C. Vendor Question:

1. Are Scaled Drawings available, if so please post.

2. Are Ceilings Suspended? Or Hard Lid?

3. Are there existing Cable Trays for wiring above ceilings?

4. Can Existing Wiring be utilized?

5. Is a “UPS” required? If so, What Time/Power Duration is required?

6. Are “Or Equal” Equipment substitutions allowed?

7. Is “Plenum Wire” acceptable?

8. Is “After Hours Access” for said work, available to contractor at no add’l cost to the

Gov’t?

9. What is the height of Exterior Cameras? (If any)

10. Please provide/post other “Q & A” requests.

D. Answer/USG Response:

1. Drawing posted to solicitation as Attachment 4.

2. Ceilings are suspended acoustic tiling.

3. There are existing cable trays, however they are dedicated for comm lines. Conduit has been pre-installed for IDS sensors and is referenced in the drawings. (SOW Paragraph 3.1.1.5, 3.1.1.6)

4. Existing wiring can be utilized. (SOW Paragraph 3.1.1.2, 3.1.2.2, 3.1.3.2.)

5. A UPS/battery backup is required for the alarm premise control and will provide at least 24 hours of backup power. (SOW Paragraph 3.1.1.7)

6. Or equal substitutions are allowed.

7. Plenum wire is required.

8. After hours access is not available.

9. No exterior cameras are required for this project. All cameras required are interior.

Locations of cameras is denoted in the drawings.

C. Vendor Question:

1. Please provide drawings and a statement of equipment requirements (your desired functionality.)

2. What is the name of the incumbent, if any, who installed previous versions of these systems and/or who may have worked on them?

3. What is the most recent contract number for this work, if any?

4. Are there any recent preventative maintenance, test or other information, if any, that would provide further insight into the system status?

1. Drawing posted to solicitation as Attachment 4. The security system requires at a minimum:

a. High Security Switches on the doors to the A2, A3RZ, and A3NN areas as well as the emergency exit for the A2 area.

b. Motion sensors covering the same doors.

c. Glass break sensors in the A2 and A3RZ areas.

d. Premise Control Units and battery backups with 24 hours capacity (wall mounted cases have been installed).

If possible, the users of the alarm systems should be able to conduct an access audit. The system must be compatible with the system used by the Base Security Forces.

The CCTV system will include:

a. Cameras outside each door (A2, A2 emergency exit, A3RZ, A3NN, and Entrance to the Corridor (room 269).

b. Each room will have a monitoring station that will display the cameras covering their entrance as well as the room 269 camera.

c. No cameras will be placed inside the secure areas and the station will not have recording capabilities.

The Access Control will include:

a. Badge reader/PIN pad at the doors to each secure area and the door to room 269

b. Each area will control access to their doors. The users in the A2 area will also control the door to room 269.

c. The users in the A2 area will also have a badge printer and will issue badges for all areas.

d. Rough ins have been done to all the doors.

2. This is a new facility. No previous systems have been installed.

3. No previous contract for this project.

4. None that are applicable.

3). A. SOW Reference: Paragraph 1

B. Vendor Comment: The SOW doesn’t provide enough information to develop a complete drawing for the IDS, ACS, or CCTV.

C. Vendor Question: Can the customer provide a system drawing plan or a list of required equipment for each of the three areas?

D. Answer/USG Response:

Drawings are posted to solicitation as Attachment 4. Products provided must be on the

USAF CMD approved list, must meet standards outlined in IC Tech Spec for ICD/ICS 705, Chapter 7, and must be compatible with the overall base alarm system.

4). A. SOW Reference: N/A

B. Vendor Comment: This is referenced as an RFQ and doesn’t have enough content to support that. There are references to attachments with no attachments. Drawings or drawings, etc. There is no reference as to whether the products provided need to be on the USAF CMD approved list.

Nothing noted to NDAA/TAA compliance. There is no reference to a site visit or walk through.

Products provided must be on the USAF CMD approved list, must meet standards outlined in IC Tech Spec for ICD/ICS 705, Chapter 7, and must be compatible with the overall base alarm system. Pre-award site visit will not be conducted.

1.Can a site walk be done before submitting to a bid?

2. Are there specs on the existing system?

3. Avigilon, Verkada, Software House, Axis Kantech, Exacq, DSC, Honeywell, Bosch, ETC.

4. Can you provide the blueprints for the building?

1. Pre-Award site visit will not be conducted.

2. There is no existing system.

3. Equipment must meet standards outlined in IC Tech Spec for ICD/ICS 705, Chapter 7 and must be compatible with the overall base alarm system.

B. Vendor Comment: The SOW does not mention the quantities or locations of each of the three sites, it just notes that we will need to install separate access control, CCTV, and intrusion detection systems respectively. Thank you, we simply need to know the building locations and quantities needed per building.

C. Vendor Question: We were wondering if you could please provide us the names of and drawings for the three (3) sites on Robins AFB that make up Notice ID FA8501-23-Q-0008?

1. Are the systems offered in response to this requirement, limited to the Non-Nuclear

Configuration Management Database (CMD) Equipment List?

2. Is there a more recent version of the CMD than the one attached?

1. Yes.

2. No.

While referenced, the Non-Nuclear Configuration Management Database (CMD) Equipment Approval memorandum is not available for release until the contract is awarded. General requirements for alarm system components are outlined in ICS/ICD 705 ver 1.5 and UFC 4-021-02. Proposals shall be based on these documents. Systems shall also meet UL 2050.
