Section B: Description of the Supplies/Services Required

The AFLCMC/HNCMSP Office request the purchase of an Extended Warranty Contract Agreement on the Revolution X-ray machine serial number 0341.

Warranty agreement will provide certified service ensuring X-Ray machine meets industry safety standards. No current method in place to very X-Ray machine proper operation (safety) possibly creating a health hazard and COMSEC equipment utilized for national defense will be adversely affected due to improper maintenance of X- Ray machine.

Nikon Metrology, Inc. was identified as the only source that can meet the government's minimum requirement.

All sources were considered and fully vetted during the acquisition process. After all the data was compiled and reviewed, Nikon Metrology, Inc. is the only source that meets the government's minimum requirements.

Section C: Justification for Soliciting from a Single Source

Based on market research, Nikon Metrology is identified as the only source that can meet the government's minimum requirement. All sources were considered and fully vetted during the acquisition process. X-Ray machine is utilized to verify integrity of one of a kind Nuclear Surety asset. Original OEM (Nikon) has installed and maintained all testing since inception.

All prior testing has utilized Nikon services. Information regarding potential sources is gained through trade shows; review of periodicals, professional publications, Internet and through direct communication with possible sources.

Nikon Metrology, Inc. is the Original Equipment Manufacturer (OEM) of the Revolution X-ray machine and the government does not own any data or technical drawings to support competition at this time.

Section D: Efforts to Obtain Competition

Nikon Metrology, Inc. is the Original Equipment Manufacturer (OEM) of the Revolution X-ray machine that was purchased in FY-2008 and no other contractor can support this product or service this equipment.

The Government does not own the repair data or drawings for this X-Ray machine. The drawing package is not for sale and it is not feasible for the Air force to acquire a data package and test equipment from the OEM to promote competition. In the event that repair demand increase considerably and if economically feasible, another inquiry or request to purchase the data package and test equipment will be included upon initiation of a purchase request for new procurement.

Section E: Steps to Preclude Future Single Source Awards

The Revolution X-Ray machine was purchased for a unique “Nuclear Command, Control, and Communications (NCCC)” program that is in its sixth year of sustainment. No future purchase of program X-Ray equipment is planned or funded for at this time.

In the event X-Ray equipment is required for future programs, market research will be conducted and coordinated with NCCC program office for potential sources. While there are no future plans to endorse additional vendors for this equipment, the Program Office will monitor any changes to the status of endorsement programs.

This requirement is in direct support of our customer's mission support operations. Any further delay will pose a high risk level to our customer's mission support operations.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
