SOURCES SOUGHT SYNOPSIS: A-10; Repair or Manufacture of the Control Display Unit (CDU) Digital Keyboard Interface Circuit Card Assembly (DKI CCA) and/or the CDU Back Plane

Synopsis Number: FA8251-20-R-0100 Circuit Card or Back Plane Repair or Manufacture

Notice Type: Sources Sought 416 SCMS/GUMBC - Issue Date 19 Nov 2019 - Closing Date 19 Dec 2019

SYNOPSIS:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code for repair is 811219 with a corresponding size standard of $22M. The proposed North American Industry Classification Systems (NAICS) Code for manufacture is 334418 with a corresponding size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

1.2 The CDU DKI CCA is a relatively straight forward device, it processes keyboard and display data between the control panel and the rest of the CDU. It has experienced very low repair demand over the years the CDU has been fielded. However the lack of demand has caused the Air Force to lose its sole source of repair. The Government obtained permission from the CDU DKI CCA and Back Plane Original Equipment Manufacturer to release the data package. This data package contains a significant amount of data, including parts lists, schematics, embedded software, version description documents, etc., but it does not include an Acceptance Test Specification, the test stand called out to perform an ATP and other documents that would make the package complete.

1.2.1 Due to its age it is believed that some parts may be difficult to obtain, therefore the Air Force believes the least risky course of action would be to repair the item. However, if a source reviews the data and believes manufacture is feasible then the Air Force would welcome that information.

1.3 The CDU DKI Back Plane is a relatively small Back Plane with 8 connectors and a flex cable with a connector attached to it. It contains no electronic components such as resistors, capacitors or IC’s. The Government obtained permission from the CDU Back Plane Original Equipment Manufacturer to release the data package. The Air Force does possess the Gerber files. Though a source for repair is encouraged to respond, manufacture is the preferred solution.

1.4 Any firm requesting to receive the data package for either item would be required to sign and conform to a Non-Disclosure agreement.

1.5 The Air Force welcomes responses for just the repair or manufacture of each component. The Air Force does not expect to find a single source to do both repair and manufacture of both the DKI and Back Plane. A response for just the repair of either or manufacture of either is welcome.

2. Program Details:

2.1: The Government is issuing this sources-sought announcement as part of a market survey for repair and/or manufacturing sources for the CDU DKI CCA and/or the CDU Backplane.
