SECTION I DESCRIPTION OF SERVICES

1.1 SCOPE:

The Avionics Intermediate Shop (AIS) Systems Sustainment Program, located in the 416 Supply Chain Management Squadron (SCMS), is responsible for ensuring the operational capability of AIS Systems worldwide through the sustainment of Automatic Test Equipment (ATE) components contained within the Advanced Computer Avionics Intermediate Shop (AdC AIS), Improved Avionics Intermediate Shop (IAIS), Versamodule Extensions for Instrumentation Improved Avionics Intermediate Shop (VXI-IAIS), and Rackmount Improved Avionics Intermediate Shop (R-IAIS) test stations. These test station components are vital to the overall health of AIS ATE located throughout seven (7) United States Air Force (USAF) Major Commands (MAJCOMs), Hill Air Force Base Depot locations (to include Support Center Pacific), and approximately 22 European Participating Air Force (EPAF) / Foreign Military Sales (FMS) countries worldwide. AIS components are sustained by obtaining vital services required to maintain ATE Full Mission Capability in support of F-16 weapon system requirements.

This Performance Work Statement (PWS) identifies and subsequently defines the services required to sustain components contained within the AIS series of test stations. The identified services/activities are to be provided by BAE Systems, Information and Electronic Systems Integration Inc., San Diego, CA; hereafter referred to as “BAE” or “the contractor”. Services to be provided include ATE Commodity Sustaining Engineering, Component Software Integration and Maintenance, and ATE Maintenance of Government Furnished Equipment/Property located at contractor facilities.

1.1.1 ATE Commodity Sustaining Engineering encompasses contract engineering efforts to resolve technical and/or supportability deficiencies for ATE components that are revealed during operational service. It includes, but is not limited to, assessing component deficiency indicators, defining the characteristics and cause(s) of such component deficiencies, determining the impact on the appropriate AIS System(s); identifying and evaluating alternative solutions; determining the preferred solution(s); and designing, integrating, and validating the preferred solution(s) approved by the Government. This effort includes all associated contractual efforts (e.g., component hardware/software maintenance, technical studies, analysis, field assistance, commodity concept/development engineering; regression and integration testing; updating technical data, etc.) which are integral to sustaining ATE components and maintaining AIS ATE in a state of operational readiness to meet F-16 weapon system requirements.

1.1.2 The contractor shall provide Software Integration and Maintenance tasks required to integrate ATE components into F-16 IAIS, VXI-IAIS, and R-IAIS Control & Support (C&S) and Self-Test Software. This includes the integration of ancillary Support Equipment to ensure ATE software meets operational requirements in support of F-16 avionics testing and repair. The contractor shall perform investigation of anomalies and implementation of software changes required to sustain the components contained within F-16 ATE, to include the IAIS, VXI-IAIS, and R-IAIS.

In order to ensure testing integrity, compatibility, and Configuration Management compliance, with no degradation to ATE configurations, the contractor shall coordinate with the 516 SMXS on deficiency resolutions that affect components common to the IAIS, VXI-IAIS, and R- IAIS test station configurations.

1.1.3 This PWS defines the contractor tasks required to perform maintenance activities for the F-16 AIS Government Furnished Equipment / Government Furnished Property (GFE/GFP) provided to BAE Systems in support of AIS System Sustainment Program requirements.

1.1.3.1 These maintenance activities are essential to ensuring the operational capability of F-16 ATE located in Fort Worth, Texas, and San Diego, California, respectively.

SERVICES DESCRIPTION SUMMARY (SDS)

2.1 PERFORMANCE OBJECTIVES

The contractor shall be responsible for the accomplishment of all Sustaining Engineering tasks necessary to support operational requirements for the established configurations of F-16 AIS test stations; software integration and maintenance tasks for F-16 VXI-IAIS, R-IAIS, and IAIS Control and Support/Self-Test software in accordance with this PWS; and performance of all maintenance tasks required to maintain GFE in a mission capable state to meet operational requirements. Maintenance tasks shall include, but not be limited to, operational testing, daily self-test, diagnostic testing, calibration; and preventative maintenance and repair of station equipment and/or associated components.

