1.0 SCOPE
This Statement of Work (SOW) details the effort required to manufacture C-130H/J Loadmaster Crashworthy
Seat (CWS) Lower Mounting Fixture kits based on an already approved technical data package (build to print). A production kit is defined as follows: all parts and hardware required to install Lower Mounting
Fixtures on fielded CWS. Each production kit will contain the material required to modify one CWS with a replacement Lower Mounting Fixture. The Contract will require delivery of two hundred fifty (250) production kits.
2.0 BACKGROUND
A select number of C-130H/J CWS were manufactured using a Lower Mounting Fixture that was not manufactured in accordance with applicable standards. As a result, the affected components are subject to degraded performance or failure in the event of a crash or hard landing. This represents an unacceptable risk to the safety of aircrew required to utilize the CWS in performance of their military missions. The purpose of this effort is to supply CWS modification kits that will restore the designed safety performance for C-130H/J aircrew members.
3.0 GOVERNMENT FURNISHED PROPERTY and GOVERNMENT FURNISHED EQUIPMENT
3.1 All residual government-furnished drawings shall remain the property of the Government upon completion of the Contract. Contractor-furnished materials used for deliverables shall become the property of the Government upon receipt of the deliverables.
3.2 Any records, data, files, documents, and working papers provided by the Government or generated by the
Contractor in support of the contract are Government property and shall be returned to the Government.
4.0 GENERAL INFORMATION
4.1 The CWS Lower Mounting Fixture modification consists of a single modification kit. Field maintainers replacing the lower mounting fixtures will ensure the affected seats will meet system performance requirements in accordance with existing technical manuals.
4.2 The Contractor shall identify the CWS Lower Mounting Fixture modification kits with the following component kit/part numbers:

From Drawing 201112644
The Lower Mounting Fixture kit requires preassembly of the alignment studs to the mounting bracket. In accordance with drawing 201112658 install studs (P/N 295472-3-5) to mounting brackets (P/N 201112659-
01).
4.3 The Contractor shall be responsible for the completion of all tasks required by this SOW, shall implement all plans required by this SOW, and shall not deviate from an approved Government document without written permission from the Government Procurement Contracting Officer (PCO). Existing data, documentation, reports, or other data that apply to this program shall be used to the fullest extent possible.
4.4 Relationship of Contractor with sub-Contractors/Vendors: The Contractor shall levy on sub-Contractors and sub-vendors the same requirements for CWS Lower Mounting Fixture modification kits as are levied on them by this contract. This requirement shall apply at all tiers of sub-Contractor/vendor levels associated with the effort.
4.5 Reporting Proprietary Constraints: All reports and their content delivered to the Government shall become property of the Government and will be free of any proprietary constraints.
