CONTRACTOR QUESTIONGOVERNMENT REPLY
What is the estimated award date? The solicitation states that Year 1 will be from award through 30 December 2016. Does that mean that year one could conceivably be for 2 years while the follow on periods will be one year long? Also, Year 2 states that the ordering period is from December 2015-December 2016. Is this an error; perhaps year one should end in December 2015 and all the years should be adjusted accordingly? If this is a five year effort will the dates be adjusted for 12 month periods based on date of award or will they remain in Calendar years?
A typographical was made. The first ordering period will be 1 year only. Every year thereafter will be one (1) year as well. The date should have stated 30 December 2015. The estimated award date will now be pushed to be approximately 30 January 2016.
The Repair Source Qualification Statement that we were provided lists items that do not appear to have CLIN's in this solicitation. Is this because there are no requirements for these items? In particular, are there no requirements in the next five years for the following NSN's?

* 5960-01-481-1572

* 5960-01-507-9112

* 5960-01-386-3855

The NSNs listed above are on the sole source PR that will be released as soon as the attachments are complete. We completed one RQR for all tubes.
What is required for the CLINs with the following descriptions: MICAP, Packaging, Environmental Packaging, and Improvement Initiatives? There is no way to price these without detailed descriptions of what is needed and it would need to be per NSN. Are these left open for now and will be priced and negotiated after award, if needed?
These will be priced and negotiated per delivery order as needed
Paragraph 5.2.1: How do we determine if the labor is SCA or non-SCA labor? We reviewed the referenced website http://www.wdol.gov/ and it is unclear. Also, I noted that page 129 of the solicitation lists some SCA wages; however, it states that it does not represent a wage determination.
The contractor is responsible to read, understand, and enforce the Services Contract Act. The FAR clauses are referenced accordingly, and it is assumed the contractor will know the prevailing wages and the enforcement of SCA in their geographical setting. Any wages listed, are to be used as minimums only. The positions listed in the solicitation are those listed by the technical authority for the government as positions needed in order to complete the repair of the items on this requirement.
5.2.1 Table: Is this table required even though we are a qualified

supplier and this is a competitive requirement? If a supplier is already considered qualified, they have demonstrated that they understand the requirement and this should not be required. Is this part of the evaluation criteria? Isn't the evaluation criteria, "Best Value" based on price and past performance? If so, can this be pricing detail be waived for qualified suppliers?

IAW Legal and AFMC business clearance policy, this is required.
Paragraph 5.2.3: What constitutes a "major material item"? Is the

"extended value exceeding $5,000" based on the extended material required per unit?

Yes the "extended value exceeding $5,000" is based on the extended material required per unit, and is for each major material item that exceeds $5,000.

Under "Attachment 1" on page 12 of Section L, a reference is made to paragraph 5.3; however, there is no paragraph 5.3 in Section L.
Text should be edited to read "limitations set forth in paragraph 2.2, of

Section L of this solicitation".

Please confirm that Attachment 2 is only required if we plan to subcontract the work and that and Attachment 3 (Client Authorization Letter) is meant strictly for private sector contractors, subcontractors or joint venture partners and commercial customers; however, is not required if all of the past performance is with the Government.

Yes, Attachment 2 is only required if the Prime is planning to subcontract the work.

Yes, Attachment 3 is for private sector contractors, subcontractors or joint venture partners and commercial customers and is not required if past performance is with the Government.

Section 2.0 lists a number of "T.O.'s". What are T.O's and where can they be located?

Technical orders (T.O.s) will be supplied to the contractor upon contract award if necessary.

Section 3.0 states that, "No contested QDR's are allowed". What does this mean? If a QDR demonstrates that the failure is clearly the result of mishandling and not the Suppliers fault, the Supplier should be able to reject the QDR. Or, are we misunderstanding the meaning of, "contested"?
Section 3.0 states that, "No contested QDR's are allowed" Should be

changed to "415 SCM has final approval of all QDR's

Section 7.6 Warranty: What is the meaning of the second sentence of this clause? Warranty is 12 months as stated in the first sentence. If a defect is discovered during the 12 month period, the unit is sent back under warranty and the warranty clock stops. Once the defect is remedied and the unit repaired and returned, the remaining period of the warranty (from when the clock stopped and was restarted) will apply to the repaired unit.
We should add the text "Warranty is 12 months as stated in the first

sentence. If a defect is discovered during the 12 month period, the unit is sent back under warranty and the warranty clock stops. Once the defect is remedied and the unit repaired and returned, the remaining period of the warranty (from when the clock stopped and was restarted) will apply to the repaired unit."
