REQUIREMENT TITLE: Sources Sought for Avionics Intermediate Shop Systems Support
Notice Type: Sources Sought Synopsis
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-
Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $45M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.
The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Program Details:
REQUIREMENT.
1) The Avionics Intermediate Shop (AIS) test system is a computer controlled Automatic Test System
(ATS) used to test F-16 avionics Line Replaceable Units (LRUs). The contractor must provide sustaining engineering, maintenance, and repair for the AIS series of test stations and test station components:
a) The Sustaining Engineering task provides sustaining maintenance engineering services necessary to support operational requirements for the AdC AIS, IAIS, VXI-IAIS, and R-IAIS test station suites. This includes efforts to resolve technical and/or supportability deficiencies revealed during operational service.
b) The Control & Support (C&S) and Self-Test (S-T) Software Maintenance task provides software maintenance and change implementations necessary for the operation of the C&S, S-T and
Calibration Adapter software programs for the IAIS, VXI-IAIS, and R-IAIS test stations. The need for these changes are identified during field usage, Material Improvement Projects (MIPs), Deficiency Reports (DRs), TCG projects/investigations, First Article qualifications of new components, obsolete parts resolutions, Operation Flight Plan (OFP) development, and new/updated LRU test capability development.
c) The ATE Maintenance task provides the mechanism to maintain operational capability of
Government Furnished Equipment (GFE) located at OEM facilities. Maintenance activities performed are essential to the task of ensuring the integrity, mission readiness, sustainability, reliability and maintainability of the F-16 ATE located in Fort Worth, Texas and San Diego, California. The ATE Maintenance task precludes the necessity of having to execute discrete stand-alone ATE maintenance contracts for individual sustainment, procurement, and development efforts; thereby mitigating cost, scheduling, and availability risks.