The contractor shall comply with the delivery performance requirements and other obligations as identified in this PWS. The following provides a summary of the primary responsibilities and duties of the Parties:

2.1.1 The responsible Government Program Office will:

a) Provide advance notice of program changes

b) Authorize required engineering activities (for which the 416th has been delegated)

c) Expeditiously communicate AIS ATE component user problems to the contractor

d) Provide technical direction and approvals to the contractor

e) Provide acceptance of CDRLs

f) Provide GFE/GFP as required

g) Authorize the contractor to travel, prior to traveling, in support program requirements

h) Expeditiously communicate software discrepancies to the contractor

i) Authorize work on individual software discrepancies (for which the 416th has been delegated)

j) Perform independent Verification/Validation of software releases and authorize release of the software

k) Provide acceptance of software media and related CDRLs via Wide Area Workflow

l) Authorize the contractor to provide 516 SMXS with technical assistance as needed

m) Authorize liaison services with USAF, EPAF, FMS, and other vendors as appropriate

n) Provide CPIN identifiers

o) Prepare and submit one Alpha release and one FULL release of software updates for IAIS test stations on the

Windows 2000 OS

2.1.2 The Contractor shall:

a) Prepare and submit quarterly F-16 AdC AIS/IAIS/VXI-IAIS/R-IAIS Commodities Sustainment Reports

b) Perform Diminishing Manufacturing Sources (DMS) analysis, create obsolescence reports, and identify resolution alternatives

c) Prepare and submit logistics support documentation

d) Provide Support Equipment sustaining engineering support

e) Provide technical data

f) Provide technical support to field sites

g) Provide on-site technical support to the U.S. Government

h) Travel to accomplish the PWS tasks (as approved by the Government)

i) Provide Monthly Status Reports

j) Prepare and submit one ALPHA-release and one FULL-release of software updates for F-16 VXI-IAIS /R-IAIS with the Windows 10 Operating System (OS)

k) Complete Discrepancy Report (DR) analysis and identify resolutions

l) Maintain the software Configuration Management (CM) control library, which includes new/revised software

m) Incorporate required changes identified during TPS regression testing into C&S and Self-Test software

n) Incorporate CPIN identifiers provided by the Government

o) Provide CM support for IAIS Windows 2000 software releases

p) Identify changes required to update existing Technical Orders

q) Provide technical assistance to 516 SMXS (as required) for IAIS and AIS AdC C&S software releases

r) Provide liaison services for the USAF, EPAF, FMS, and other vendors (as required)

s) Coordinate CM software configuration changes and releases with the Government as authorized

t) Provide maintenance engineering support at field locations to perform C&S/Self-Test and TPS regression and Verification/Validation testing

u) Provide recommendations for updates to TPS and AIS software as required

v) Provide all engineering, technical, and maintenance activities for Government Furnished Equipment (GFE)

w) Perform all maintenance tasks required to maintain GFE in a serviceable condition

x) Perform primary equipment maintenance tasks for station equipment and/or associated components

2.1.3 Performance Objectives: The below listed performance objectives will be tracked and monitored according to contract requirements and monthly status reports. Schedules will be reported and tracked in the monthly reports, program meetings, and reviews. Repair actions will be tracked by the contractor through a Government approved method.

SECTION III

GOVERNMENT FURNISHED EQUIPMENT (GFE) AND SERVICES

3.1 GFE, GFP: The Government will make available to BAE Systems, Information and Electronic Systems Integration Inc., F-16 Full Scale Development (FSD) AdC AIS, IAIS, VXI-IAIS, and R-IAIS test stations, with required Tester Replaceable Units, Shop Replaceable Units, and ancillary Support Equipment, in support of Government requirements for the duration of this effort. GFE is located in Fort Worth, Texas, and San Diego, California, respectively. The contractor shall manage all GFE/GFP IAW FAR 52.245-1.

3.1.1: The contractor shall perform an annual physical inventory off all GFE/GFP assets in their possession. A report shall be generated and provided to the Government on an annual basis. Reporting period is one year from contract award (CDRL A015, DI-MGMT-80441D, Annual Government Property Physical Inventory Report).

3.2 Services: The contractor shall furnish all material, tools, general purpose test equipment, and services for this PWS unless specified elsewhere herein.

3.3 Foreign Disclosure Restriction: Foreign Disclosure Restrictions do apply.

Note: Upon request, the Government may approve additional functional Government Furnished Property, material, or equipment if required to support GFE maintenance activities

SECTION IV GENERAL INFORMATION

4.1 GENERAL WORK REQUIREMENT

The contractor shall be responsible for the accomplishment of all Commodity Sustaining Engineering tasks necessary to support operational requirements for all established configurations of F-16 AIS test stations in accordance with this PWS.

