GOVERNMENT FURNISHED FACILITIES/EQUIPMENT/MATERIALS
FACILITIES
1. The government will furnish the contractor the following facilities:
Building 1346, Warner Robins Street
Office, shop, and restrooms (6,225 square feet)
Compost shed, with office and restroom located behind Building 1555 on 14th Street
2. The contractor shall maintain government furnished facilities to the same standard as similar areas occupied by the government. building.
No grass clippings or other debris will be put in the drain located on the southeast corner of the building.
3. The contractor will be allocated parking adjacent to Building 1346
4. Building 1346 is designated as a “non-smoking” facility. Smoke-break areas will only be outdoors and away from common points.

ROBINS AFB CHEMICAL SPRAY PLAN
A. Accidental Spill Procedures
1. Reporting Spill
a. Report spill to Civil Engineering Service Desk at 926-5657.
2. Clean Up
a. Use appropriate personal protective equipment during clean up
b. Dike spill to prevent chemicals from entering waterways or low areas
c. Cover spill with absorbent material
d. Shovel or sweep up absorbent material
e. Place debris in approved chemical drum(s)
f. Cover and label drum(s)
B. Personal Protective Equipment
1. Chemical goggles or face shield
2. Rubber gloves and boots
3. Long-sleeve shirt and pants or disposable Ty-vek suits
4. Hat or appropriate head cover to protect from mist or dust
5. NIOSH approved dust mask (TC-21 C) or chemical cartridge respirator with organic vapor
cartridge (TC-23C).
6. Other protective equipment required by the pesticide label.
C. Chemical Storage
1. All chemicals will be stored in a well-ventilated area on a leak proof pallet
2. All chemical containers will be kept tightly closed when not immediately in use
D. Spraying Procedures
1. Chemical inventory will consist of Primo and or Oust and or Embark.
2. All pesticides shall be applied in accordance with the pesticide label instructions.
3. Chemicals will be mixed according to manufactures recommendations.
4. Contractor will request five day forecast from Base Operations for pre-planning.
5. Spraying will be postponed if rain or high winds are forecast. The contractor will
coordinate with Base-Ops to get environmental conditions prior to spraying.
6. A 50 foot no-spray buffer shall be maintained around all water sources.
7. During and after spraying, residential areas and sports fields will be marked as to time of
safe re-entry.
8. Spray equipment operator must be fully qualified and licensed by the State of Georgia
Department of Agriculture for pesticide application.
9. All spray equipment will be cleaned/washed at the Entomology Shop.
10. Empty chemical containers will be disposed of using current local procedure.
11. Report to 78 CEG/CEIE the pounds of active ingredients of pesticides applied.

ON BASE STORAGE FACILITIES FOR GASOLINE AND DIESEL FUEL

AFI 23-204 Organizational Fuel Tanks
1. Signs on the tank must identify the contents, the capacity, and whether the contents are flammable or combustible.
Other signs, which shall be on the tank or next to it must include "No Smoking Within 50 Feet," the name and phone number tank,
of the contractor, the project number, the name of the person who is the point of contact for the tank, and his/her phone number in case of an emergency,
2. The contractor must prepare a site specific spill plan and provide a copy of it to WR ALC/EMO. The contractor will also be responsible for proper notification
documentation, and cleanup of any spills of fuel, at no additional cost to the government. Employees must be aware of proper procedures in the event of a spill
or fire, call 911, block all drains and evacuate the area. They should also be trained to use emergency spill response equipment (for a small spill),
emergency first aid, etc.
3. The contractor will be responsible for the removal and proper disposal of any precipitation that collects inside the tank berm. This will include analyzing the liquid
for hazardous constituents if there is a visible sheen on the water’s surface.

APPENDIXJ – DEFINITIONS
1. Scalping – areas where the grass is mowed too close to the ground because of uneven ground underneath. When grass is mowed too close
to the ground, it frequently appears as an unsightly yellow scar. Typically, scalping occurs when mowing on hill sides and around obstacles
on uneven terrain.
2. Seed Head Inhibitor – an agent or combination of agents applied to grass areas prone to the production of seed heads to suppress the seed heads
and reduce the frequency of mowing required.
3. Rutting – visible marks left on the grounds from the wheels of mowing and edging equipment.
4. Topping – The reduction of a tree’s size using heading cuts that shorten limbs or branches back to a predetermined crown limit. Topping is not
an acceptable pruning practice.
5. Lion’s Tailing – The removal of an excessive number of inner, lateral branches from parent branches. Lion’s tailing is not an acceptable
pruning practice.
6. Types of Pruning:
a. Cleaning – Selective pruning to remove to remove one or more of the following parts: dead, diseased, and/or broken branches.
b. Thinning – Selective pruning to reduce density of live branches.
c. Raising – Selective pruning to provide vertical clearance.
d. Reduction – Selective pruning to decrease the height and/or spread.
7. Branch Bark Ridge – The raised area of bark in the branch crotch that marks where the branch and parent meet.
8. Caliper – The diameter of a tree measured at a point 6 inches above the ground line if the resulting measurement is no more than 4 inches.
If the resulting measurement is more than 4 inches, the measurement is made at a point 12 inches above the ground line.
9. Diameter Breast Height (dbh) – The diameter of a tree measured at a point 4.5 feet above the ground line.
10. Trimming – Cutting of grass and other vegetation around grounds obstacles that prevent mowing.
11. Distinguished Visitor (DV) / Special Cut - Grass cutting in high profile areas of the base such as ceremonial areas,
ornamental areas, distinguished visitor routes, quarters, and entrances. A DV cut is generally performed more frequently than
other cuttings and the height range specified is usually smaller. Grass clippings are removed from the area and the end result is
uniform in appearance, well-manicured and complete.
