Frequency Assignment (TFA) requirements knowledge, and logistics reach-back support capabilities involving government and Original Equipment Manufacturer technical data access. Small businesses are encouraged to participate, and joint ventures or teaming arrangements are explicitly encouraged.

Sources Sought Synopsis:

Production and Installation of the Line-of-Sight (LOS) Link 16 system on MC-

130J Platforms

This market survey is being conducted to identify potential sources that may be able to provide production kits and installation for the United States Air Force (USAF) MC-130J aircraft platform hereby referred to as MC-130J. This installation, integration, and support of a Line-of- Sight (LOS) Link 16 capability on MC-130J aircraft at multiple Government-designated locations. This support will provide the USAF MC-130J System Program Office (SPO) technical expertise, access to Original Equipment Manufacturer (OEM) proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques as required to adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the MC-130J platform. Sole source to Sierra Nevada Corporation (SNC) is anticipated due to the lack of proprietary data and engineering expertise needed to perform this support effort. SNC is the only known sole qualified source for this requirement. The level of security clearance is secret and no foreign participation is needed for this requirement.

The Contractor will be required to furnish all material, support equipment, tools, test equipment, and services. The Contractor will be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey does not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

In accordance with RFO 15.101:

a. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

b. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

c. This Request for Information is issued for the purpose of market research.

INSTRUCTIONS:

1. Below is a document containing a description of the MC-130J Link 16 Indefinite Delivery Indefinite Quantity requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

Questions relative to this market survey should be addressed to PCO Phillip Russell (phillip.russell.9@us.af.mil) and Courtney Showers (courtney.showers@us.af.mil).

Production and Installation of the Line-of-Sight (LOS) Link 16 system on MC- 130J Platforms

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources of expert knowledge, drawings, technical data specifications, proprietary data, analysis and reports pertaining to MC-130J aircraft as requested by the Government. The Contractor will be required to provide kit manufacturing and installation of the Link 16 system for which the Government does not have the expertise necessary to take such actions independently.

This requirement is for kit procurement and installation. Our strategy is a five-year contract (basic plus four option years) and will continue through FY32.

The Government requires installation, integration, and support of a Line-of-Sight (LOS) Link 16 capability on MC-130J aircraft at multiple Government-designated locations, CONUS and OCONUS. These requirements will be determined for each task order and may include, but are not limited to, program management, kitting, installations, engineering support, CLIN structure, Cyber support, travel, shipping, and sparing for associated equipment such as system laptops, 1553 converters, YUBI keys, cooling fans, and notch filters.

The Contractor shall perform the installation, integration, inspection, testing, documentation, and related technical support necessary to provide an operational LOS Link 16 capability in accordance with Government-approved engineering and technical data.

The Contractor shall verify compatibility and interoperability among the LOS Link 16 capability, the Airborne Mission Networking (AbMN) system, and other affected MC-130J aircraft systems and software. Each subsequent task order will identify the applicable aircraft, installation location, schedule, configuration, technical requirements, deliverables, and acceptance criteria.