The contractor shall be responsible for the accomplishment of all tasks, and the procurement of all materials necessary, for Software Integration and Maintenance tasks required to integrate ATE components into Control and Support/Self-Test software for the F-16 VXI-IAIS, R-IAIS, and IAIS test stations in accordance with this PWS. The contractor shall comply with the delivery performance requirements and other obligations as identified in this PWS.

This PWS outlines the maintenance and maintenance-related engineering and technical activities necessary to keep all configurations of Government-furnished AIS test stations at a 95% Fully Mission Capable state in support of weapon system requirements. This GFE is utilized to accomplish hardware/software engineering tasks; perform technical studies and engineering analysis; provide spares support and field assistance; perform non-recurring engineering activities; and perform repair, modification, and/or equipment manufacturing to support AIS system requirements.

The contractor shall perform all maintenance functions required to maintain GFE in a 95% Fully Mission Capable state to meet program requirements contained within this PWS. Maintenance functions shall include, but are not limited to, operational testing, daily self- test, diagnostic testing, calibration; and preventative maintenance and repair of station equipment and/or associated components. Activities capturing maintenance activities for GFE shall be documented in the monthly status report (CDRL A/B001, DI-MGMT-81928/T, Contractor's Progress & Status Report).

4.1.1 Data

4.1.1.2 Reporting and Data Requirements: Reporting and data requirements shall be provided IAW the Contract Data Requirements List (CDRL), DD Forms 1423.

The contractor shall provide monthly status reports to 416 SCMS/GUMAA. Status reports may be in contractor format and may be submitted electronically (CDRL A/B001, DI-MGMT-81928/T, Contractor’s Progress & Status Report).

4.1.1.3 Technical Data: The contractor shall perform modifications IAW the contractor’s engineering directives, internal drawings and procedures, acceptance test procedures, and other procedures as mutually agreed upon by the contractor and the Government. Station software installation and operation instructions shall be provided in the delivered Software Version Document (SVD).

4.1.2 Security

4.1.2.1 The contractor shall comply with all requirements of the DD Form 254, Department of Defense Contract Security Classification Specification, attached to the contract.

4.1.2.2 The contractor shall comply with the F-16 Security Classification Guide in effect at the time this contract is accepted for requirements in handling, dissemination, and storage of any classified data developed under this PWS.

4.1.2.3 This effort has a valid Facility Clearance with SECRET safeguarding capabilities. The contractor shall require access to Controlled Unclassified Information (CUI) and Program Security Classification Guides. Contractor personnel shall receive and generate classified information, fabricate, modify and/or store classified hardware; have access to classified information outside the U.S. Puerto Rico, U.S. possessions and trust territories; and have Operations Security (OPSEC) requirements. The contractor shall ensure that all technical, analyst, and managerial personnel tasked to perform duties in support of this effort have security clearances at the SECRET or higher level. Strictly administrative duties performed by contractor personnel shall not require a security clearance; however, personnel assigned these duties may require an investigation for sensitive duties.

4.1.2.4 All EPAF/FMS tasks shall be performed in accordance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations. The contractor and Directorate of Defense Trade Controls (DDTC), registered subcontractors utilizing the FMS exemption (126.6©) for defense services, technical exchanges, and delivery of hardware, must ensure the respective Letter of Offer and Acceptance (LOA) is valid at the time exports are performed. If the LOA expires and is unable to be renewed/extended prior to the delivery of hardware, technical data and defense services, the applicable EPAF/FMS customer(s) will be responsible for the ultimate delivery.

4.1.3 Quality: The contractor shall establish, document, and maintain a quality system, such as International Organization for Standardization (ISO) 9001:2015, as a means of ensuring that the requisite quality assurance oversight is exercised in fulfilling the requirements of this effort. The contractor shall manage, document, and implement all software changes under the BAE Systems Software Engineering Institute (SEI) validated process.

4.1.4 Safety and Mishap Reporting: The contractor shall comply with safety and mishap reporting requirements as set forth in the contract.

4.1.1 Performance Period: The Period of Performance (PoP) for this effort shall be from 1 January 2025 through 28 February 2025 (2 Months). An optional PoP shall be from 1 March 2025 through 28 February 2026.

