About this file
This is a Problem Statement for a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Lifecycle Management Center Joint Base San Antonio (Solicitation Number FA8307_RFI_26_UPCAS) seeking innovative commercial solutions to manage and validate high-volume data streams under the SchemaOne data standard. The Government requires vendors to demonstrate capabilities across four primary pillars: (1) Lifecycle Leadership & Governance, including 24/7/365 on-call support to address critical schema failures and ingestion blockers in real-time; (2) Intelligent Data Mapping to ensure consistency in field names and formats across disparate data sources; (3) High-Fidelity Transformation to convert raw source data into SchemaOne-compliant formats with minimal latency and high-availability failover; and (4) Continuous Validation & 24/7 Health Monitoring to proactively detect irregularities and trigger automated alerts. The underlying problem centers on managing consistency across diverse, voluminous datasets flowing continuously, where manual mapping and validation create bottlenecks and out-of-cycle data breaks occurring outside standard business hours result in data loss or corruption.
A key differentiator for proposed solutions is the integration of AI and machine learning capabilities to enhance operational efficiency and support on-call responders. Vendors must demonstrate how AI/ML will augment on-call responsiveness through AI-driven diagnostics providing root-cause analysis for data failures, reduce time-to-field for new dataset production transitions, and minimize false positive alerts to ensure 24/7 on-call resources focus on genuine mission-critical issues. The solution must address the challenges of configuration drift and data acquisition irregularities while maintaining the integrity of the SchemaOne standard across time-series logs and cyber threat intelligence (CTI) ingestion.

1. Purpose and Objective The US Government (Caspian Team at UP) is seeking innovative commercial solutions to manage, standardize, and validate high-volume data streams. The primary objective is to maintain the integrity of the SchemaOne data standard while leveraging automation and dedicated 24/7/365 on-call technical expertise to accelerate the ingestion of time-series logs and cyber threat intelligence (CTI).
2. The Problem Currently, the Government faces challenges in maintaining consistency across diverse, voluminous datasets that flow at all hours. As data sources evolve, the manual effort required to map and validate data creates bottlenecks. Furthermore, out-of-cycle data breaks and schema drifts occur outside of standard business hours, leading to data loss or corruption. We require a partner who can eliminate configuration drift and data acquisition irregularities via a solution that includes 24/7/365 operational monitoring and immediate on-call remediation to ensure the reliability of mission-critical data.
3. Desired Outcomes & Technical Requirements The Government is looking for vendors to demonstrate capabilities in the following four pillars:
· Lifecycle Leadership & Governance: Provide end-to-end management of the SchemaOne standard. This includes maintaining the framework and facilitating stakeholder alignment through the CCB. Vendors must provide a 24/7/365 on-call support structure capable of addressing critical schema failures or ingestion blockers in real-time.
· Intelligent Data Mapping: Deliver a scalable solution to map ingested datasets to the SchemaOne specification. The solution must ensure absolute consistency in field names and formats across disparate sources.
· High-Fidelity Transformation: Provide a robust mechanism to transform raw source data into SchemaOne-compliant formats with minimal latency and high-availability (HA) failover.
· Continuous Validation & 24/7 Health Monitoring: Implement a solution to continuously validate ingested data. This system must proactively detect irregularities and trigger automated alerts to on-call personnel, ensuring that configuration drift is corrected immediately, regardless of the hour or day.
4. AI Enhancement & Efficiency Criteria A key differentiator for proposed solutions will be the integration of AI to drive operational efficiencies and support on-call responders. The Government expects the vendor to demonstrate how AI/ML will:
· Augment On-Call Responsiveness: Use AI-driven diagnostics to provide on-call engineers with instant root-cause analysis for data failures.
· Reduce Time-to-Field: Accelerate the transition of new datasets into production.
· Minimize Error & Fatigue: Use automated reasoning to reduce the volume of "false positive" alerts, ensuring that 24/7 on-call resources are focused on genuine mission-critical issues.
