1.0 Description of Services

1.1 Scope

1.1.1 This Performance Work Specification (PWS)/Appendix A establishes the minimum work requirements for essential repair to restore the F16 CPDG/eCPDG to a serviceble condition, but not like new cosmetically. All assets sent to contractor are expected to be repaired modified/upgraded to a serviceable condition. If asset is deemed Beyond Economical Repair (BER) or meets Over and Above Repair requirements, DCMA must verify and sign off on this claim and a request must be issued to contracting officer within 60 days of receipt of asset. 416 SCMS will then either modify delivery order or have contractor send asset back to supply and send in a replacement asset on the delivery order. The contractor shall provide visibility of the repair process for asset accountability via end item national stock number and serial number pursuant to the

CAVAF CDRL.

This effort is considered Mission Essential Service items. In the event that the DoD experiences an unplanned spike or sudden increase in demand, due to major theater warfare or a national emergency (also known as a surge) and invokes surge: The Contractor shall make every effort to meet and sustain this demand for quantity levels above and beyond normal peacetime requirements. After being notified of the surge demand in writing, the Contractor may see additional orders and/or will see the priority status elevated on current orders, in accordance with DFARS 252.217-7001.

1.1.2 This effort is for: REPAIR of the USAF F16 C/D CPDG/eCPDG. This repair consists of major overhaul including complete or substantial tear-down into component parts. This tear-down includes reworking or replacing most parts in the SRU assemblies.

Reusable disassembled item components shall be used as replacement components for restoring functionality of other items. These reusable components are not required to maintain the end item identification. The SRU item parts shall be reassembled to furnish a totally rebuilt item. The repair processes used by the contractor shall bring service life back to the reconditioned items. The SRU(s) will be restored to a serviceable condition in a facility owned and/or operated by the contractor.

1.1.3 No Fault Found (NFF) consists of an asset that retests okay (RTOK) or Cannot

Duplicate (CND). Any e/CPDGs that pass initial test will use NFF Contract Line-Item Number (CLIN) for compensation of the handling and initial test effort and be shipped back to USAF.

1.1.4 All work performed by the contractor shall comply with the instructions and technical data requirements contained in the awarded contract. Additional work discovered after award of contract that is not covered by the contract will be negotiated and approved by the CO through the ACO prior to work being started.

4 FD20202400001

1.1.5 The contractor shall not design, develop, or manufacture tooling or test equipment of a specialized nature as a requirement under this work specification without the express direction of the CO through the ACO.

1.1.6 The functional capabilities for which the end-item was designed shall not be changed, modified, or altered unless such changes are directed by this work specification and authorized by the Contracting Officer.

1.1.7 The contractor will be allowed to move components among reparable end items to expedite repair, versus maintaining serial number integrity.

1.1.8 The contractor will return the recoverable item to the original specifications of the item. The contractor shall perform an acceptance test and checkout of each completed end-item to assure serviceability prior to presentation to the government. Any tests that will be excluded as part of this effort will have prior written approval from the engineering authority through the appropriate government contracting official.

1.1.9 MICAPs will be identified to the contractor and work priorities will be set by direction of the Supply Planner (SP) to ensure “repair to demand” versus “batch repairs”.

1.1.10 The contractor shall expend no effort under this PWS/Appendix A for additional engineering design or development of the items or components; however, suggested reliability or maintainability improvements are welcomed.

1.1.11 The contractor can be allowed to retain condemned units for cannibalization of spare parts upon approval of the OO-ALC Production Manager. Upon completion of the contract, per existing disposal code assigned to the item, the contractor shall dispose of parts retained for cannibalization.

1.1.12 Items shall have correlated inputs into CAV for correct D035 supply adjustments to NSN inventory.

4.1.1.4 MICAPs will be identified to the contractor and work priorities will be set by direction of the Supply Planner (SP) to ensure “repair on demand “versus “Batch repairs”.

17 FD20202400001

4.1.1.5 The contractor will be allowed to move components among end items to expedite repair, versus maintaining serial number integrity, however this practice shall be limited as to not produce beyond economical repair (BER) assets as a direct result.

4.1.1.6 Over and above repairs will be separately priced after the work is discovered and verified by the local DCMA representative. They will be priced, negotiated, and approved by the cognizant contracting officer prior to the work being initiated. Over and above repair request must be processed within 60 days of receipt of asset.

4.1.1.7 Over and above repair work required on assets are defined by one or more of the following: burned, crashed, submerged, misapplication of power applied to end items, damage from improper packing or handling, misconfigured, cannibalized, received with a quantity of not more than two defective SRUs that will require repair. The Firm-Fixed Repair Price for the items herein includes the repair of not more than two SRUs and does not include the replacement of the chassis or any SRU. The chassis is considered an SRU. Honeywell will promptly notify the Air Force upon discovering that replacement is required and will provide a quote for such. Honeywell quote is based on these replacements being covered under the “Over and Above” CLIN. Information gathered during initial inspection should be documented. Retain any evidence of possible Over and Above issues to show Beyond Fair Wear and Tear (BFWT). If BFWT is suspected, as a minimum, photos of the damage equipment shall be taken, and a narrative of the findings shall be sent to the Contracting Officer (CO). Final judgment on suspected BFWT will be made by the CO in coordination with the 416 SCMS program office.