4.2 ATE COMMODITY SUSTAINING ENGINEERING SUPPORT

4.2.1 Diminishing Manufacturing Sources (DMS) Analysis Support

4.2.1.1 The contractor shall query data sources (GIDEP, HIS, and Vendor Alerts etc.) for ATE component candidates to potentially replace obsolete items impacting operational capabilities of fielded AdC AIS/IAIS/VXI-IAIS/R-IAIS test stations. This data shall be reviewed, verified, and translated into a standard scaling methodology. The scaling methodology shall standardize the impact severity of the obsolete items and identify recommended solution(s) to the Government.

4.2.1.2 The contractor shall utilize a software tool in support of sustaining engineering tasks. At a minimum, the software tool shall have the capability to track the following: parts contained within the AdC AIS/IAIS/VXI-IAIS/R-IAIS test stations, obsolescence status for the identified parts, and recommended solutions for the identified obsolete parts.

4.2.1.3 The contractor shall provide quarterly obsolescence sustainment reports in contractor format (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services). Quarterly reports may be submitted electronically. Notifications and/or action cases with imminent mission impacts, such as unforeseen End of Life notifications from vendors, shall be submitted directly to the AIS Systems Sustainment Program Manager via email.

4.2.1.4 When the contractor receives notifications of last-time buys, material shortages, and/or reliability issues resulting from DMS/obsolescence issues, the contractor shall evaluate form-fit-function component replacements for functionality. Substitution candidates shall be validated to ensure physical and functional compatibility between next higher assembly, test station, LRU, and software applications. Evaluations shall verify the adequacy of the Support Equipment to meet design specifications. Evaluations requiring TPS verification will be directed by the 416 SCMS under separate instruction. Efforts shall include repair/replacement of malfunctioning/obsolete assets, including modification to the new configuration(s), in order to complete evaluations.

4.2.1.5 The contractor shall resolve DMS, last-time buys, material shortages, reliability issues, and obsolescence issues (as indicated through analysis) by implementing the Government-approved solutions (paragraph 4.2.1.4). All activities shall ensure that the contractor’s solutions have gone through system integration and sufficient regression testing to ensure full system functional compatibility. All DMS activities shall be captured in the corresponding monthly status report (CDRL A/B001, DI-MGMT-81928/T, Contractor's Progress & Status Report). The approved replacement assets shall be validated to ensure physical and functional compatibility between Next Higher Assembly, test station, LRU TPS, ancillary Support Equipment, and software applications. Efforts shall also include repair of defective/malfunctioning assets, including modification to current configurations, in order to complete evaluations. When LRU TPS verification is required, the 416 SCMS shall provide separate direction. The Government may establish, and subsequently fund, discrete engineering projects for DMS, material shortages, and obsolescence issues that require significantly more engineering and/or design efforts. These projects may be executed on separate contract efforts in order to ensure successful project tracking and completion. The contractor shall work with the Government when these issues arise to determine if separate contract efforts are warranted.

4.2.1.6 The contractor shall perform complete system-level integration and regression testing to ensure component hardware replacements and sub- systems meet requirements of the corresponding Prime Item Development Specification (PIDS).

4.2.1.7 The contractor shall update and provide engineering drawings, Technical Orders and/or related documents to the USAF as required, IAW (CDRL A/B006, DI-SESS-81000F/T, Product Engineering Design Data and Associated Lists; CDRL A/B007, DI-SESS-81003F/T, Commercial Drawings/Models & Associated Lists; CDRL A/B003, TM-86-01R/T, Technical Manual Contract Requirements (TMCR)). Format of submittals shall be compatible with Government engineering systems.

4.2.1.8 Required technical reports, as stated in Section 4.2.1, shall be submitted to the Government IAW (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services). Reports may be in contractor format and submitted electronically.

4.2.2 Logistics Engineering Support

4.2.2.1 The contractor shall maintain software tools to provide the Government with the required provisioning data and supporting logistics documentation for ATE commodities. The contractor shall be responsible for obtaining the appropriate software-operating license(s). The software tools, at a minimum, shall contain the necessary elements required to submit accurate logistics and provisioning data to the Government (CDRL A/B004, DI-SESS-81874A/T, Engineering Data for Provisioning; CDRL A/B005, DI-SESS-81758A/T, Logistics Product Data (LDP)).

