About this file
This document appears to be a set of questions and answers related to Solicitation FA8501-25-Q-0002 for a Group Exercise Contract Manager (GECM) at Robins AFB.
The key details are:
- The GECM will provide expertise to operate a group exercise program at the Robins AFB Fitness Center, with classes held at the main facility and annex.
- There is no specific maximum number of personnel allowed, but the SOW requires a minimum of 15 classes per week, with typical class sizes of 20-25 students.
- The contract has no established dollar threshold, and the previous contract (FA850121P0003) was with T D SUPPORT SERVICES CORP for a total of $111,021.28 over multiple years.
- The contractor will be responsible for hiring instructors, and the GECM does not need to be present for all classes. The government will determine the class schedules and coordinate with the contractor.
- Pricing should be based on 55-minute classes, as the government currently does not have 30-minute classes. The SOW states 30-minute classes would be paid at half the 55-minute rate.
- The GECM must be available to be contacted, but is not required to be a full-time equivalent. The contractor has flexibility in how the GECM is compensated.

Text version
1. What is the maximum number of personnel allowed under this contract? None. There is not a infinite amount of classes and slots. In this case the SOW identifies a minimum of 15 classes per week, however the contractor can manage his number of instructors to cover these classes is on them.
2. What is the maximum number of students or members in the class or program? Generally, 20-25 in most cases.
3. Are there specific times established for each labor class, or do I have the flexibility to set the times? Specified in the SOW – The classes must meet the suggested range of times, days and themes as designated by the FPC or designee. Times will be concentrated for early morning, lunchtime, and after work hours.
4. Is there an established dollar threshold for the contract? No
5. What are the stipulations regarding holidays and vacation time? From the SOW - The GECM will not provide instruction on federal holidays, on installation family days, or energy days unless directed by the FPC or designee.
6. Who was the previous incumbent for this contract, and what was the total award amount?
Contract no. FA850121P0003 - T D SUPPORT SERVICES CORP PP Unit Amount Classes Totals 21-22 $26.96 915 $24,668.40 22-23 $26.96 915 $24,668.40 22-24 $26.96 915 $24,668.40 24-25 $26.96 915 $24,668.40 25-26 $26.96 458 $12,347.68 $111,021.28
7. New Requirement or Continuation: Is this a new requirement, or is there a current or previous contractor handling similar services? See answer 6
8. Is there already a class schedule in place at Robins AFB or will the Group Exercise Manager implement this? Yes, there is one already in place – we will determine class schedules and coordinate with the contractor.
9. Will instructors be hired under this contract as well, since this is mentioned under the PWS, or is this only for the manager? We do not hire instructors – the contractor will do that.
10. For consideration: If the GECM is a full-time equivalent, then changing Pricing Item 0001 to a set amount of support hours per year, such as 1920, may solve any need to outline the ratio of 55-minute classes versus 30-minute classes - since the GECM will be an FTE supporting RAFB? From past contractors – the GECMs have never been full-time equivalent. Usually, they are given a portion of the awarded contractors price per class as agreed upon by the contractor and the GECM. Also, I have had incidents where the contractor will manage the contact solo, and not utilize a local GECM - most contractors are not local, so this is not usual. It is entirely up to the contractor regarding if and how remuneration is given to their GECM. There is no bearing regarding ratio of 55-minute classes versus 30-minute classes. And as also mentioned below, we presently do not have 30 min classes.
11. This SOW Page 2, A2.13 paragraph references that instruction for three special events should be provided by the GECM at no additional cost to the government. Please confirm that this additional support is at no additional cost. Yes, as written. This would be coordinated when required.
12. The SOW Page 2, A2.11 paragraph mentions a minimum class load of 15 classes weekly. Do you have a breakdown of how many would be expected at each location and if any of those class times would overlap? Yes, as will be coordinated with eventual award winner. Presently though, we are only conducting classes in our main facility and not the annex. Additionally, very few classes are overlapping – when there are overlapping situations, we would coordinate with the contractor before we offer the class and ensure they can be covered.
13. This SOW Page 2, A.2.10 paragraph references 55 minute and 30-minute classes and states that payment for 30-minute classes will be half the full class amount. We assume both the 55 minute and 30-minute classes are included in the 780 sessions in Item 0001. In order for offerors to price appropriately, can the Government provide a breakdown of 55-minute classes and 30-minute classes? By doing so, pricing will be reflective of this breakdown or ratio. Presently, we do not have 30-minute classes, as stated in the SOW, the 30-minute class will be half of the 55-minute class – so only the 55 minutes classes are counted in the CLIN, but if we have 30 min classes, the total of those classes would be halved from the 55 min ones.
14. How many trainers/instructors need to be recruited? Entirely up to the contractor
15. Should all classes be beginner friendly classes? Classes are normally and should be designed where different levels of intensity can be integrated from beginner to advance
16. Are there reasonable deadlines for the special events? Yes, we actively coordinate with the contractor before we have these events
17. Should the pay for the instructors be included in the Quote? Not required for us
18. Does the GECM have to be present at all times? No, but must be easily available to be contacted
19. Will the GECM had to come up with the different types of classes that will be held on his/her own? We will determine types of classes
