V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS

A. The above authority was selected because this is a follow-on contract for continued repair support, the requirement is for highly specialized equipment/service. The Color Cockpit

Therefore, this acquisition will be a follow-on contract for continued performance of a highly specialized service. The government estimates award to any other vendors would result in unacceptable delays in fulfilling the U.S. Air Force requirements.

B. The government does not own the technical data rights or specialized tooling and test equipment for this highly specialized part. Photo-Sonics is the OEM of the CCTVS Camera

Following guidance in DFAR 227.71, the government issued a data challenge letter to Photo-

Sonics on 8 Aug 2011. A response was received to this letter on 23 Aug 2011. In this response Photo-Sonics Inc. respectfully declined to provide the technical data for the a A-10

HUD camera system.

(IEI) responded with a source qualification statement and requested an exhibit to develop repair processes. Exhibits were repaired and shipped to AF for testing. AF engineer approved repair process and repaired exhibits. IEI was formally approved as a repair source.

The SSS requested repair sources describe their capabilities with regard to trouble shooting, testing and repairing the CCTVS Camera. No response has been received since SSS was posted.

B. This requirement has been synopsized in FedBizOpps, as a notice of contract action IAW

FAR 5.201. If other sources express interest as a result of this synopsis or other action, they will be listed in the official contract file.

Step is to include the Price Negotiation Memorandum (PNM). This detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.
