About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI - Controlled Unclassified Information) document supporting a sole source contract award for iridium catalyst spares for the F-16 Weapon System.
The contracting activity is United States Air Force, AFSC OL-H/PZACB, located at Hill Air Force Base, Utah. The acquisition is for a new non-commercial Firm Fixed Price (FFP) spare contract for iridium catalyst spares required to sustain F-16 capabilities. The estimated unit cost and total quantity are redacted in the document. The contract action is valued at $10 million or less and will utilize 4930 - CSAG-S Working Capital funds. The sole source contractor is Honeywell International Inc. (CAGE Code: 70210), and the award is being made on an individual basis under the statutory authority of 10 U.S.C. 3204(a)(1), which permits sole source procurement when only one responsible source and no other supplies or services will satisfy agency requirements. The contract is anticipated to be a follow-on for continued production of highly specialized equipment.
The justification establishes that Honeywell International Inc. possesses proprietary technical data and unique iridium blend technology owned exclusively by the company that creates combustion and tight tolerances unique to the F-16. No commercial off-the-shelf sources exist, and reverse engineering would result in substantial cost duplication and unacceptable delays. Market research, including a Sources Sought Synopsis posted on SAM.gov (FA825226R0001, closed May 9, 2026), confirmed no alternate sources are capable of meeting requirements. The 419 SCMS program team conducted extensive market surveillance through company websites, government databases, and SME outreach. The Government does not possess rights to the necessary proprietary data and was unable to purchase data rights from Honeywell International Inc., which declined to sell the data as of May 11, 2026. The contracting officer has determined the anticipated contract cost/price is fair and reasonable in accordance with FAR Subpart 15.4. Future competition efforts may be pursued through a Source Sought Synopsis if other contractors become qualified to provide this requirement.
