Section L – Proposal Preparation Instructions
L.01 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts; Part I - Price Proposal, Part II – Technical Proposal, Part III - Past Performance Information.
B. The government representative identified below shall be the sole point of contact for this acquisition. All questions, comments, and/or concerns shall be directed to this person.

C. If an offeror believes that the solicitation contains errors, omissions, or is otherwise unsound, the offeror shall immediately notify the aforementioned government representative in writing with supporting rationale. Upon consideration the government may continue, amend, or cancel the solicitation.
D. Offers/Quotes received in response to this Solicitation will be considered on lowest price technically acceptable basis. Factors for award are: (1) price, (2) technical, and (3) past performance.
E. Technical requirements consist solely of obtaining pre-qualification as specified in this solicitation. Pre-qualification is an express requirement of this solicitation.
F. The government reserves the right to award this effort based on initial proposals, as received, without discussions. Communications conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
G. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost or pricing data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost and pricing data to the extent necessary for the contracting officer to determine the reasonableness of the price.
H. The government anticipates awarding the requirements represented in this solicitation to one awardee.
E. Specific Instructions:
1. PART I – PRICE PROPOSAL
a) Complete blocks 13, 15, and 27 of the RFP Section A, SF1447. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.
b) Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN), including all ordering periods. The extended amount must equal the whole dollar unit price multiplied by the number of units. A “No Charge” or $0.00 unit price is not acceptable.
Example b:
c) Offerors shall propose a delivery for each CLIN that requests asset delivery. If the offeror does not enter a proposed delivery it is assumed that the offeror agrees to the required delivery. A proposed delivery beyond the established required delivery may result in a non-responsive proposal. Early delivery is acceptable unless specifically prohibited.
Example c:
d) When a CLIN requires „Origin‟ Inspection and Acceptance the offeror shall identify its asset inspection location (address and CAGE code) in Section E of the solicitation document.
NOTE: When packaging will occur at a different location the offeror shall identify its packaging inspection location (address and CAGE code) in addition to the asset inspection location.
Example d:
e) When a CLIN requires „FOB „Origin‟ the offeror shall identify its „FOB Address‟ in Section F of the solicitation. The „FOB Address‟ is the final ship from location NOT the final ship to location.
Example e:
f) Complete the necessary fill-ins and certifications in Sections I through K. Representations and certification shall normally be certified using ORCA per FAR 52.204-8. For Sections C through I, the offeror shall submit only those pages that require a fill-in.
Example f:
g) If applicable, provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.
2. PART II – TECHNICAL PROPOSAL
a) The requirement(s) represented in this solicitation are restricted to technically pre-qualified, “approved source” offerors. Attachment “CRSAW Report” identifies those offerors that are currently considered technically pre-qualified, “approved source” offerors.
(1) APPROVED SOURCE CERTIFICATION
Only offerors that are identified on the “CRSAW Report” attachment that have maintained the technical ability to perform the requirement(s) identified in the associated solicitation since receiving “approved source” status for said requirement(s) shall complete and submit the certification on the “CRSAW Report” attachment.
(2) SOURCE APPROVAL REQUEST (SAR)
All offerors that are not identified on the “CRSAW Report” attachment and are interested in becoming a technically pre-qualified “approved source” for this requirement shall complete and submit a Source Approval Request (SAR) that specifically addresses the qualification requirements identified in SECTION C of the attached Source Qualification Statement(s) Remanufactured Source Qualification Statement.
b) Offerors must satisfy all qualification requirements of the aforementioned Source Qualification Statement(s) before the solicitation closes to be considered eligible for contract award.
3. PART III – PAST PERFORMANCE INFORMATION
a) Offerors may submit recent, relevant contracts as defined in Section M. The government will consider this information, along with information obtained from other sources (e.g. Past Performance Information Retrieval System (PPIRS), customer interviews, etc.).
(1) Offerors are encouraged to address any performance problems/issues that the Government may identify and explain corrective action taken and current status. The Government will consider this information in determining the offerors past performance rating.
(2) An offeror’s failure to address performance problems/issues within this volume does not preclude the government from using such information in determining a past performance rating.
b) If offerors choose to submit Past Performance information they shall submit all Past Performance information on Past Performance Information Sheets (Section J Attachment).
F. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (CLINs & PWS) and government standards and regulations pertaining to the PWS.
2. Evaluation Factors for Award in Section M of this RFP.
3. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this Section L will not be read or evaluated, and will be removed from the proposal.
4. Format for proposal Parts shall be as follows:
a) Offerors may submit a hardcopy proposal or a digital proposal.
(1) Hardcopy proposals shall be submitted via courier to the aforementioned government representative. The volumes of a hardcopy proposal shall be presented in a single three-ring binder. Volumes shall be separated by tabbed page dividers. Documents within volumes shall be separated by tabbed page dividers. Offerors that choose to submit hardcopy proposals shall submit 3 copies.
(2) Digital proposals shall be submitted via email to the aforementioned government representative.
b) The proposals will be 8 1/2” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.
c) A page is defined as one face of a sheet of paper containing information.
d) Typing shall not be less than 12 pitch.
e) Elaborate formats, bindings or color presentations are not desired or required.
5. Only offerors requesting exceptions or inclusions are required to submit an EXCEPTIONS OR INCLUSIONS document. Offerors must clearly identify any exception or inclusion to the solicitation and substantiate the exception or inclusion with supporting rationale. The government is not obligated to accept exceptions or inclusions. Failure to meet all solicitation requirements may result in an unfavorable evaluation or proposal disqualification.