4.2.2.2 The contractor shall provide logistics support documentation formatted similar to SAE-GEIA-STD-0007. Each part must have a unique identification number called a Provisioning List Item Sequence Number (PLISN), level of indenture, National Stock Number (NSN), manufacturer code number (CAGE code), manufacturer part number, suggested nomenclature, item maintenance factor(s), suggested Source Maintenance and Recoverability (SMR) code, and suggested procurement quantity.

4.2.2.3 The contractor shall prepare and submit engineering drawing and/or logistics technical documentation as required (CDRL A/B004, DI-SESS-81874A/T, Engineering Data for Provisioning; A/B005, DI-SESS-81758A/T, Logistics Product Data (LDP); CDRL A/B006, DI-SESS-81000F/T, Product Engineering Design Data and Associated Lists; CDRL A/B007, DI-SESS-81003F/T, Commercial Drawings/Models & Associated Lists).

4.2.2.4 The contractor shall review component configuration data and recommend SMR codes for each identified item listed in the logistics support document.

4.2.3 ATE Commodity Sustaining Engineering

4.2.3.1 The contractor shall provide ATE Commodity Sustaining Engineering support for hardware/software delivered to F-16 customers as part of the overall AIS sustainment effort. Support tasks are defined, in general, as tasks required to provide continued support to the Government for comprehensive management of AdC AIS/IAIS/VXI- IAIS/R-IAIS ATE commodities. This includes the resolution of field and factory identified problems. Specifically, this effort shall accomplish the following:

a. Provide technical review, investigation, and development of proposed solutions for ATE component hardware problems identified by USAF, EPAF, and FMS customers.

b. Support Program Management Reviews (PMRs) / Technical Interchange Meetings (TIMs) as authorized by the Government. Attendance at other meetings or conferences may require a separate contract effort.

c. Continue review and evaluation of AdC AIS/IAIS/VXI-IAIS/R-IAIS ATE commodities and recommend changes as required for technical issues that may arise in the field.

d. Provide financial, engineering, and Program Management support to ensure proper execution of authorized tasks.

e. Provide a capability to identify revisions to AdC AIS/IAIS/VXI-IAIS/R-IAIS ATE component hardware necessary to implement test requirements not originally determined to be necessary for LRU testing. These additional requirements may be identified during factory/field usage and evaluation, or whenever a determination is made that additional capability is required. Changes to hardware may result from vendor System Test Specification (STS) changes due to revised testing requirements.

f. Provide on-going drawing parts list maintenance for AdC AIS/IAIS/VXI-IAIS/R-IAIS ATE component hardware to incorporate Defense Electronics Supply Center (DESC) directed changes as Qualified Parts List (QPL) MIL-Spec parts become available to replace contractor specification control drawing numbers.

4.2.4 Technical Support: The contractor shall provide technical support for problem resolution and sustainment activities, as required, to ensure operational capability of existing F-16 AIS Systems and derivative ATE components. These activities shall support deficiencies not previously identified during the operational use of AIS equipment. Support and sustainment activities shall be provided at Hill Air Force Base, the contractor’s facility, or at field sites when required by the Government. This support shall include facilities, manpower, and material. Support shall include but is not limited to the following:

4.2.4.1 The contractor shall perform and provide (a) engineering studies, (b) problem investigations and analyses, (c) operational evaluations, (d) Teardown Deficiency Reports (TDRs), sustainment recommendations, and system and sub-systems evaluations as required (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services).

4.2.4.2 When required, the contractor shall provide a complete set of engineering drawings suitable for: (a) Investigations; (b) Analysis; (c) Feasibility studies; (d) Engineering prototype development and testing; and/or (e) Hardware/software deficiency corrections in support of formal modification events (CDRL A/B006, DI-SESS- 81000F/T, Product Engineering Design Data and Associated Lists; CDRL A/B007, DI-SESS-81003F/T, Commercial Drawings/Model & Associated Lists).

4.2.4.3 The contractor shall submit prepared engineering drawings and associated lists in the designated appropriate format to support technical problem resolution(s) when required by the Government (A/B006, DI-SESS-81000F/T, Product Engineering Design Data and Associated Lists; CDRL A/B007, DI-SESS-81003F/T, Commercial Engineering Design Data and Associated Lists).

