Limited Sources Justification and Approval (J&A)
( See guidance at the end of this document for completing the following sections. )
I. Contracting Activity.
AFLCMC/HNCK
JBSA-Lackland AFB San Antonio, TX 78243
II. Nature and/or description of the action being processed.
This requirement is for the upgrade of the SPIRENT TestCenter Chassis which is going end-of-life to a "SPT-N11U" Chassis with the addition of 40G and 100G Test Cards.
III. Description of supplies/services required to meet agency needs.
The SPIRENT TestCenter packet generator and analyzer allows the technical experts to perform Open Systems Interconnection Reference Model layer 1-4 assessments (throughput, latency, frame loss, and burst traffic analysis) of encryptions (SONET, ATM, Ethernet, and IPv4/IPv6) devices. The chassis must be compatible with existing 6 test cards (OC-192/SONET/Ethernet, 10G Ethernet Only, 4 Port 10/100G Ethernet Fiber/Copper, 12 Port 10/100G Ethernet Fiber/Copper, OC-3/12/48 SONET).
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
IAW FAR 8.405-6(a)(1)(i)(B), “Only one source is capable of responding due to the unique or specialized nature of the work”.
The SPIRENT SPT-N11U chassis will support a variety of environments from multi-user functional testing and 40/100G performance and functional testing for IP, Asynchronous Transfer Mode (ATM), and Synchronous Optical Networking (SONET) encryptors. SPIRENT chassis unit is required because existing test cards must be interoperable with any new chassis; otherwise new test cards would also be required.
Without this capability, CCSD/HNCCI would be unable to support customers leveraging IP, Ethernet, ATM, and SONET technologies.
SPIRENT is the sole manufacture of this item and it is the only item that is compatible with the current support equipment.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The contracting officer will determine that the supplies ordered represent the best value through price comparison with similar items in the market place.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
We conducted research on the Internet, using the search engines (www.goggle.com and www.bing.com) to obtain our research data during May-June 2016.
Results indicated that: SPIRENT is the OEM and only distributor of this component. It is not available through NETCENTS-2.
OEM has GSA schedule. SPIRENT is a large business.
Limited Sources Justification and Approval (J&A)
The technical team evaluated cost of replacing SPIRENT chassis and cards with IXIA products and determined it would not be cost effective.
Source Sought was posted on FedBizOpps on 4 Aug 16. The only respondent was SPIRENT.
VII. Other facts supporting the justification.
Spirent is the only vendor capable of providing this item. It is available on their GSA contract number GS-24F-0029N
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
Continual search of the market place is done form time to time to identify newly available items and increase competition between vendors.
IX. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
X. Certification by the technical/requirements personnel.
As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
