This RESTRICTED ACQUISITION is set –aside for HUBZone firms. The Associated NAICS codes 238220 and the size standard is $15M in accordance with FAR 4.1102 and DFARS 252- 204-7004, Alternate A, System for Award Management (SAM) the contractor must be registered in SAM prior to award. Offeror may obtain information on registration at https://www.sam.gov.
Additionally, prime contractors must be U.S. owned entities.
The Mechanical-Electrical Indefinite-Delivery Indefinite-Quantity (IDIQ) construction contract provides mechanical and electrical maintenance in support of real property specific to Robins Air Force Base, Georgia. Work will consist of a broad range of maintenance, repair, alteration, and/or new construction work on various real property facilities. Type of work the contractor can expect (not all inclusive): HVAC repairs/renovations/upgrades, HVAC controls, hot water/chilled water/steam underground distribution, fuel distribution systems (underground lines and tanks), gas/electrical/oil-fired boiler repairs/replacement, primary and secondary electrical, electrical repair/upgrades, generators repairs/replacements, airfield/interior/exterior lighting repair/renovations/upgrades, lightning protection systems, fire suppression, fire alarm/mass notification system repairs/renovations/upgrades. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual Task Order.
Contract POP: One 5- year ordering period with no options.
The estimated magnitude of the entire Mechanical-Electrical IDIQ is NTE $95 million maximum. The value of individual Task Orders is typically $2,000 to $5,000,000. However, there is a potential that Task Orders may be more or less than this range.

2. There is no fee for this solicitation.
3. Please pay particular attention to the new Mech-Elec Statement of Work, Sections L & M of the RFP as they contain changes from the previous Mech-Elec contract competed in the past. This acquisition will be utilizing the Lowest Price Technically Acceptable (LPTA) source selection procedure.

4. Contractors shall be capable of securing bid bonding in the amount of $3.8M.
Additionally, Performance and Payment Bonds shall be required up to the full amount of individual TO’s over $35,000.
5. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