4.2.4.4 The contractor shall perform Reliability/Maintainability (R&M) studies, reliability analysis, maintainability analysis, analysis of field data, environmental stress screening, and/or other R&M related tasks (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services).

4.2.4.5 The contractor shall perform failure analysis to address Electrostatic Discharge (ESD) related failure modes, their resulting consequences, and recommendations for corrective action; particularly when contained in contractor proposed Advanced Change Study Notices (ACSNs) and Engineering Change Proposals (ECPs) for electronic parts, assemblies, and equipment (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services).

4.2.4.6 The contractor shall review and analyze Field Service Reports (FSRs) and DRs, with their associated exhibits, for cause(s) of failure(s). Analysis may entail a complete teardown and testing of subject AIS system hardware. The contractor shall provide resulting data to the Government according to the appropriate CDRL(s) (CDRL A/B002, DI-MGMT-80508B/T, Technical Report Study/Services; CDRL A/B008, DI-MGMT-80258C, Acquisition and Sustainment Data Package (ADSP) Material Improvement Project (MIP) Report).

4.2.4.7 The contractor shall provide laboratory facilities, test equipment, and associated items for the purpose of evaluation, investigation, testing, validation, and related activities.

4.2.4.8 The contractor shall provide liaison services for the USAF, EPAF/FMS customers, and OO-ALC Depot locations. These services shall include attendance at meetings, reviews, and the preparation of technical information needed to support the Government.

4.2.4.9 The contractor shall provide engineering and/or technical assistance for F-16 AIS System test stations, derivative ATE components, and/or associated equipment for which the USAF does not have organic engineering capability or expertise to accomplish the needed assistance in a timely manner. As the Government identifies issues, assistance shall be requested via email or telephone. Technical assistance may be at 416 SCMS/GUMAA (Hill AFB), field user locations (USAF/EPAF/FMS), or at contractor facilities. Assistance requests shall be fully defined for the respective requirements being supported.

4.2.4.10 The contractor shall utilize best commercial practices whenever submitting analyses, drawings, reports, evaluations, studies etc. (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services). Electronic submittal in contractor format is acceptable.

4.2.4.11 Technical reports, as stated within Paragraph 4.2.4, shall be submitted to the 416 SCMS/GUMAA as required (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services). Reports may be in contractor format and submitted electronically.

4.2.4.12 The contractor shall provide Rough Order of Magnitude (ROM) estimates as requested by the Government in order to support new engineering/technical tasks or resolve previously unknown deficiencies within AIS Systems.

4.2.5 Hill AFB Site Support: In order to ensure the sustainment and operational capability of fielded AIS ATE and ATE components, the contractor shall provide the Government with on-site Commodity Sustaining Engineering and Component Software Integration and Maintenance technical support. Operational capability shall be achieved through troubleshooting, and subsequently resolving, technical issues being experienced in the field by USAF, EPAF, and FMS customers. Primary technical support shall be provided on-site at Hill AFB. However, this effort may include providing technical support on-site and off-site at Government and contractor locations, as well as at F-16 field locations worldwide in support of 416 SCMS requirements. Technical support shall be provided by one (1) Full-Time Equivalent (FTE) personnel. Technical support may include but not be limited to the elements identified below.

4.2.5.1 Liaison Support: Act as a liaison for AIS Systems with contractors, Hill AFB Avionics Integration Support Facility (AISF) software engineers, and Hill AFB Depot maintenance personnel.

4.2.5.2 Commodity Sustaining Engineering Support: The contractor shall monitor the operational status of fielded AdC AIS, IAIS, VXI-IAIS, and R-IAIS test stations. This includes coordinating field site requests for assistance in resolving issues relating to test station operations, requesting failure data for analysis of reported problems, providing technical assistance (Organic or Contract), identifying failure trends; and recommending appropriate hardware, software, or Technical Order changes to resolve technical issues. In order to provide the identified technical support, access to Government databases and facilities shall be required.

