Section C: Qualification Requirements That Must be Satisfied to Become a Qualified Source.
1. Prequalification Notice. The offeror shall notify OO-ALC/SB or, if responding to a solicitation, the contracting officer, of intent to qualify as a source for this item.
2. Facilities. The offeror must certify to the Engineering Support Activity (ESA), 415 SCMS/GUMAA, that he has the required facilities and equipment to repair, inspect, test, and package the item. The offeror shall make his facilities, equipment, tooling, and personnel available for evaluation and inspection by the government.
3. Data Verification. To qualify as a source the offeror must possess current, accurate, and complete data necessary to repair and test the item and the offeror is solely responsible for acquisition of the necessary data.
Demonstration of possession of the data includes a complete list of all relevant drawings and specifications, including change notices, in the offeror’s possession relating to DRS Training and Control Systems (CAGE 12339) drawing SRC1232D. The government may inspect the offeror’s data package to determine whether it is adequate to repair the item and may assist the offeror in obtaining necessary data. The offeror must provide an IUID marking plan that contains the elements of Data Item Description (DID) DI-MGMT-81803, sections 3.3.3.2, 3.3.3.3, and 4 including subsections. The offeror must provide a counterfeit prevention plan (CPP) which includes the items from section 4 of the SAE AS5553 standard.
4. Process Verification. The offeror shall identify sources for materials and standards for internally used processes. The offeror shall further define/provide written procedures for the utilization of any test or inspection facilities and/or equipment. This documentation shall include a diagnostic procedure showing the process the item being repaired would undergo. The repair process shall show how the offeror shall test, inspect, diagnose, repair and perform a final functional checkout. Due to diminishing manufacturing sources and material shortages (DMSMS), many of the piece-parts listed in the design may no longer be available. The offeror must be capable of locating and recommending alternative components to eliminate any DMSMS problems.
5. Test and Evaluation and/or Verification. The offeror must show that they possess a complete and comprehensive engineering support activity approved test and repair plan including a sample report verifying compliance with all performance, environmental, mechanical, functional, and quality assurance processes required to assure repaired item is fully suitable for its intended use. This plan shall describe in detail the point(s) in the repair process that testing occurred, and if failures are noted, the corrective action taken and the results of the retest.
The offeror shall explain to the engineering support activity how they will assure that the test methods and repair procedures meet the specifications for this part.
6. Quality Control Program. The offeror shall provide a concise description of the current quality control program being used to ensure the proper repair of this item.
7. Time Completion Estimate. The ESA has determined that completion of this qualification effort should require about 120 days. This is not a deadline, but rather an estimate of the time required. Offerors may take more or less time than this to qualify.
8. Time Limitation. An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the date specified for award of the contract.

9. Evaluation of Proposals Not Previously Qualified. The offeror must be fully qualified in order to be eligible for a contract award. The government reserves the right to award a contract, at the time specified for award, to a qualified source even though other sources may not have finished qualifying.
10. Waiver. Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may apply to the ESA for a waiver of all or part of the qualification requirements. Requirements will be waived if and only if the ESA can establish the capabilities of the offeror through evaluation of written inputs from the offeror, from previous knowledge of the offeror’s capabilities, or from previous experience with the offeror. Evaluation of past work may consider factors such as condemnation rates. Waiver of qualification requirements does not relieve an offeror of any contractual requirements:
QWC1: The potential source submits written certification that the articles have been supplied to or successfully repaired for the government or original equipment manufacturer (e.g., DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, e.g.).
QWC2: The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. If the right-and left-hand articles are mirror images of each other, then approval can generally be given.
QWC3: A source qualified to repair an assembly is usually qualified to repair subassemblies, major components, and items of that assembly.
QWC4: A source qualified to repair earlier dash numbers of a basic part number may be qualified to repair other dash numbers of that same basic part number, provided there is no increase in complexity, criticality, or other relevant requirements.
QWC5: A source qualified to provide or repair a similar or like item can be qualified to repair the required item.
However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to or repaired for the original equipment manufacturer or DoD.
QWC6: A source previously qualified to provide or repair an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the manufacturing process.
11. Approval. Once the qualification requirements are met, the offeror will be listed as an approved source of repair for this item. Approval, however, does not guarantee subsequent contract award.