4.2.5.3 F-16 AIS Component Software Integration and Maintenance Support: The contractor shall coordinate software problem reports from AdC AIS/IAIS/VXI-IAIS/R-IAIS field sites, Hill AFB AISF, Hill AFB Depot, and contractor engineering and testing facilities. The Government shall approve, schedule, and prioritize required taskings addressing software deficiencies. Reports may include problems related to test station operations, diagnostics, calibration, C&S/Self-Test software, and/or LRU TPSs. In conjunction with this effort, contractor shall:

a) Generate deficiency and problem reports based on impact and severity to the reported test station

b) Review, and categorize reports for work by the responsible engineering facility for engineering investigation/analysis

c) Coordinate and schedule software Verification and Validations testing, to include ensuring access to testing facilities, access to affected hardware configurations (if applicable), and/or access to software release incorporating the identified DRs

d) Edit, test, and review operating software loading instructions for inclusion in the appropriate Technical Order

4.2.5.4 Time Compliance Technical Order (TCTO) Support: The contractor shall create Field Service Bulletins and TCTO instructions for test station hardware modification or enhancements and operating software releases. The contractor shall:

a) Support the Government for kit build-up, documentation, testing bed-down schedules, and field kit proofs

b) Support the Government for release of final TCTOs

4.2.5.5 Logistics Operation Support: The contractor shall provide logistics operation support, as required, when assigned by the AIS Systems Sustainment Program and/or Government Logistics Managers. The contractor shall be required to travel in support of assigned tasks.

4.2.6 Travel: The contractor shall be required to travel to Hill AFB (or designated sites) in support of this effort, to include PMRs, TIMs, and engineering support visits. The contractor shall provide trip reports for all travel (with the exception of TIMs). All travel shall be approved by the Government prior to travel.

4.2.7 Monthly Report: Monthly status reports shall be provided to the 416SCMS/GUMAA (CDRL A/B001, DI-MGMT-81928/T, Contractor’s Progress & Status report). Status reports may be in contractor format and submitted electronically.

4.2.8 DELIVERABLE DATA REQUIREMENTS

Deliverable data requirements for this effort are identified in paragraph 4.1.1.1.

4.2.9 GOVERNMENT ACCEPTANCE INSPECTION

All work will be subject to Government acceptance inspection and shall comply with FAR 46.503.

4.3 ATE COMPONENT SOFTWARE INTEGRATION AND MAINTENANCE

4.3.1 The contractor shall provide Software Integration and Maintenance tasks required to integrate ATE components into F-16 IAIS, VXI-IAIS, and R-IAIS Control and Support/Self-Test Software. Software updates shall be submitted to the Government adhering to the appropriate CDRL(s) (CDRL A/B009, DI- IPSC-80590B, Computer Program End Item Documentation; CDRL A/B010, DI- IPSC-81447A/T Computer Programming Manual; CDRL A/B011, DI- IPSC-81443A/T Software User Manual; and CDRL A/B012, DI- IPSC-81441A/T Software Product Specification). As part of this effort, the contractor shall provide the following:

a) One C&S and Self-Test software ALPHA-release to support TPS regression testing for F-16 VXI-IAIS/R-IAIS and IAIS test stations. This effort also includes up to one (1) C&S and Self-Test point release (when required)

b) Verification and Validation testing of the C&S and Self-Test software to be conducted by the AISF Lab, Hill AFB; by LM RMS, Fort Worth, Texas; and at other field sites as mutually agreed upon by the

Government and the contractor

c) Final Full C&S and Self-Test software release to be delivered via DD250 with Acceptance/Inspection at Destination. Electronic data transfer of software updates and releases in contractor format is acceptable

d) If directed by the Government during this Period of Performance, Calibration Adapter software maintenance and testing will be performed at a location mutually agreed upon by the Government and the contractor

4.3.2 Investigations and resolutions of individual software Deficiency Reports (DRs) shall be accomplished within the designated Period of Performance. DR investigations and resolutions shall be submitted for approval to the Government prior to implementation (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services). Electronic submittals in contractor format are acceptable.

4.3.3 The contractor shall perform software change implementation tasks to accomplish revisions and software updates necessary to incorporate F-16 VXI-IAIS, R-IAIS, and IAIS ATE component (to include the Calibration Adapter) test requirements determined to be necessary for the operation of C&S, Self-Test, and Calibration Adapter software. These additional requirements may have been identified during factory/field usage and evaluation, or whenever a determination is made that software changes may result from vendor STS changes.

4.3.4 Specific software maintenance tasks for this effort shall include but not be limited to the following:

a) Correction of programming errors or omissions

b) Technical management of changes

c) Changes to operating details that allow the systems to be more responsive to the testing application(s)

d) Testing changes that reflect into ATLAS syntax, compiler, test executive, and/or the operating system

e) Control & Support, Self-Test, and Calibration Adapter software changes to improve usability and efficiency of operation (incorporated under block change concept)

f) Testing and evaluation of all changes

g) Users-Manual updates (as required)

h) Source program updates (computer program end items)

i) Configuration change control updates

j) Software Version Description (SVD) updates (as required)

k) ATLAS Language Specification /Programmers Manual (as required)

l) On-site support at Fort Worth for the duration of this Delivery Order

m) Conduct coordination meetings between 416 SCMS, 516 SMXS, and LM RMS (as requested)

n) Identify Technical Order changes as driven by changes in the C&S and Self-Test software

o) Investigate impacts to TPS software as required

p) Conduct a Program Review with key stakeholders (as requested)

4.3.5 To accommodate ATE component functionality, the contractor shall develop C&S and Self-Test software code changes to resolve deficiencies, integrate the C&S and Self- Test software changes, to include F-16 VXI-IAIS / R-IAIS (Windows 10 OS), and provide a copy of the updated C&S and Self-Test software to the F-16 TPS OEM (LM RMS) and the 516 SMXS, as appropriate, for TPS regression testing.

4.3.6 The contractor shall provide changes to incorporate testing deficiency resolutions, features, and/or capabilities to support F-16 VXI-IAIS/R-IAIS, IAIS, and Calibration Adapter requirements.

4.3.7 The contractor shall maintain a software control library, to include tracking the control and release of new C&S, Self-Test, and Calibration Adapter software. The contractor shall comply with software configuration status accounting requirements and coordinate the configuration of software with the Government throughout the Period of Performance.

4.3.8 The contractor shall incorporate any changes required to the C&S and Self-Test software as a result of the TPS regression testing effort prior to delivery of the software updates to the Government.

4.3.9 The contractor shall incorporate CPIN identifiers as part of the embedded software coding and documentation. CPIN identifiers will be provided by the Government upon request from the contractor.

4.3.10 In accordance with Technical Manual Contract Requirements (TMCR), the contractor shall identify the required changes (as a result of software updates) for all affected Technical Orders. The contractor shall identify all required changes concurrently, to ensure Technical Order updates are coordinated with the applicable Government and contractor organizations in time to accommodate the scheduled release of updated software.

4.3.11 The contractor shall provide red-lined Technical Order changes to the Government for review and subsequent use during software Verification and Validation testing. Red-lined changes shall be provided no later than 45 days prior to field Verification and Validation testing (A/B003, TM-86-01R/T, Technical Manual Contract Requirements).

Until the affected Technical Orders are published, the following information shall be captured in the monthly status report: the affected Technical Orders, the affected work package in each Technical Order, and the number of pages in each Technical Order that are to be changed/revised (CDRL A/B001, DI-MGMT-81928/T, Contractor's Progress & Status Report).

4.3.12 The contractor shall provide technical assistance and data exchange/direct support to the 516 SMXS, as required, for support of the IAIS software maintenance effort. The contractor shall provide data as part of the Informal Technical Data Exchange (ITDE) program to/from the Government relating to AIS/IAIS/VXI-IAIS/R-IAIS C&S/Self-Test software maintenance.

4.3.13 Travel to accomplish the requirements contained in this PWS tasks may include:

a) One (1) trip to attend F-16 AIS TIM/Worldwide meeting at Ogden UT

b) One (1) trip for two people to Ogden to support coordination of TPS/IAIS activities with 516 SMXS

c) One (1) trip to an OCONUS field site to perform Verification/Validation testing

d) One (1) trip to Fort Worth to resolve TPS issues caused by Control and Support software changes (if required)

e) Other trips to support the PWS can be conducted with concurrence from 416 SCMS/GUMAA

4.3.14 Develop and deliver an Acceptance Test Plan for use to perform software acceptance testing. The test plan shall detail the TPSs that are available and their location, which TPSs will be tested, the facilities where testing will be conducted, the configuration of test stations to be utilized, and all testing requirements unique to each C&S and Self-Test software release. This plan shall be submitted for approval by the Government at least 30 days prior to start of testing. Reports may be in contractor format and submitted electronically (CDRL A/B002, DI-MISC-80508B/T, Technical Report Study/Services).

4.3.15 DELIVERABLE DATA REQUIREMENTS: The deliverable data requirements which are generated as a result of this effort shall be accomplished IAW Section 4.1.1.1 of this PWS.
